The Stafford Act and the presidential declaration process works like hand in glove you might say to provide assistance to states when a disaster happens. Congress debated the issue of the Stewart Mckinney-Robert Stafford Act before passing. (Haddow 2013, p. 9). Haddow (2013) noted that “In the United States, a presidential disaster declaration is what makes available the range of resources available to the affected local and state governments as established through the Stafford Act.” (p. 192). For the president to be able to assist there has to be guidance that addresses authority and procedural requirements for the federal government to provide assistance at the tribal, state or local level. Sylves (2014) noted that “the Stafford Act reauthorizes the President to issue major disaster and emergency declarations, sets broad eligibility criteria, and specifies the type of assistance the President may authorize.” (p. 72). The president has the freedom to interpret narrowly or broadly what is declared a major disaster on a case by case basis. (Sylves 2014, p. 99). Haddow (2013) noted that “Disaster Relief and Emergency Assistance Act (The Stafford Act) occurs about 44 times each year on average (in addition to major emergency and fire management assistance declarations which provide more limited assistance).” (p. 201). “There is over 30 federal department that works within the NRF structure with the ability to assist local and state officials.” (Haddow 2013, p. 191). While it can be asked if stats over-use the emergency program, the facts are the president has to approve these actions. States may take full advantage of the resources available to help limit the direct cost and impact to state budget and local economy. Sylves (2014) noted that “The Stafford Act does not prescribe exact criteria to guide FEMA recommendations or the president’s decision.” (p. 109). Events and disasters have created requirements to make changes to the Stafford Act. Haddow (2013) noted that “In February of 2001, the Preparedness Against Domestic Terrorism Act of 2001 was passed, which amended the Stafford Act to include acts of terrorism within its definition of “major disaster,” which formalized how the federal disaster support in terrorism incidents would take place.” (p. 329). Consensus organizing is based on several key strategic principles that are the fundamental beliefs and values that guide the implementation of the model and its activities. These principles also express the philosophy and the attitude behind the consensus organizing approach. As consensus organizers begin to enter a community, these principles are at the forefront of their minds as their organizing strategy takes shape. This chapter explains these principles and why they are important to consensus organizing.

The Stafford Act and the presidential declaration process works like hand in glove you might say to provide assistance to states when a disaster happens. Congress debated the issue of the Stewart Mckinney-Robert Stafford Act before passing. (Haddow 2013, p. 9). Haddow (2013) noted that “In the United States, a presidential disaster declaration is what makes available the range of resources available to the affected local and state governments as established through the Stafford Act.” (p. 192). For the president to be able to assist there has to be guidance that addresses authority and procedural requirements for the federal government to provide assistance at the tribal, state or local level. Sylves (2014) noted that “the Stafford Act reauthorizes the President to issue major disaster and emergency declarations, sets broad eligibility criteria, and specifies the type of assistance the President may authorize.” (p. 72). The president has the freedom to interpret narrowly or broadly what is declared a major disaster on a case by case basis. (Sylves 2014, p. 99). Haddow (2013) noted that “Disaster Relief and Emergency Assistance Act (The Stafford Act) occurs about 44 times each year on average (in addition to major emergency and fire management assistance declarations which provide more limited assistance).” (p. 201). “There is over 30 federal department that works within the NRF structure with the ability to assist local and state officials.” (Haddow 2013, p. 191). While it can be asked if stats over-use the emergency program, the facts are the president has to approve these actions. States may take full advantage of the resources available to help limit the direct cost and impact to state budget and local economy. Sylves (2014) noted that “The Stafford Act does not prescribe exact criteria to guide FEMA recommendations or the president’s decision.” (p. 109). Events and disasters have created requirements to make changes to the Stafford Act. Haddow (2013) noted that “In February of 2001, the Preparedness Against Domestic Terrorism Act of 2001 was passed, which amended the Stafford Act to include acts of terrorism within its definition of “major disaster,” which formalized how the federal disaster support in terrorism incidents would take place.” (p. 329). The 2001 change also noted that the Director of FEMA was to implement the federal emergency preparedness plans and made the FEMA Director responsible for establishing the President’s Council on Domestic Preparedness to limit or eliminate duplication of preparedness within the federal terrorism preparedness program. (Sylves 2014, p. 329).
The Stafford Act is not without critics. The concern that approval of disaster relief would become more politically generated to influence elections or to stay in office. The roles of the government entities are more clearly defined in the National Response Framework (NRF) and are guided by policies and laws (Haddow, Bullock, and Coppola, 2014). While governmental disaster relief is paid for using tax dollars and federal grants, non-governmental organizations must rely heavily on donations. These donations may come in the form of both monetary and goods. Many non-governmental organizations collect supplies such as toiletries, clothing, and food for disaster relief needs. These organizations can be small local non-government organizations or larger organizations such as the American Red Cross.
Unlike governmental disaster relief assistance, non-governmental organizations are often set up for immediate needs of people for a short term basis. Non-governmental organizations are not trained for pubic safety efforts but relief efforts during an incident. These duties may include providing a short term shelter, food, or even a point of contact during an incident as seen in the American Red Cross (2011) video provided in the Week 8 resources (Haddow, Bullock, and Coppola, 2014).
Non-governmental organizations such as the Red Cross are recognized by the federal government as a key player in disaster relief efforts. In disasters declared by the President, the Red Cross takes on a role working with the federal government to support the temporary housing and care of mass people. The Red Cross often helps with feeding both the disaster relief workers and the people affected by the disaster. The government takes a more long term role in housing after a major disaster through programs such as the Department of Housing and Urban Development. These relief programs are aimed at rebuilding after the incident versus the non-governmental organizations whom provide short term assistance during and/or directly following a disaster (Haddow, Bullock, and Coppola, 2014).

Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.

concepts from four different content domains within the larger
field of psychology. The four content domains should be chosen
from previous coursework in this program. In this paper,
students will review the findings in the individual empirical
articles, organize the research in a meaningful way, evaluate the
reliability, validity, and generalizability of the research
findings, and present an integrated synthesis of the research that
sheds new light on the topics within and across the four
domains.
The result of a successful integrative literature review may be a
significant contribution to a particular body of knowledge and,
consequently, to research and practice. Therefore, before
writing this literature review, substantive new research must be
conducted via the Internet and within the Ashford University
Library for each of the four chosen domains. A minimum of six
sources must be included for each of the four domains.
Although content from literature reviews completed in prior
courses within this program may be included, it may not
constitute the total research for the individual domains
addressed within this assignment. No more than four sources
from previous literature reviews completed in this program may
be utilized for this integrative review.
The headings listed below must be used within the paper to
delineate the sections of content. These sections include the
following: a clear introduction that provides a general review
and organizes the research in a meaningful way; a discussion in

The Integrative Literature Review
· Must be 20 to 30 double-spaced pages in length (not including
title and references pages) and formatted according to APA
style as outlined
· Must include a separate title page with the following:
