Objectives of Initial Environmental Examination (IEE)
 Collection of baseline information on physio-chemical, biological, socio-economic and
cultural environment of the proposed area.
 Identify, predict and assess the physio-chemical, biological, socio-economic and cultural
environment of the project area.
 Identify easily implementable offsetting measures for the negative environmental and
social issues and suggest remedial plans in case of residual impacts if any identified.
 Suggest practical and site specific environmental mitigation and enhancement measures,
prepare and implement Environmental Monitoring Action Plan for the project.
 Inform decision makers about the outcome of implementation of the proposal.
 Make sure IEE level study is sufficient for the implementation of the proposal.

2. INTRODUCTION
Background
• Plywood is made of three or more thin layers of wood bonded together with an
adhesive.
• Each layer of wood, or ply, is usually oriented with its grain running at right angles to
the adjacent layer in order to reduce the shrinkage and improve the strength of the
finished piece.
• Most plywood is pressed into large, flat sheets used in building construction. Other
plywood pieces may be formed into simple or compound curves for use in furniture,
boats, and aircraft.
• Of the total land, 44.74% of the total land is covered with forest (DFRS, 2015). Despite
this, the country is dependent on other countries for timber.
• The import includes wooden logs, timber, wooden frames, ply boards and other
products from several countries including India, Myanmar, Malaysia, Singapore, Germany,
Ukraine, the United Arab Emirates and the United States of America.

General Description of Proposal
• Birat Veneer and Ply Pvt. Ltd. has been registered with registration number
21177/077/78 at Office of the Company Registrar and has applied for
registration of an industry manufacturing veneer at Office of Cottage and Small
Industries, Morang.
Objective of Proposal
• Its objective is to manufacture Veneer.

2. INTRODUCTION
Relevance of Proposal
• Provincial Industrial Enterprise Act 2077, Annex-8 clause no 3 has characterized industries that are
based on agriculture or forest-based products are provincial priority industry.
• Since, the proposed project aims to process softwood trees to produce raw material for production
of plywood; project is relevant for economic development and increasing availability of quality
products.
• With increase in living standard and urbanization rate, people are more concerned to indoor
decorative things.
• There is high demand of plywood in the country and is being imported from foreign country also.
• Basically, plywood is used for manufacturing furniture and shuttering which constructing buildings.
• The raw materials are easily available in hilly districts of Province No. 1, Ilam, Panchthar, Dhankuta,
Bhojpur, Taplejung, Sankhuwasabha, Terathum etc.

2. INTRODUCTION
Location
• The proposed industry is located at geographical location of
26°31'18.12" N latitude and 87°15'57.93" E longitude at an
altitude of 80m above sea level.
Access
The proposed project is situated around 1.6 km west to Koshi
Highway at Birat Medical College from feeder road is the access
Road to the project site. The proposed site is near to a Birat
Medical College.

Project Alternative
The primary objective of the project is to produce veneer. In fact, there is no project alternative.
Design
Birat Veneer and Ply industry will be constructed and operated in designated area. Hence, the design is
prepared meeting the land shape and size. The layout of all services is as per attached design and
drawings. The construction approach selected is labor based approach with minimum utilization of the
machineries.

The timber will be collected from the private forests according to the forest rules and regulations. The
factory/contractor should go through the official letters and coordinate with DFO before purchasing the

• The proposed Birat Veneer and Ply Pvt. Ltd. aims to produce
40,00,000 sq. ft. veneer.
• From the findings of the study, it is concluded that the proposed
location, design and technology is suitable to establish the veneer
manufacturing industry.
• The major impacts will occur during operation phase which will be
controlled and mitigated by implementing above mentioned
mitigation measures in Chapter 8 and Environmental
Management Plan (EMP).
• The IEE has shown that none of the anticipated environmental
impacts of constructing the proposed project is significant
enough to need a detailed follow-up EIA study.

INTRODUCTION Background • Plywoodis made of three or more thin layers of wood bonded together with an adhesive. • Each layer of wood, or ply, is usually oriented with its grain running at right angles to the adjacent layer in order to reduce the shrinkage and improve the strength of the finished piece. • Most plywood is pressed into large, flat sheets used in building construction. Other plywood pieces may be formed into simple or compound curves for use in furniture, boats, and aircraft. • Of the total land, 44.74% of the total land is covered with forest (DFRS, 2015). INTRODUCTION Relevance ofProposal • Provincial Industrial Enterprise Act 2077, Annex-8 clause no 3 has characterized industries that are based on agriculture or forest-based products are provincial priority industry. • Since, the proposed project aims to process softwood trees to produce raw material for production of plywood; project is relevant for economic development and increasing availability of quality products. • With increase in living standard and urbanization rate, people are more concerned to indoor decorative things. • There is high demand of plywood in the country and is being imported from foreign country also. • Basically, plywood is used for manufacturing furniture and shuttering which constructing buildings. • The raw materials are easily available in hilly districts of Province No. 1, Ilam, Panchthar, Dhankuta, Bhojpur, Taplejung, Sankhuwasabha, Terathum etc. 4/2/2023 Birat Veneer and Ply Pvt. ltd. 8

In fact, there is no project alternative. Design Birat Veneer and Ply industry will be constructed and operated in designated area. Hence, the design is prepared meeting the land shape and size. The layout of all services is as per attached design and drawings. The construction approach selected is labor based approach with minimum utilization of the machineries.     10. CONCLUSION ANDRECOMMENDATION 4/2/2023 Birat Veneer and Ply Pvt. ltd. 66 • The proposed Birat Veneer and Ply Pvt. Ltd. aims to produce 40,00,000 sq. ft. veneer. • From the findings of the study, it is concluded that the proposed location, design and technology is suitable to establish the veneer manufacturing industry. • The major impacts will occur during operation phase which will be controlled and mitigated by implementing above mentioned mitigation measures in Chapter 8 and Environmental Management Plan (EMP). • The IEE has shown that none of the anticipated environmental impacts of constructing the proposed project is significant enough to need a detailed follow-up EIA study.
