During Katrina Rubin (2012) asserts that the media focus was on the stranded residents in the Superdome and Moriel Convention Center which put political pressure on local leaders. This pressure led to confusion acquiring buses for evacuation, contradictory orders by state and federal entities and further hardship on victims through delays in assistance and evacuation (Rubin, 2012). During disasters Rubin (2012) asserts the media typically over reports on lawlessness and looting; however, most people typically do not loot remain calm and abide by the law and directions by local officials. In addition to the aforementioned concerns following Hurricane Katrina the media focused most stories on the government's response and less often addressing individuals' and communities' level of preparedness or responsibility (Barnes et.al. 2008). Due to this focus most viewers attributed the federal government’s lack of responsiveness for the death and human suffering in regard to response and recovery with limited reporting of the local government and state's limited mitigation or preparation efforts. Terrorist attacks can be different than natural disasters, there is a wide range of attacks that can happen. Emergency managers should look at preparedness needs the community needs, depending upon the consequences of the attack, what the community can do to mitigate or prevent an attack from happening, how the community should respond to attacks, and what will be needed for the long-term recovery process (Haddow, et al., 2021, pg. 405). With natural disasters, the best thing is to be prepared for any level of disaster, what I mean by this is there needs to be emergency plans for a level 4 or 5 hurricane, but a level 1 hurricane as well. I think that preparing for one emergency disaster can help in preparing for future disasters, you learn and experience things as they happen, and you can take that knowledge into plans for future emergencies. I would engage with emergency responders, neighboring communities to get extra help, local TV networks to help get information out about evacuation plans, hospitals, and the American Red-Cross.

Fundraising practitioners have often expressed the desire to gain media coverage of their nonprofit
organization because it will result in increased donations. Although this folklore is commonly
believed by many fundraisers, there is little evidence to support this claim. This study uses the
agenda-setting theory as the framework to test whether television news coverage of 3 natural disasters
and the nonprofit organizations working to provide charitable relief in wake of the events results in
increased donations to the nonprofit organizations. Using the 2004 Asian tsunami, 2005’s Hurricane
Katrina, and the 2010 Haitian earthquake to test the public’s response to relief efforts, the study found
little support for increased donations to the 5 leading organizations providing relief in relation to gen-
eric news coverage of the disasters. However, when the organizations were specifically mentioned by
reporters in the newscasts, noticeable same-day spikes were seen in donations to the organizations’
fundraising efforts. Similarly, when organizations were able to place spokespeople in the newscast
to talk about their efforts, increased donations resulted from these proactive media relations efforts.
As 2004 ended, one of the strongest earthquakes on record occurred along the floor of the Indian
Ocean. The resulting tsunami devastated 14 nations’ coastlines and killed more than 250,000
people from these nations and tourists from 54 other countries around the globe. Less than 9
months later, Hurricane Katrina hit the Gulf Coast from central Florida to Texas, causing more
than $108 billion in damage and causing 1,833 confirmed fatalities. In January, 2010, the island
nation of Haiti was rocked by an earthquake measuring seven on the Richter scale, which
government estimates claim resulted in 316,000 deaths and the destruction of 250,000 residences
and 30,000 commercial and government buildings. Despite the widespread geographic distance
between these three locations and the causes of the damage, these three natural disasters share
one thing in common: Within hours of the events, nonprofit organizations began raising funds so
they could provide immediate humanitarian aid to those in need.
Annually, Americans donate close to $300 billion to nonprofit organizations. According to
the Chronicle of Philanthropy, Americans gave $1.6 billion in cash in the year following the
2004 Asian tsunamis, $3.3 billion to 2005’s Hurricane Katrina relief efforts, and $1.4 billion

This week’s lecture focuses on understanding that as current events show us, applying federal regulatory best practices and sanction do not always work. Therefore, we need to be able to evaluate and appraise emergency management planning and relate to the various operational community action plans and be aware of secondary effects of a WMD incident. When you read World at Risk – pages 82-106 – you should gain an understanding of the Government and culture and who is accountable for preventing WMD proliferation and terrorism. After reading this, stop and think for a moment, make your own determinations on whether or not the world of government has a serious lack of coordination among the various agencies whose job it is to keep us safe.
Next, as you read, Weapons of Terror, Chapter 6 – This reading assignment focus on delivery means, missile defenses, and weapons in space. This reading focuses on three subjects that are not exclusively related to any one of the categories of WMD – the means of delivery of WMD, the dangers of missile defenses, and the risk of weaponization of outer space.

Hurricane Katrina took place 4 years following the terrorist attacks of September 11th (9/11). With the 2005 Katrina storm being the worst natural disaster and catastrophe, the repercussions of the violent Hurricane Katrina in New Orleans was possibly the most awakening periods the whole of U.S. as a nation will ever experience when dealing with natural disasters. Addressed in this bibliographical analysis is the way in which the various agencies, including the U.S. government have been criticized in the manner in by which they dealt with the affected citizens, various foundations and in general, the communications during that time of dire need. This was because it occurred just three years following the successive development of the DHS – Department of Homeland Security and just a year after the subsequent creation of Natural Response plan by DHS (Senate Report, 2006). However, regardless of the heightened awareness towards Homeland Security, they failed terribly in their response to the disastrous hurricane. Various sources have been reviewed to come up with various solutions and explanations for the problems in order for the vastness of the problems still faced even today do not reoccur. The argument now conveyed below; it was in reality misapprehended breakdown of communication between the U.S. government and the people after Katrina’s arrival which created and/or exposed lack of experience in said authorities, therefore unnecessary death and suffering sparked some expression like sadness, depression, frustration and disgust.
In times of crises like war, natural disasters among others, the societal structures are put under very extreme tests. To date, the largest natural disaster to ever hit the U.S. Mainland is Hurricane Katrina. It left a string of complications which ranged from extensive floods, destroyed man-made levees for a city built below the sea level to even changing the landscape of national and local politics (White House. 2006). The U.S. government with its vastly large bureaucracy believed they were organized and ready to deal with any disaster that would take place within its borders. The Federal Emergency Management Agency (FEMA) is primarily responsible to respond to whichever disaster which hits the U.S. But this was not the case on the wake of August 29th 2005. FEMA encountered a historically unparalleled disaster, making the ineffectiveness of the organization and the U.S. government very blatant. Analyzing newspaper articles and television news transcripts (N ¼ 484), this
study explores how American news media have framed the issue of illegal immi-
gration. More specifically, we analyze the way the media present the questions of
why illegal immigration is a problem, what the causes are, and how to fix the
problem. We also make a comparison across different media outlets (border-state
newspapers vs. papers elsewhere; newspapers vs. television news), looking at
whether news coverage of the issue has been consistent across the media.

Over the last two decades or so, illegal immigration to the United States has
almost tripled from an estimated 4 million undocumented residents in 1986
to about 11.2 million in 2008 (Camarota & Jensenius, 2008). With the
fast-growing number of illegal immigrants, the issue is now an increasingly
important topic in American politics, producing a substantial amount of
public debate (Dunaway, Abrajano, & Branton, 2007).
At the center of the debate are the questions of what causes the problem
and how to fix it. How to define causal and solution responsibility is parti-
cularly important because it shapes the overall policy direction and, more
important, the domain of society to which the effort to make changes should
be applied (Salmon, 1989). News media play a significant role in the process
of defining a social problem (Kim & Willis, 2007). The media can ‘‘frame’’

Introduction
World disasters are happening more intensely and frequently, demonstrating a critical need for the enhancement of risk management and response. High-profile disasters are increasing worldwide consciousness to strengthen national and regional capacity to mitigate, respond to and manage these disasters. Developing countries such as in the Caribbean islands, the middle east, and Africa are particularly vulnerable to natural disasters for reasons of lack of infrastructure, resources and exacerbated by geology, tectonic setting, topography and location, poor environmental management practices and land use among other reasons related to the country and respective natural or man-made disasters that frequent it (Veeneema, 2018).
Earthquakes, hurricanes, and wildfires are some of the most common natural disasters that have even affected developed nations such as the United States crippling small and large communities, killing thousands and destroying any infrastructure around where they occur. The disasters being experienced today worldwide are some of most devastating and strongest in the last 100 years of the human history and have been argued to be a just mere precedents for the worst that are yet to come in the near future in the face of climate change and global warming as well as other destructive human activities.

The Communication Landscape
Effective crisis communication planning requires having accurate demographic information. What languages are spoken in a particular area? Where do the more vulnerable populations live? Who is responsible for making decisions?
Effective communication strategies are typically rapid, accurate, and involve input from all those in decision-making positions. Understanding the cultural milieu and support systems may be challenging for responders from the area and even more so for responders from outside of the area. Overlay these obstacles with a technological inability to communicate inside or outside the region, and planning for communication before a crisis then takes on added importance. Additionally, without effective communication plans in place, disaster rumors and inaccurate or outdated information can in turn cause great chaos.
Furthermore, vulnerable populations can prove to be the most challenging people to assist after a disaster. As evidenced in the 2010 Haiti earthquake, relief was not immediate because of the existing impoverished pre-disaster conditions. Facilities such as airstrips and roads were in questionable repair, so aid coming in was not readily accessible. Most Haitians are low-income, existing on two U.S. dollars per day, and only 50% of the population is literate and able to read directions in order to find locations for food and water. Factors such as these contributed to difficulties in assisting this vulnerable population in the aftermath of the disaster.

Some organizational leaders appear annoyed or inconvenienced by crises. While they are not
fun, crises raise the question of what is the core purpose of leading. A crisis defines a leader
(Jordan-Meier, 2012). It may be neither scheduled nor wanted, but it will showcase for the public
what leaders possess in terms of character and competence. A crisis is a test. If individuals
think they will not face crises, they should reconsider getting promoted into a leadership position
or give the position they already have to more motivated peers who are better informed about
the ups and downs of organizational leadership. Jordan-Meier (2012) compares the crisis
leadership of former New York City Mayor Rudy Giuliani and former President George W. Bush
during the early 2000s. Mayor Giuliani had been struggling for years to find traction in
communicating his municipal policies and was under frequent political attack in messy city
politics. However, when the terrorist attacks of 9/11 struck in New York City and D.C. in 2001,
the mayor found his element. In the aftermath, Giuliani was all over his city, especially at the
Twin Towers attack site (now known as Ground Zero) and subsequent memorial observances.
Speaking at these sites, Giuliani conveyed a consistent, sympathetic message to the victims
and a tough rhetoric regarding resilience, recovery, and resolve to defend the city. As a result,
Giuliani rapidly rose in the public eye as a commendable leader and was praised all over the

the victims, resonated well in the United States and, for a time, united political foes. Bush,
however, did not repeat this effective performance when Hurricane Katrina struck the Gulf
states in 2005. After the hurricane’s landfall, the three-day gap that elapsed before his first
on-site appearance did not fit well with the unique events of the crisis. Bush’s first
communications about how great the Federal Emergency Management Agency (FEMA) was
doing merely added to the perception that the federal response effort was rudderless. As Bush
was praising FEMA, and despite the agency’s hard work, the agency’s errors in emergency
response planning were coming to light, and the perception of FEMA’s ineffectiveness was fast
becoming part of the crisis (Jordan-Meier, 2012). During a crisis, all heads figuratively turn
toward the scene of the action (if there is one); then, all heads turn toward the leaders involved.

Hurricane Katrina took place 4 years following the terrorist attacks of September 11th (9/11). Analyzing newspaper articles and television news transcripts (N ¼ 484), this
study explores how American news media have framed the issue of illegal immi-
gration. More specifically, we analyze the way the media present the questions of
why illegal immigration is a problem, what the causes are, and how to fix the
problem. We also make a comparison across different media outlets (border-state
newspapers vs. papers elsewhere; newspapers vs. television news), looking at
whether news coverage of the issue has been consistent across the media.

Over the last two decades or so, illegal immigration to the United States has
almost tripled from an estimated 4 million undocumented residents in 1986
to about 11.2 million in 2008 (Camarota & Jensenius, 2008). With the
fast-growing number of illegal immigrants, the issue is now an increasingly
important topic in American politics, producing a substantial amount of
public debate (Dunaway, Abrajano, & Branton, 2007).
At the center of the debate are the questions of what causes the problem
and how to fix it. How to define causal and solution responsibility is parti-
cularly important because it shapes the overall policy direction and, more
important, the domain of society to which the effort to make changes should
be applied (Salmon, 1989). News media play a significant role in the process

Introduction
World disasters are happening more intensely and frequently, demonstrating a critical need for the enhancement of risk management and response. High-profile disasters are increasing worldwide consciousness to strengthen national and regional capacity to mitigate, respond to and manage these disasters. Developing countries such as in the Caribbean islands, the middle east, and Africa are particularly vulnerable to natural disasters for reasons of lack of infrastructure, resources and exacerbated by geology, tectonic setting, topography and location, poor environmental management practices and land use among other reasons related to the country and respective natural or man-made disasters that frequent it (Veeneema, 2018).
Earthquakes, hurricanes, and wildfires are some of the most common natural disasters that have even affected developed nations such as the United States crippling small and large communities, killing thousands and destroying any infrastructure around where they occur. The disasters being experienced today worldwide are some of most devastating and strongest in the last 100 years of the human history and have been argued to be a just mere precedents for the worst that are yet to come in the near future in the face of climate change and global warming as well as other destructive human activities.

Effective crisis communication planning requires having accurate demographic information. What languages are spoken in a particular area? Where do the more vulnerable populations live? Who is responsible for making decisions?
Effective communication strategies are typically rapid, accurate, and involve input from all those in decision-making positions. Understanding the cultural milieu and support systems may be challenging for responders from the area and even more so for responders from outside of the area. Overlay these obstacles with a technological inability to communicate inside or outside the region, and planning for communication before a crisis then takes on added importance. Additionally, without effective communication plans in place, disaster rumors and inaccurate or outdated information can in turn cause great chaos.
Furthermore, vulnerable populations can prove to be the most challenging people to assist after a disaster. As evidenced in the 2010 Haiti earthquake, relief was not immediate because of the existing impoverished pre-disaster conditions. Facilities such as airstrips and roads were in questionable repair, so aid coming in was not readily accessible. Most Haitians are low-income, existing on two U.S. dollars per day, and only 50% of the population is literate and able to read directions in order to find locations for food and water. Factors such as these contributed to difficulties in assisting this vulnerable population in the aftermath of the disaster.

fun, crises raise the question of what is the core purpose of leading. A crisis defines a leader
(Jordan-Meier, 2012). It may be neither scheduled nor wanted, but it will showcase for the public

think they will not face crises, they should reconsider getting promoted into a leadership position
or give the position they already have to more motivated peers who are better informed about

leadership of former New York City Mayor Rudy Giuliani and former President George W. Bush
during the early 2000s. Mayor Giuliani had been struggling for years to find traction in
communicating his municipal policies and was under frequent political attack in messy city
politics. However, when the terrorist attacks of 9/11 struck in New York City and D.C. in 2001,
the mayor found his element. In the aftermath, Giuliani was all over his city, especially at the
Twin Towers attack site (now known as Ground Zero) and subsequent memorial observances.
Speaking at these sites, Giuliani conveyed a consistent, sympathetic message to the victims
and a tough rhetoric regarding resilience, recovery, and resolve to defend the city. As a result,
Giuliani rapidly rose in the public eye as a commendable leader and was praised all over the

Artificial Intelligence (AI) technologies such as Generative AI, Image Generators and Large Language Models have had a dramatic impact on teaching, learning and assessment over the past 18 months. The most immediate threat AI posed was to Academic Integrity with Higher Education Institutes (HEIs) focusing their efforts on combating the use of GenAI in assessment. Guidelines were developed for staff and students, policies put in place too. Innovative educators have forged paths in the use of Generative AI for teaching, learning and assessments leading to pockets of transformation springing up across HEIs, often with little or no top-down guidance, support or direction.
This Gasta posits a strategic approach to integrating AI into HEIs to prepare staff, students and the curriculum for an evolving world and workplace. We will highlight the advantages of working with these technologies beyond the realm of teaching, learning and assessment by considering prompt engineering skills, industry impact, curriculum changes, and the need for staff upskilling. In contrast, not engaging strategically with Generative AI poses risks, including falling behind peers, missed opportunities and failing to ensure our graduates remain employable. The rapid evolution of AI technologies necessitates a proactive and strategic approach if we are to remain relevant.

The Roman Empire’s society was hierarchical, with a rigid class system. At the top were the patricians, wealthy elites who held significant political power. Below them were the plebeians, free citizens with limited political influence, and the vast numbers of slaves who formed the backbone of the economy. The family unit was central, governed by the paterfamilias, the male head who held absolute authority.
Culturally, the Romans were eclectic, absorbing and adapting elements from the civilizations they encountered, particularly the Greeks. Roman art, literature, and philosophy reflected this synthesis, creating a rich cultural tapestry. Latin, the Roman language, became the lingua franca of the Western world, influencing numerous modern languages.
Roman architecture and engineering achievements were monumental. They perfected the arch, vault, and dome, constructing enduring structures like the Colosseum, Pantheon, and aqueducts. During Katrina Rubin (2012) asserts that the media focus was on the stranded residents in the Superdome and Moriel Convention Center which put political pressure on local leaders. This pressure led to confusion acquiring buses for evacuation, contradictory orders by state and federal entities and further hardship on victims through delays in assistance and evacuation (Rubin, 2012). During disasters Rubin (2012) asserts the media typically over reports on lawlessness and looting; however, most people typically do not loot remain calm and abide by the law and directions by local officials. In addition to the aforementioned concerns following Hurricane Katrina the media focused most stories on the government's response and less often addressing individuals' and communities' level of preparedness or responsibility (Barnes et.al. 2008).
