Title VI of the Civil Rights Act of 1964 prohibits discrimination on the basis of race, color, and national origin in programs and activities receiving federal financial assistance. It was enacted to ensure that public funds are not used to encourage, entrench, subsidize or result in racial discrimination. If discrimination is found, the federal agency providing assistance can initiate fund termination proceedings or refer the matter to the Department of Justice. The Department of Justice has published guidance manuals and regulations to assist in enforcing Title VI's prohibition of intentional discrimination as well as practices that have an unintended discriminatory effect.

The Legal Committee, also referred to as the Sixth Committee, is one of six major
committees in the United Nations General Assembly (GA). The general Assembly is
one of the main policy-making bodies in the UN, and the Legal Committee is
responsible for dealing with the delicate issue of International Law that includes a
number of areas including human rights, economic and social development,
international security, and issues dealing with United Nations Organizations
(UNO’s).
International Law is grounded in the ideas of natural law. These laws are those that
are accepted by the general population as morally sound. International Law
endures regime changes and helps ensure justice no matter what the political
atmosphere is. In times of changing political climates, it can thus serve as a bridge
for shifting understandings of legality. War crimes and “crimes against humanity”
are examples of injustices that international law has addressed in the past.1
The topics that the Sixth Committee deals with are thus highly interdisciplinary,
and both of this year’s topics are no exception to this. The Sixth Committee thus
works closely with other General Assembly committees and policy groups to
recommend legislation and solutions.

Our fourth Impact Forum was held on January 27, 2016 at Soho House in NYC on the topic of Immigration & Borders. Our brief aims to inform the Impact community on key questions on the subject from a political & social impact perspective: What makes a sensible immigration policy? How should borders define citizenship, residency, and rights? 26% of the U.S. population is either a first- or second-generation immigrant. It is estimated that 30% of New York residents are born outside of the United States. The Impact community joined a panel of top experts on immigration-related policy and social justice for a dialogue on the future of the US immigration system, hosted at the Soho House.

2024.06.01 Introducing a competency framework for languag learning materials ...Sandy Millin
http://sandymillin.wordpress.com/iateflwebinar2024
Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.

TITLE VI OF THE CIVIL RIGHTS ACT OF 1964 42 U.S.C. § 2000D ET SEQ.
OVERVIEW OFTITLE VI OFTHE CIVIL RIGHTS ACT OF1964
Title VI, 42 U.S.C. § 2000d et seq., was enacted as part of the landmark Civil Rights Act of 1964. It prohibits
discrimination on the basis of race, color, and national origin in programs and activities receiving federal
financial assistance. As President John F. Kennedy said in 1963:
Simple justice requires that public funds, to which all taxpayers of all races [colors, and
national origins] contribute, not be spent in any fashion which encourages, entrenches,
subsidizes or results in racial [color or national origin] discrimination.
If a recipient of federal assistance is found to have discriminated and voluntary compliance cannot be
achieved, the federal agency providing the assistance should either initiate fund termination proceedings or
refer the matter to the Department of Justice for appropriate legal action. Aggrieved individuals may file
administrative complaints with the federal agency that provides funds to a recipient, or the individuals may file
suit for appropriate relief in federal court. Title VI itself prohibits intentional discrimination. However, most
funding agencies have regulations implementing Title VI that prohibit recipient practices that have the effect of
discrimination on the basis of race, color, or national origin.
To assist federal agencies that provide financial assistance, the wide variety of recipients that receive such
assistance, and the actual and potential beneficiaries of programs receiving federal assistance, the U.S.
Department of Justice has published a Title VI Legal Manual. The Title VI Legal Manual sets out Title VI legal
principles and standards. Additionally, the Department has published an Investigation Procedures Manual to
give practical advice on how to investigate Title VI complaints. Also available on the Federal Coordination and
Compliance Website are a host of other materials that may be helpful to those interested in ensuring effective
enforcement of Title VI.
