This week's problem is a little tricky. You are asked to evaluate a list of terms. You need the context to make sense of this. You need to apply this to an interagency task force , that is, your agency and others which are not your agency. Harking back to my disaster management proposition last week, you see a common goal (solving a problem that all have an interest in solving, but at different levels of service. So my "interagency" for a flood is (a) Police; (b) Fire; (c) local government; (d) governor's office; (e) food, shelter, clothing providers; (f) highway department; others. For example, “The President’s Interagency Task Force to Monitor and Combat Trafficking in Persons (PITF) is a cabinet-level entity created by the Trafficking Victims Protection Act (TVPA) of 2000, which consists of some 15 agencies across the federal government responsible for coordinating U.S. government-wide efforts to combat trafficking in persons” ( https://www.state.gov/j/tip/response/usg ). If you visit this U. S. State Department web site, you will find a list of federal agencies that contribute to this task force. They would generate unifying policies to inform members of appropriate action, and to reduce duplication of efforts. Now I have a list of terms. Each year Brookings puts out an annual report showing the work that was done, this highlights the impact on world. This lets the donors know where monies has gone and shows the commitment they have to the cause they have.
According to the site Brookings has just launched David M. Rubenstien Fellowship Program, this to help with diversity and scholarly and working with the next generation of those who are creative for the United States and around the world.
The reason why one could trust this company is it is a nonprofit. Some of the things they stand for is diversity, different perspectives, and different experience and this helps with public policy research. They are working with more than 300 scholar and research topic like foreign affairs, economic, governance, metropolitan policy and developments.
This company is governed by a board of trustees and these people come from many different backgrounds as well, this stays within their ideals of what they stand for.
This company is based out Washington, DC and the mission they want to achieve is to always conduct research that is in-depth and correct and help with solving problems that are issues for society for a local level, state, federal, and global.
These are the types of companies that need to be around to help with social issues that are at the forefront of what people are talking about on a daily basis.
This is a good company that one can trust.

Think tanks are utilized to assist policymakers, as well as citizens, by offering various research, analysis, and point of views about certain policy issues. Once policy makers have a better understanding about the problems at hand, they can create more well-informed solutions. Think tanks also give a large variety of opinions and ideologies about a particular subject, which could help examine an issue from multiple angles (Keavney, 2018).

The Department of Homeland Security (or DHS) regularly publishes a list of strategic challenges to national security in the United States. The challenges are aspects of their mission in which need the most emphasis and directed efforts, although the challenges are fundamentally similar in the fact that they are threats to America, they each have their own specific subdivisions of threat and are categorized by DHS as such. In 2014 the DHS listed their six strategic challenges as followed: Terrorism, Cyber terrorism, Nuclear terrorism, Biological concerns, Transnational criminal organizations, and Natural hazards.
Like almost all government functions, the private sector makes a huge impact on decisions and actions of the federal government, homeland security is no different in this manner. The private sector is often a huge help to the government when it comes to securing the nation in many of the six challenges, whether it be awareness in regards to terrorism, or reporting of cyber terrorism, or even assistance in natural hazards preparation or aftermath. From government campaigns like “see something, say something” to civilian aid groups who assist the government in natural disasters, the civil sector plays a huge role in the determination of risks by the federal government. (DHS, 2014)
A great example of the private sector aiding the government in reducing risk is the previously mentioned “see something, say something” campaign”. On DHS’s website, they urge citizens to take action, urging people to look for suspicious activities, “But your every day is different than your neighbor’s—filled with the moments that make it uniquely yours. So, if you see something you know shouldn't be there—or someone's behavior that doesn't seem quite right—say something” (DHS.gov, 2017). This is a great example of the private sector getting involved to help with the DHS strategic challenge of terrorism.
Although there are always going to be examples that prove the contrary, for the most part, American citizens and cooperation’s often are an asset to combating terrorism and the other identified threats to our nation. Citizens are evolving as the threats against our nation are, and people are America’s key infrastructure. With that being said, it is safe to say they are often as asset to national security.

Private contractors can pose risks to the future of homeland security. According to Barry, Rothe, and Ross, the private sector can act outside of established government guidelines and polices. They are not beholden to the “same constitutional rules and regulations” as the government (White, 2017, p. 387). The government is relying more on and award more jobs to private contractors. Private defense contractors are providing services and/or defense activities that were once the responsibility of the government. This in turn allows private sector entities access to sensitive information; and they can often choose to cherry pick which information and/or data becomes available or known. The growing relationship trend between the private sector and government defense is “blurring lines between entities providing services [and] makes it difficult to determine if national interests are being served” (White, 2017, p. 388). This can hamper the flow of information needed as it relates to homeland security. One possible solution to minimize this issue is to hold private contractors who are awarded government jobs accountable and subject to the same rules and regulations as the government.

According to Barry, Rothe, and Ross, (White) what is the dangerous trend in the future of homeland security with regards to private contractors? What do you believe are some solutions counter this trend?
Private companies are often circumvent constitutional constraints on government power (White, 2017). Private companies have the right to operate within their own operational systems and chose which information to report to stakeholders. Private corporations are doing the governments job. Contractors are given more freedom due to the DOD reduction of people who work to supply efforts and regulate support. Contractors have the ability to operate outside of the rules. Private sectors have control over any intelligence that goes to and from homeland security. They are the only ones who control what information is released about themselves and operate to their own self-interest. This problem can be stopped if the government holds corporations accountable for their actions. The government needs to take the responsibilities away from private sectors and keep the power within the government. If the relationship between the sectors focus on what is best for the community any risks between the government-private industrial relationship may be reduced.

If I was to define Public Policy, I would describe it as a group of political officials coming together to collaborate and make decisions are certain topics that effect the community. These decisions will ultimately aid in resolving current issues while avoiding replica's of the past with choices that did not fair well with the community (Rushefsky, 2013;2014;). These decisions should be made with the people's interests at heart and the desire to progress as a community. While these decisions are ultimately made by the council, I do believe that the public should have an influential impact on these decisions.
As far as Public Policies that have impacted myself and family the most in my small town of Beaufort, SC; I would definitely have to say the every day road construction. The city has agreed to include new traffic lights & circles among the town and in doing so, multiple lanes have been blocked and traffic flow is pretty grueling come five' O clock (Communications & Accountability Dept., 2018). I understand the purpose of this construction as to improve the over all quality for our community once finished, BUT the timeline for these changes is quite lengthy. I don't believe that I have lived in Beaufort, where there has not been some type of road construction or brief road closures. I believe that these changes were made as Beaufort is an ever growing community. As time has passed, our town has brought in more franchise businesses among our "mom & pop" businesses that used to flourish in this town. Some of them still do, but with two Marine Corps bases in the area like Parris Island, SC; we often have many families traveling to us every other week for their Marine's graduation and this brings even more traffic flow among the regulars in town. I surely hope that their road construction plan will be of great benefit in the future, but as is it seems like we are more backed up than ever before. It is an adjustment to say the least.
In regard to national policies that effect my family and I, I can't think of one that is specific to my family, but I do know that this act will effect my daughter when she begins school. This act is the "Children's Internet Protection Act" which ensures that schools are placing protection and blocks on their school computers to prevent children from being exposed to issues of an inappropriate nature on the internet (Federal Communications Commission, 2018). Its one thing to be able to monitor the activity that your child see's at home on your personal electronics. That can be easily prevented if you understand how to place appropriate blocks, but when you're children have to be away from you to learn, you want to know that they are in a safe environment where their minds and hearts will be protected at all times. Week Three– The Six Strategic Challenges
Every four years, the Department of Homeland Security (DHS) is required by law to issue a review to the United States Congress. This review is a self-appraisal by DHS on the progress of its efforts in addressing those issues that threaten the nation. The 2014 review is the second such appraisal presented to the Congress (the first produced in 2010). These quadrennial assessments provide excellent insight concerning the progress this Federal entity feels has been made (or lack thereof) regarding our nation’s overall homeland security efforts. Of course, the underlying, determining factor regarding these reviews are the underlying threats and hazards that DHS believes the nation currently faces, as well as those that might present themselves in the near term. This week, we will be looking at the six challenges that DHS believes will determine the greatest risk factors to the nation over the next few years. Before delving into the specifics of this topic, it would be beneficial to first examine the current missions that have been established by Department of Homeland Security. These areas of focus determine how DHS, as an agency of the federal government, views risk. As listed in this Review these five basic homeland security missions are:
· The prevention of terrorism and the enhance of security
· The securing and managing of the nation’s borders
· The enforcement and administration of the nation’s immigration laws
· Safeguarding and securing cyberspace
· Strengthening national preparedness and resilience (2014, p. 6-8)
As has been stressed a number of times thus far, our nation’s homeland security efforts require more than just the federal government can offer, but state and local governments have their roles, as does the private sector and the public at large. Granted, DHS has a uniquely federal and national view. From this position, DHS is charged with unique responsibilities, has assets available at its disposal not commonly available to other levels of government. It isn't so much what role the private sector plays in the determination of risks related to the challenges at the local level. It becomes more of what isn't the private sector doing and why aren't they contributing resources to Homeland Security. The private sector continually dedicates resources, funding, and personnel in support of Homeland Security and the operations associated with the partnership. "Within homeland security, there are five partnership archetypes that encompass the types of relationships we share with the private sector" (Department of Homeland Security, 2014, p. 61). These partnership archetypes allow Homeland Security and private sector organizations to utilize such models when challenges, roles, and responsibilities are defined. When challenges, roles, and responsibilities are not defined the problem increases, therefore the flexibility of the models can occur to achieve the desire outcome. The archetypes contribute to the private sector in the determination of risks related to the six challenges associated with Homeland Security. This is because the models can be applied to any situation or involvement between the two at the local level. When a model isn't achievable, the method or intertwining or conjoint models helps achieve in determination.
A specific example of how a privately owned or operated companies and business add or reduce risk in one of the six strategic challenge areas is the Air Cargo Advance Screening (ACAS) Program. This program correlates to the terrorism strategic challenge because it requires the partnership between the federal industry and the airline industry. This requires airline industries to submit documentation of air cargo in advance regarding shipments arriving to the U.S. from foreign locations. Granted this was originally a voluntary process that airlines already participated in, however, in June 2018 it become a requirement. "This is a necessary measure as the Department of Homeland Security (DHS) continues to raise the baseline on aviation security worldwide" (Department of Homeland Security, 2018, p. 1). It is a practical application in mitigating future terrorism because it requires airlines to submit the documentation of air cargo at the earliest possibility before the cargo is loaded on the plane that it's being transported to the U.S. This program aids in the reduction and helps reduce terrorism because terrorism will employ any means necessary to send and receive the necessary tools and equipment to commit terrorist acts against U.S.

to refer to anything within an interaction that is desirable and welcome and that brings enjoyment or fulfillment to the recipient.
In contrast,

are punishing, undesirable experiences. They can involve financial expenditures, such as buying dinner for your date, or actual injuries, such as split lips. However, some of the most important costs of intimate interaction are psychological burdens: uncertainty about where a relationship is headed, frustration over your partner's imperfections, and regret about all the things you don't get to do because you're in that relationship (Sedikides et al., 1994). All of the diverse consequences of interaction that are frustrating or distressing are costs.

Private contractors can pose risks to the future of homeland security. According to Barry, Rothe, and Ross, the private sector can act outside of established government guidelines and polices. They are not beholden to the “same constitutional rules and regulations” as the government (White, 2017, p. 387). The government is relying more on and award more jobs to private contractors. Private defense contractors are providing services and/or defense activities that were once the responsibility of the government. This in turn allows private sector entities access to sensitive information; and they can often choose to cherry pick which information and/or data becomes available or known. The growing relationship trend between the private sector and government defense is “blurring lines between entities providing services [and] makes it difficult to determine if national interests are being served” (White, 2017, p. 388). This can hamper the flow of information needed as it relates to homeland security. One possible solution to minimize this issue is to hold private contractors who are awarded government jobs accountable and subject to the same rules and regulations as the government.

According to Barry, Rothe, and Ross, (White) what is the dangerous trend in the future of homeland security with regards to private contractors? What do you believe are some solutions counter this trend?
Private companies are often circumvent constitutional constraints on government power (White, 2017). Private companies have the right to operate within their own operational systems and chose which information to report to stakeholders. Private corporations are doing the governments job. Contractors are given more freedom due to the DOD reduction of people who work to supply efforts and regulate support. Contractors have the ability to operate outside of the rules. Private sectors have control over any intelligence that goes to and from homeland security. They are the only ones who control what information is released about themselves and operate to their own self-interest. This problem can be stopped if the government holds corporations accountable for their actions. The government needs to take the responsibilities away from private sectors and keep the power within the government. If the relationship between the sectors focus on what is best for the community any risks between the government-private industrial relationship may be reduced.

If I was to define Public Policy, I would describe it as a group of political officials coming together to collaborate and make decisions are certain topics that effect the community. These decisions will ultimately aid in resolving current issues while avoiding replica's of the past with choices that did not fair well with the community (Rushefsky, 2013;2014;). These decisions should be made with the people's interests at heart and the desire to progress as a community. While these decisions are ultimately made by the council, I do believe that the public should have an influential impact on these decisions.
As far as Public Policies that have impacted myself and family the most in my small town of Beaufort, SC; I would definitely have to say the every day road construction. The city has agreed to include new traffic lights & circles among the town and in doing so, multiple lanes have been blocked and traffic flow is pretty grueling come five' O clock (Communications & Accountability Dept., 2018). I understand the purpose of this construction as to improve the over all quality for our community once finished, BUT the timeline for these changes is quite lengthy. I don't believe that I have lived in Beaufort, where there has not been some type of road construction or brief road closures. I believe that these changes were made as Beaufort is an ever growing community. As time has passed, our town has brought in more franchise businesses among our "mom & pop" businesses that used to flourish in this town. Some of them still do, but with two Marine Corps bases in the area like Parris Island, SC; we often have many families traveling to us every other week for their Marine's graduation and this brings even more traffic flow among the regulars in town. I surely hope that their road construction plan will be of great benefit in the future, but as is it seems like we are more backed up than ever before. It is an adjustment to say the least.
In regard to national policies that effect my family and I, I can't think of one that is specific to my family, but I do know that this act will effect my daughter when she begins school. This act is the "Children's Internet Protection Act" which ensures that schools are placing protection and blocks on their school computers to prevent children from being exposed to issues of an inappropriate nature on the internet (Federal Communications Commission, 2018). Its one thing to be able to monitor the activity that your child see's at home on your personal electronics. That can be easily prevented if you understand how to place appropriate blocks, but when you're children have to be away from you to learn, you want to know that they are in a safe environment where their minds and hearts will be protected at all times. Every four years, the Department of Homeland Security (DHS) is required by law to issue a review to the United States Congress. This review is a self-appraisal by DHS on the progress of its efforts in addressing those issues that threaten the nation. The 2014 review is the second such appraisal presented to the Congress (the first produced in 2010). These quadrennial assessments provide excellent insight concerning the progress this Federal entity feels has been made (or lack thereof) regarding our nation’s overall homeland security efforts. Of course, the underlying, determining factor regarding these reviews are the underlying threats and hazards that DHS believes the nation currently faces, as well as those that might present themselves in the near term. This week, we will be looking at the six challenges that DHS believes will determine the greatest risk factors to the nation over the next few years. Before delving into the specifics of this topic, it would be beneficial to first examine the current missions that have been established by Department of Homeland Security. These areas of focus determine how DHS, as an agency of the federal government, views risk. As listed in this Review these five basic homeland security missions are:
· The prevention of terrorism and the enhance of security
· The securing and managing of the nation’s borders
· The enforcement and administration of the nation’s immigration laws
· Safeguarding and securing cyberspace
· Strengthening national preparedness and resilience (2014, p. 6-8)
As has been stressed a number of times thus far, our nation’s homeland security efforts require more than just the federal government can offer, but state and local governments have their roles, as does the private sector and the public at large. Granted, DHS has a uniquely federal and national view. From this position, DHS is charged with unique responsibilities, has assets available at its disposal not commonly available to other levels of government. However, DHS has the latitude to use some of these assets to assist other levels of government as well. In addition, DHS engages in threat and hazard assessments dealing with the entirety of national interests. While these interests bear directly upon all American communities, each locale will have its own, more narrowed view and perspective regarding those issues of immediate concern. Conversely, as would be expected (and justifiably so), they are less concerned about others.
In addition to the five missions noted earlier, the department has identified six “prevailing challenges that pose the most strategically significant risk” (DHS, 2014, p. 28). In studying these challenges, one can easily see a direct correlation between them and these missions. So as we contemplate these challenges in this week’s discussion and written assignments, remember to consider them from the perspective of the entire homeland security enterprise. .

It isn't so much what role the private sector plays in the determination of risks related to the challenges at the local level. It becomes more of what isn't the private sector doing and why aren't they contributing resources to Homeland Security. The private sector continually dedicates resources, funding, and personnel in support of Homeland Security and the operations associated with the partnership. "Within homeland security, there are five partnership archetypes that encompass the types of relationships we share with the private sector" (Department of Homeland Security, 2014, p. 61). These partnership archetypes allow Homeland Security and private sector organizations to utilize such models when challenges, roles, and responsibilities are defined. When challenges, roles, and responsibilities are not defined the problem increases, therefore the flexibility of the models can occur to achieve the desire outcome. The archetypes contribute to the private sector in the determination of risks related to the six challenges associated with Homeland Security. This is because the models can be applied to any situation or involvement between the two at the local level. When a model isn't achievable, the method or intertwining or conjoint models helps achieve in determination.
A specific example of how a privately owned or operated companies and business add or reduce risk in one of the six strategic challenge areas is the Air Cargo Advance Screening (ACAS) Program. This program correlates to the terrorism strategic challenge because it requires the partnership between the federal industry and the airline industry. This requires airline industries to submit documentation of air cargo in advance regarding shipments arriving to the U.S. from foreign locations. Granted this was originally a voluntary process that airlines already participated in, however, in June 2018 it become a requirement. "This is a necessary measure as the Department of Homeland Security (DHS) continues to raise the baseline on aviation security worldwide" (Department of Homeland Security, 2018, p. 1). It is a practical application in mitigating future terrorism because it requires airlines to submit the documentation of air cargo at the earliest possibility before the cargo is loaded on the plane that it's being transported to the U.S. This program aids in the reduction and helps reduce terrorism because terrorism will employ any means necessary to send and receive the necessary tools and equipment to commit terrorist acts against U.S.

This discussion addresses the changing patterns of funding for public programs, which is
instrumental to an understanding of intergovernmental relations, and touches on the various
approaches to federalism that have been employed in the United States. This includes a
description of how recent presidential administrations, from Reagan to Obama, have approached
the relationship between the federal government and the states, and offers insights into the courts’
influence in this area as well. This chapter also addresses IGR from the perspective of states and
localities, including funding and the use of preemptions and mandates, and includes a discussion
of subnational relationships, including state-to-state, state-to-local, and local-to-local.
This is followed by an examination of the relationships between governmental and
nongovernmental organizations in the public sector, highlighting the role of the latter in the
policy process. As the authors note, not only have nonprofit, for-profit, and faith-based
organizations taken a leading role in delivering public services, they also play an important part in
bringing issues to the public agenda and influencing decisions about public problems. An

Aspects that include workforce recruitment and training costs, team dynamics and time restrictions in discovering and hiring newer talents have been adversely affected by the increase in worker turnover rates and have resulted in increment in expenditures. The unconstructive effects of the elevated employee turnover rates , therefore, informs the study on why the workers opt to desert they jobs even as organizational administrators strive to enhance the employee retention rates through increment in salaries and establishment of more favorable work milieus.
Statement of Purpose
This paper is therefore, written with the objective of analyzing the effect of various aspects, for instance, increased employee turnover rates, on the organization as well as their contribution to the increasing rates of employees opting to desert their jobs.

Rewards and Costs
The rewards of interactions are the gratifying experiences and commodities we obtain through our contact with others. They come in very different forms ranging from impersonal benefits, such as the directions you can get from strangers when you're lost, to personal intimacies, such as acceptance and support from someone you love. I'll use the term
reward
to refer to anything within an interaction that is desirable and welcome and that brings enjoyment or fulfillment to the recipient.
In contrast,
costs
are punishing, undesirable experiences. They can involve financial expenditures, such as buying dinner for your date, or actual injuries, such as split lips. However, some of the most important costs of intimate interaction are psychological burdens: uncertainty about where a relationship is headed, frustration over your partner's imperfections, and regret about all the things you don't get to do because you're in that relationship (Sedikides et al., 1994). All of the diverse consequences of interaction that are frustrating or distressing are costs.
We'll summarize the rewards and costs associated with a particular interaction with the term
outcome,
which describes the net profit or loss a person encounters, all things considered. Adding up all the rewards and costs involved,

The various commodities and rewards people exchange in their relationships have no price tags, and partners sometimes disagree about what an exchange is worth. In a study by Wills et al., (1974), seven married couples kept track of their behavioral exchanges for 2 weeks. The rewards they exchanged either involved tasks and responsibilities (such as taking out the garbage) or emotion and affection (such as saying, “I love you”). When the spouses rated their pleasure with their partners' behavior, wives particularly appreciated their husbands' affectionate behavior, whereas husbands liked their wives' task-oriented help. The sexes apparently attached different values to such actions as doing the dis.

So my "interagency" for a flood is (a) Police; (b) Fire; (c) local government; (d) governor's office; (e) food, shelter, clothing providers; (f) highway department; others. For example, “The President’s Interagency Task Force to Monitor and Combat Trafficking in Persons (PITF) is a cabinet- level entity created by the Trafficking Victims Protection Act (TVPA) of 2000, which consists of some 15 agencies across the federal government responsible for coordinating U.S. government-wide efforts to combat trafficking in persons” ( https://www.state.gov/j/tip/response/usg ). If you visit this U. S. State Department web site, you will find a list of federal agencies that contribute to this task force. They would generate unifying policies to inform members of appropriate action, and to reduce duplication of efforts. Now I have a list of terms. Which apply and why could they incur conflict or disagreement between participating agencies? Examine and analyze the following checklist developed by an interagency task force for choosing an organizational structure. From this list, select the criteria that you find to be the best in terms of their relevance and the way they are able to keep administrative agencies accountable to the public for results and transparency.
