Ref. National unity and integrity
Namaste,
Morarji Desai, the former Prime Minister, advocated and introduced two
Language formula-(1) Mother tongue (2) Hindi or English.
The NDA Government (2014 AD) emphasize on Hindi language and ask
bureaucracy to use Hindi as administrative Language.
The move introduced by the NDA government is opposed by south India or
Dravid race rulers Shri Karuna Nidhi and Jailalitha.
As a citizen of India, I propose three language formula to be introduced in
education policy of India.
Arya and Dravid are two races. Many millennium ago two above races were
fusioned by reverend Agstya Muni {agARy m&(n} The Veda Vyas ,writer

of the Mahabharat {mhiBirt} and Brahmasutra {bh`ms*#i} named
people of two races as Vedantis {v[di>t)}.
The philosophy or tatvajnan {t_vXin}was named as Vedant
{v[di>t}. The Dravid scholars learnt Sanskritam language and accepted Vedas
{v[d}.
Mahavir Swami and Gautam Buddha preached the Philosophy or Vedant,
Adi Sankcharya {ai(d S>kriciy<} declared Guatam Buddha as nineth
incarnation of the Vishnu {(vON&}.
Adi Sankracharya wrote criticism on Brahmasutra of Ved Vyas {v[>d
Äyiski bh`m s*#i} Adi Sankracharya established four monastery or
math {mq} to unite races- Arya and Dravid {aiy< ai]r d(vD}.
After colonial era independent India has to take steps for solemnity of
national unity and integrity.
Aryans must honour feelings of Dravid race. Tamil, Telugu, Malayalam and
Kannad languages and dilects of south India must be adopted by central
government and introduce in education policy and administration.
The three language formula is the best formula and the best for national
unity and integrity.
(1) Mother tonguage

(2) English
(3) Any one language from Dravid Culture or Aryah culture.
 North India or Arya race.
(1) Hindi as mother touguage
(2) English
(3) Any one language from Dravid Language
 South India or Dravid race.
(1) Any one Dravid Language as mother tonguage.
(2) English
(3) Hindi
The Dravid Language taught in Hindi speaking area or north India must
be treated as compulsory stubject and should not be given priority to get
grades, ranks and passing marks.
 Teaching standards
There is 10+2+3 education policy in India. The Languages of either races
should be taught in 11th
and 12th
standard in Arts stream.
 Teachers' appointment
The central government must conduct eligibility test for B.A., B.Ed. teachers
and appoint them in 11th
and 12th
standard who are qualified to teach Hindi
language in south India and Dravid language in Hindi, Marathi, Panjabi,
Bengali, Assami, Gujarati etc. Vernacular language of north India and central
India.
 Expenses
The central government must prepare primare as text-books. The expenses
budget must be carried out by the central government. The remuneration of
teaching staff and administration staff must be given by the central government.
 Education Deportment
To implement above three languages formula a separate education
department must be organized. The above department will solve the problems
by the help of central governments education department or HRD., Emerging
day to day.
 Content of the text-books

Chapters must be written by the help of scholars, who have mastered the
cultures of the respective race- Araya or David race. Vedant culture is common
for Arya and Dravid race. So ancient events of Vedant culture must be narrated
as content of text-books.
 Scripts
There are many scripts in India
(1) Devanagari {d[vnigr)}
(2) Arabic {arb)}
(3) Bengali {b[>gil)}
(4) Panjabi {p>jib)}
The central government must make familiar the above scripts for the
citizens of India Diffent methods must be evolved to teach the above scripts.
 Languages
There are many languages and dilects in India, Some language are
mentioned in the schedule of them constitution of India.
Some of the are given here :
(1) Sanskritam (Ancient Language)
(2) Bharati (Hindi Language is named as Bharati)
(3) Panjabi
(4) Bengali
(5) Gujarati
(6) Marathi
(7) Asami {aisim)}

(9) Telugu {t[l&g&}
(10) Tamil {tim)l}
(11) Knnad {kºnD}
(12) Malaylam {mliylm}
 Implementation of three language formula
(1) The three language must be implemented in 11th
and 12th
standard only.
(2) Teachers must be selected by eligibility test covering all over India.
(3) Pay-scales must be in the context of CBSE teachers pay-scales.
(4) The central government must bear expenses for text-books , preparation of
dictionaries and remuneration of teachers and administration.
(5) For remote higher secondary schools visiting teachers should be appointed
and actual traveling fares should be given.
(6) The government should ask laxico graphers to prepare various dictionaries
for students.

 Medium For Teaching

The medium of teaching must be adopted Bharati (Hindi) English and
vernacular language by which students can understand the meaning of the
text-book.
 Budget
The central government must allot money in the annual budget for the
implimanation of three language formula.
 Teaching in Gujarat or non-specking Bharati (Hindi) region.
(1) Mother tonguage.
(2) Hindi or English
(3) Dravid Language
 Teaching in Bharati(Hindi) Specking states
(1) Hindi as mother tonguage
(2) English
(3) Dravid Language
 Teaching in Dravid states
(1) Mother tonguage
(2) English
(3) Hindi
 National Unity and Integrity
After independence successive governments have done nothing for remedial
programme for unity and integrity of India.
After 60 year the government have created many problems instead solving
them.
Problems :
(1) Higher Birth rate in Muslim Community.
(2) Division of Minority communities and non- minority communities.
(3) Appeasement of Muslims for Vote- Bank political policies.
(4) Population increase.
(5) Income imparity between poor and rich classes.
(6) Exploition of non-minority communities.
(7) Exploition of farmers and workers.
(8) Exploition by foreign compnies.
Above problems are some of many problems prevailing in India.
 Xenocentrism

The Britishers ruled India to exploit Indian people. They had nothing to do
with unity and integrity of India. Old India was trifurcated to protect their vested
interests. Indian must learn how to govern India for notional unity and integrity
after independence Xenocentrism prevails over India.
 Lack of seriousness about national unity and integrity
There is incomplete fusion between Aryan and Dravidian cultures. Now a
days due to mass communication facilities, the government must find out ways
and means to mix the above cultures, After independence successive
governments have done nothing to fuse the above cultures.
 Dravid feeling must be honoured
Dravidian people wants to protect their culture. The government must
honour their feeling about their culture, Dravidian languages must made to be
known to all over India Mainly Tamil language must given priority in the
national administration
 Bharati (Hindi) language
Bharati (Hindi) language emerged in north India as a contect language
between Muslim rulers and north native Indians.
 English language
The Britishers introduced English language in India as the medium of
teaching English was language of administration language during colonial rule
in India Mostly Dravid citizens adopted English and rejected Hindi due to its
script.
 Slavery
Inveders Muslim rulers evolved Hindi language and The British colonial
rulers imposed English language Now the government of India has to select
Hindi, English and Tamil language for national unity and integrity. Bharati
(Hindi) language is the mixture of Arabi vernaqular and Sanskritam words. So
Urdu language must be rejected by the government.
 Administration in central government
The central government must adopt Bharati (Hindi), English and Tamil
languages for the administration. The government cerculars must be written in
Bharati (Hindi), English and Tamil language.
 Administration in states

(A) The colonial rulers carried out lingvistic surrey of India. The states of India
have different vernacular languages..
(1) The state language
(2) English
(3) If state has vernacular Language. There will be language other than
Bharati (Hindi) language for administration in the states where Bharati
(Hindi) is not a state language
(B) Administration of states in Bhatati (Hindi) speaking
(1) Hindi
(2) English
(3) Tamil
There will be there language for the administration in Bharati (Hindi)
speaking states.
Please ponder over my proposal for the unity and integrity of the
nation.

National unity and integrity Namaste, Morarji Desai, the former Prime Minister, advocated and introduced two Language formula-(1) Mother tongue (2) Hindi or English. The NDA Government (2014 AD) emphasize on Hindi language and ask bureaucracy to use Hindi as administrative Language. The move introduced by the NDA government is opposed by south India or Dravid race rulers Shri Karuna Nidhi and Jailalitha. As a citizen of India, I propose three language formula to be introduced in education policy of India. Arya and Dravid are two races. Many millennium ago two above races were fusioned by reverend Agstya Muni {agARy m&(n} The Veda Vyas ,writer - 1 -
  • 2. of the Mahabharat {mhiBirt} and Brahmasutra {bh`ms*#i} named people of two races as Vedantis {v[di>t)}. The philosophy or tatvajnan {t_vXin}was named as Vedant {v[di>t}. The Dravid scholars learnt Sanskritam language and accepted Vedas {v[d}. Mahavir Swami and Gautam Buddha preached the Philosophy or Vedant, Adi Sankcharya {ai(d S>kriciy<} declared Guatam Buddha as nineth incarnation of the Vishnu {(vON&}. Adi Sankracharya wrote criticism on Brahmasutra of Ved Vyas {v[>d Äyiski bh`m s*#i} Adi Sankracharya established four monastery or math {mq} to unite races- Arya and Dravid {aiy< ai]r d(vD}. After colonial era independent India has to take steps for solemnity of national unity and integrity. Aryans must honour feelings of Dravid race. Tamil, Telugu, Malayalam and Kannad languages and dilects of south India must be adopted by central government and introduce in education policy and administration. The three language formula is the best formula and the best for national unity and integrity. (1) Mother tonguage - 2 -
  • 3. (2) English (3) Any one language from Dravid Culture or Aryah culture.  North India or Arya race. (1) Hindi as mother touguage (2) English (3) Any one language from Dravid Language  South India or Dravid race. (1) Any one Dravid Language as mother tonguage. (2) English (3) Hindi The Dravid Language taught in Hindi speaking area or north India must be treated as compulsory stubject and should not be given priority to get grades, ranks and passing marks.  Teaching standards There is 10+2+3 education policy in India. The Languages of either races should be taught in 11th and 12th standard in Arts stream.  Teachers' appointment The central government must conduct eligibility test for B.A., B.Ed. teachers and appoint them in 11th and 12th standard who are qualified to teach Hindi language in south India and Dravid language in Hindi, Marathi, Panjabi, Bengali, Assami, Gujarati etc. Vernacular language of north India and central India.  Expenses The central government must prepare primare as text-books. The expenses budget must be carried out by the central government. The remuneration of teaching staff and administration staff must be given by the central government.  Education Deportment To implement above three languages formula a separate education department must be organized. The above department will solve the problems by the help of central governments education department or HRD., Emerging day to day.  Content of the text-books - 3 -
  • 4. Chapters must be written by the help of scholars, who have mastered the cultures of the respective race- Araya or David race. Vedant culture is common for Arya and Dravid race. So ancient events of Vedant culture must be narrated as content of text-books.  Scripts There are many scripts in India (1) Devanagari {d[vnigr)} (2) Arabic {arb)} (3) Bengali {b[>gil)} (4) Panjabi {p>jib)} The central government must make familiar the above scripts for the citizens of India Diffent methods must be evolved to teach the above scripts.  Languages There are many languages and dilects in India, Some language are mentioned in the schedule of them constitution of India. Some of the are given here : (1) Sanskritam (Ancient Language) (2) Bharati (Hindi Language is named as Bharati) (3) Panjabi (4) Bengali (5) Gujarati (6) Marathi (7) Asami {aisim)} - 4 -

(8) Manipuri {mN)p&r)} (9) Telugu {t[l&g&} (10) Tamil {tim)l} (11) Knnad {kºnD} (12) Malaylam {mliylm}  Implementation of three language formula (1) The three language must be implemented in 11th and 12th standard only. (2) Teachers must be selected by eligibility test covering all over India. (3) Pay-scales must be in the context of CBSE teachers pay-scales. (4) The central government must bear expenses for text-books , preparation of dictionaries and remuneration of teachers and administration. (5) For remote higher secondary schools visiting teachers should be appointed and actual traveling fares should be given. (6) The government should ask laxico graphers to prepare various dictionaries for students.  Preparation of Dictionaries For example Sr.No. Word Pronunciation in Hindi and English Meaning of the word in Hindi and English 1 bLd Balad, bld b]l, OX 2 bi Baa, bi miˆ, Mother 3 K[tr Khetar, K[tr K[t, Farmer The above pattern must be adopted to prepare dictionaries.  Medium For Teaching - 5 -

The medium of teaching must be adopted Bharati (Hindi) English and vernacular language by which students can understand the meaning of the text-book.  Budget The central government must allot money in the annual budget for the implimanation of three language formula.  Teaching in Gujarat or non-specking Bharati (Hindi) region. (1) Mother tonguage. (2) Hindi or English (3) Dravid Language  Teaching in Bharati(Hindi) Specking states (1) Hindi as mother tonguage (2) English (3) Dravid Language  Teaching in Dravid states (1) Mother tonguage (2) English (3) Hindi  National Unity and Integrity After independence successive governments have done nothing for remedial programme for unity and integrity of India. After 60 year the government have created many problems instead solving them. Problems : (1) Higher Birth rate in Muslim Community. (2) Division of Minority communities and non- minority communities. (3) Appeasement of Muslims for Vote- Bank political policies. (4) Population increase. (5) Income imparity between poor and rich classes. (6) Exploition of non-minority communities. (7) Exploition of farmers and workers. (8) Exploition by foreign compnies. Above problems are some of many problems prevailing in India.  Xenocentrism - 6 -
  • 7. The Britishers ruled India to exploit Indian people. They had nothing to do with unity and integrity of India. Old India was trifurcated to protect their vested interests. Indian must learn how to govern India for notional unity and integrity after independence Xenocentrism prevails over India.  Lack of seriousness about national unity and integrity There is incomplete fusion between Aryan and Dravidian cultures. Now a days due to mass communication facilities, the government must find out ways and means to mix the above cultures, After independence successive governments have done nothing to fuse the above cultures.  Dravid feeling must be honoured Dravidian people wants to protect their culture. The government must honour their feeling about their culture, Dravidian languages must made to be known to all over India Mainly Tamil language must given priority in the national administration  Bharati (Hindi) language Bharati (Hindi) language emerged in north India as a contect language between Muslim rulers and north native Indians.  English language The Britishers introduced English language in India as the medium of teaching English was language of administration language during colonial rule in India Mostly Dravid citizens adopted English and rejected Hindi due to its script.  Slavery Inveders Muslim rulers evolved Hindi language and The British colonial rulers imposed English language Now the government of India has to select Hindi, English and Tamil language for national unity and integrity. Bharati (Hindi) language is the mixture of Arabi vernaqular and Sanskritam words. So Urdu language must be rejected by the government.  Administration in central government The central government must adopt Bharati (Hindi), English and Tamil languages for the administration. The government cerculars must be written in Bharati (Hindi), English and Tamil language.  Administration in states - 7 -

(1) The state language (2) English (3) If state has vernacular Language. There will be language other than Bharati (Hindi) language for administration in the states where Bharati (Hindi) is not a state language (B) Administration of states in Bhatati (Hindi) speaking (1) Hindi (2) English (3) Tamil There will be there language for the administration in Bharati (Hindi) speaking states.
