field of children's movement as the main
object of the pioneering work in school and

“Timur movement” solemn oath, receiving
the ranks of pioneers, training school
leaders and activists of child and pioneer
movement "Artek", “Orlenok", "Ocean"
and other achievements of the pioneer
organization were striking examples not
only in the former Soviet Union, but also
abroad. The important role played by the
Soviet state, not only awarding organization
government awards, one for exerting
maximum material, financial, human and
ideological support. Soviet States in the
internal affairs of the Pioneer organization

movement. This is especially clearly
revealed in the IX All-Union rally pioneers.
For the first time in the history of
pionerdvizheniya children have openly

The decision to create group "Atameken" was made
during the implementation of the All-Union Pioneer
operations "Pioneer Farm", while visiting Pioneers

guard the sheep and lambs that are needed especially
in the winter. In his spare time by the pioneers and

members of the public interest group "Atameken".
This idea is particularly pioneers joined boarding

Social initiatives and creative research group
"Atameken" for the implementation of Union
Pioneer operations "Pioneer Farm" were noted in the
reports of the regional conference of the Komsomol
(Semipalatinsk, 1985). Members of the group
"Atameken" received the right to participate in the
competition leaders, the winners of which can
operate in a Union Pioneer Camp (International
Children Centre) "Artek“ in Crimea.

Artek - it was not only the children's camp, it was
the epicenter of not only the children's happiness,
but also the core of human and humane values. IX
All-Union meeting, where the focus was, and our
pioneer team squads Amber (a member of our
party opposed the resolution Dima draft decision

proposed by the Pioneer Organization Central
Council is not able to solve global problems
accumulated over many years. Later X
Extraordinary Meeting of Union (1990) decides
not only to change the name of the organization,

associations “Union pioneer organization &
Federaton children organization.“ (UPO-FCO) in
Russia. In the autumn of 1988, the former Artek-
Kazakhstani K.Baymusin, E.K.Senkebaev,
G.Bopinaeva, Zh.Suleymenov and other
counselors offer a model of the new Kazakh
pioneer organization on the basis of the experience
of "Artek" and group "Atameken". There is
proposed change of name of the organization,
structure, forms and methods of educational
programs on the basis of "Atameken". However,
this question remains open.

In Kazakhstan in particular in
Pavlodar region inder the
leadership of Arman Kani in 1969
was taken an attempt to baild an
independent kids organization
“Zhas ulan”. The attempts of this
kind were taken in other regions
Kazakhstan. Teachers and pioneers

R.Kydyrbaikyzy, M.Kydyrbaiuly
and others become the first active
members of the first organization

As the result, in school
№112 of Almaty,
saccesfally fanctioned the
first pioneer headquarter
“Atameken”. The most
impotant affair of
“Atameken” was the
meeting with pioneers from
Armenia who came to
Almaty after the earthquake
in Spitak (1988) later on
the headquarter of
Atameken was broken up.
But in the archives the
plang of work, photos and
other documents were
saved, later on in spning
1989, the members of
“Atameken” renewed their
work.

At first the programm “Atameken”
used as methodical
recommendation of organization
in school and other organizations.
The main aims of programm
reflected not not only specific
upbringing, but also involves
pedagogical technology. Taking
into account local population many
practics.

and kindergarbens. Social
interests, childrens’ opinion were
not taken into account wheu
planning educational work. All the
promlems were golved by teachers
and pedagogical council the pioneer
room had become a political
instoument with one ain. Such an
approach lead to the negative
occurences: nigilizm, egoizm,
dissipation, amblitionizm, drug
addiction children’s coiminality.

programme “Atameken” under the
guidance of Balatai Auezova in the
village Chulak-kurgan (South
Kazakhstan region’s) for the first time
Kuryltai “Atameken” was carried out.

Troung there were not enough people
there they managed to adopt an importaut
resolution about creating the
methodological centre “Alau” the
newspaper “Ulan” (14.09.1989 years).
With the help of this centre there vere
published at lot of significant
recommendations projects, plans of
educational-upbragring work. In autumen
1990 years for the first time there started
a seminar where pioneer workhers and
leaders of the kids-childrens movement
took part.
The seminar was very importaut for
there were participaunt of the country
regions. Newdays all of them are active
leaders of the kids movement
“Atameken”. Many journalists and
editors did a great informatic support.
When the basic directions of the
programme “Atameken” appeared in the
newspaper “Ulan” there vere formed the
first organizations “Atameken”. It had
become a great moment for “Atameken
ordasy” because it influenced the
formation of patriotizm, national self-conscioncuess
independence nud national
pride ofnew generation.

At the 7-th Republic meeting of
pioneers (3-5 november, 1990 years) the
“Atameken” offered to change the name
of the organozation at the meeting the
first comsomol secretary of Kazakhstan
I.N.Tasmagambetov read the text of
greting the delegates of the first secretary
of the communist party of Kazakhstan
N.A.Nazarbayev.
The name of the pioneer organization
hadu’t beenchauged. The programme of
“Atameken” was chosen as a programme-orientations
of the pioneer organization of
Kazakhstan. It didn’t suit them. The
delegates of “Atameken” critisized nud
discussed questions of country schools,
problems of Kazakh languange of
keeping the national and spiritual culture
of Kazakhstan.
The delegates desided that to solve all
these problems means to change the name
of the pioneer organization and to make
strategic plan of the organization taking
into account kazakh dais mentality. At the
beninning of 1990 years pioneer camps
were reduced because of the difficult
economic situation. Schools kinder and
childrengates, all budget organizations
were not financed . They were closed.

Government did not pay attention to the
kids organizations. They had to solve the
problems themselves. All this lead to the
disintegration of the central organ and to
the changing atmosphere schools. It was
a changing moment in the history of kids
and childrens movement “Atameken”.
After the Kuryltai almost all schools of
Kazakhstan founded kids detachments
“Atameken ordasy” (“Ulan” 18.03.1990,
2.07.1991, 10.02.1991,1.07.1992,
23.07.1992, 28.01.1992)
The Kazakh scientific and ethno-pedagogical
programm “Atameken” a lot
of scientist-teachers (A.Saduakasov,
L.S.Syrymbetova, S.K.Abildina,
D.Lepeshev, A.Ashaiuly, teacher’s

In the spring of 1990 when the newspaper "Ulan"
published guidelines (18.03.1990, 10.02.1991) on
the organization of educational work on the program
"Atameken" under the leadership of Balatai Auezova
in s.Chulak-mound (Suzak district) for the first time
in the country was held Kuryltay (Gathering)
"Atameken". Kuryltay decided to create a new area
in the children's organization "Atameken", ie legal
successor of the former Pioneer organization,
renamed "Pioneer room" headquarters "Atameken
Ordasy." B.Auezova initiative was a turning point in
the history of children's movement "Atameken".
After Kuryltay, almost all schools of Kazakhstan, in
particular in the area of Kiyma, Turgay region
(Uskembaeva K) in Syrdariya district of Kyzylorda

Kazakhstan region (S.Gaynusheva) Makanchi in the

Later it turned out that at the state level is not
developed the concept of educational work in the
children's public associations, taking into account the
region, national features, language, spiritual culture,
traditions and customs of children of different
nationalities living in Kazakhstan. We noted that in
many schools, especially in remote rural areas, many
children and educators need guidelines, training
manuals and other materials written in Kazakh and
other languages.
The "Atameken", which was based on the goal of the
children's organization, considered it their duty to
offer children's organizations of the republic its way
out of the situation. Thanks to the republican
newspaper "Ulan" not only pioneers of Kazakhstan,
but also other children outside, in particular school
(M.Ahmetova) Tobeler (Russia, Altay, Kosagach
district), Karakul (N.Barinova) (Russia, Altai region,
Kulundy district), school by.R.Madieva (Kaskeev B

Today, children's organizations in
the republic, mostly on a voluntary
basis. According to the (2007)
National training center of
additional education (Zagainova V)
in Kazakhstan, there are 250
children's organizations, clubs and
associations. (See. Zagainova V.
Proceedings of the International
Scientific-Practical Conference,
Astana, 2008, str.102-106). Many
organizations were created in the
domestic clubs, after-school
institutions. However, on a national
scale at the proper level was not
carried out research and analytical
work to identify existing account
children's association in the country.
It must be assumed that the problem
of children's movement, as a special
phenomenon of social
development, does not become the
object of scientific study.

In Kazakhstan, the pedagogical
problems of children's movement
at the present stage are
experiencing stagnant process.
Therefore, based on the program
"Atameken" we have to use the
methods of search, creative and
experimental work in the aspect of
modern achievements of science
teaching. It should be noted that to
date has not been carried out
scientific-practical conference,
reflecting the problems and
prospects of the current state of
children's movement. Therefore,
we believe that the decisions of
the conference relization
dedicated to the problems of
children's movement in Astana in
April 2008 should not be a
problem only of teachers and
counselors, it must be addressed at
the state level.

Initially, the program "Atameken" was used as
the methodological recommendations of the
organization of educational work in school and
in extracurricular institutions. The main
directions of the program reflected not only the
specific features of education in view of the
national mentality of the Kazakhs and other
peoples of Kazakhstan, on the other hand
considered the implementation of educational
technology materials ethnopedagogics and
ethnic psychology. Given the conditions of the

perspectives of modern

Russian diaspora abroad. Children called this

This conference is of great
importance not only for the detailed
study of the current state of
children's movement in Kazakhstan
and beyond, but also a fundamental
revision of the policy of the state
and society on children's issues, the
rights of the child, the new format

1990 was the children's association
of former Soviet republics difficult

To date, problems of the current
state of children's organizations
in the scientific community are not
investigated at the proper level.
Many scientists, mainly in Russia,
offering to identify the
phenomenon of children's
movement in terms of psycho-pedagogical
science in the
mainstream "social-cinetic" In
Kazakhstan, the pedagogical
problems of children's movement
at the present stage are
experiencing stagnant process.
Therefore, based on the program
"Atameken" we have to use the
methods of search, creative and
experimental work in the aspect of
modern achievements of science
teaching. It should be noted that to

reflecting the problems and
prospects of the current state of
children's movement.
