Electronic resources have evolved to become one of the most important resources within the library’s collection. The growths of these resources and the players involved within this area have provided library users with another alternative to obtain information. When implemented correctly with library assistance (library trainings, reference consultations and so forth), library users can access these electronic resources anywhere in the world with relative ease as long as there is an internet connection. Geographic barriers are no longer an issue and information can be obtained in a just-in-time manner. This paper describes how KAUST library built its electronic resources and how they grew into what it is today. Issues such as manpower, expertise level, budget, ERM tools, library-vendor relations and library-user communication will also be elaborated in the paper. Despite its drawbacks, KAUST library has managed to overcome most of them and strived to improve certain areas of concern. The paper will also describe the library’s ERM future directions and strategic planning. KAUST University was opened in September 2009 and it started out with its first cohort of 800 graduate students (25% female) taught by 100 faculties. The main areas of study focus on science and engineering divisions consisting mainly of: Mathematics and Computer Science, Physical Sciences and Life Sciences. From a demographic snapshot taken in 2010, 36% of the student body came from Saudi Arabia and the Middle East, 34% from Asia, 21% from Americas, 5% from Europe and 4% from Africa (alZahrani, R. , Branin, J. and Yi , 2012). The university library, when first started, had about 10 staff. The library is known to have a “state-of-the-art learning and information resource center supporting graduate education and advanced scientific research” (KAUST, 2010). The library subscribed to major science databases, electronic journals and books. It also offers a myriad of services from document delivery requests, textbook services, reference assistance and library trainings and consultations just to name a few.

Synergy and dissonance
Significant developments in OA, driven by HEFCE’s “Policy for open access in the post-2014 Research Excellence Framework” state that authors’ final peer-reviewed manuscripts must be deposited in a repository on acceptance for publication i.e. “green” OA. In many ways the policy is a response to the Finch report and RCUK policy which emphasise “gold” whereby a journal provides immediate OA to articles on the publisher’s website and may levy a fee as an alternative to library subscription.
There is consensus that established models of scholarly communication, especially related to copyright, inhibit scientific progress, and RCUK emphasise that gold OA must be CC-BY. In response, traditional publishers have moved towards a “hybrid” model whereby they facilitate green by permitting “self-archiving” – often subject to embargo – but increasingly promote gold whereby authors pay a fee to publish CC-BY (average fee across the sector ≈ £1800 per article), in stark contrast to the use of open licences in OE more generally and reflecting commercial interests with evidence that publishers benefit in the form of “double dipping”, effectively paid twice for the same content via library subscription and OA fees (Pinfield et al 2014).
To comply with HEFCE, there is considerable activity across the sector to develop robust infrastructure – repositories, CRIS, RIOXX, Jisc’s “Publication Router”, “Open Mirror”, Monitor project and CORE aggregator. Individual HEIs are also iterating to develop infrastructure and appropriate internal policies; at Leeds Beckett, like many Universities, we are looking into the management of APCs to ensure double-dipping does not occur which requires collaboration between library, research office and faculty. In addition, the more specialised requirements of a HEFCE compliant repository means we are reviewing our infrastructure and considering a Jorum “Window” to manage OER rather than the current “blended” repository comprising OA research and OER.
HEFCE policy serves to emphasise OA over OE and there are questions of academic support structure; academic librarians typically specialise in research support or teaching and learning. Increasingly, librarians advocate for OA/OE, particularly using the HEFCE mandate as a tool to encourage OA publishing routes and it was thought OE/OA would solve the problem of the “serial crisis”, this is now not thought to be the case (Harris, 2012).
OA and OE have much to share and remain convergent in many ways. This paper will describe the developing OA landscape and invite participants to explore synergies and dissonance with OE in the contexts of infrastructure, policy and licensing; we will argue that to avoid continued commercial exploitation, the fostering of partnerships across the academy is crucial to mainstreaming Open Education.

In response, traditional publishers have moved towards a “hybrid” model whereby they facilitate green by permitting “self-archiving” – often subject to embargo – but increasingly promote gold whereby authors pay a fee to publish CC-BY (average fee across the sector ≈ £1800 per article), in stark contrast to the use of open licences in OE more generally and reflecting commercial interests with evidence that publishers benefit in the form of “double dipping”, effectively paid twice for the same content via library subscription and OA fees (Pinfield et al 2014).
To comply with HEFCE, there is considerable activity across the sector to develop robust infrastructure – repositories, CRIS, RIOXX, Jisc’s “Publication Router”, “Open Mirror”, Monitor project and CORE aggregator. Individual HEIs are also iterating to develop infrastructure and appropriate internal policies; at Leeds Beckett, like many Universities, we are looking into the management of APCs to ensure double-dipping does not occur which requires collaboration between library, research office and faculty. In addition, the more specialised requirements of a HEFCE compliant repository means we are reviewing our infrastructure and considering a Jorum “Window” to manage OER rather than the current “blended” repository comprising OA research and OER.
HEFCE policy serves to emphasise OA over OE and there are questions of academic support structure; academic librarians typically specialise in research support or teaching and learning. Increasingly, librarians advocate for OA/OE, particularly using the HEFCE mandate as a tool to encourage OA publishing routes and it was thought OE/OA would solve the problem of the “serial crisis”, this is now not thought to be the case (Harris, 2012).
OA and OE have much to share and remain convergent in many ways. This paper will describe the developing OA landscape and invite participants to explore synergies and dissonance with OE in the contexts of infrastructure, policy and licensing; we will argue that to avoid continued commercial exploitation, the fostering of partnerships across the academy is crucial to mainstreaming Open Education.

This document discusses a case study of the International Management Institute Bhubaneswar (IMIB) library's implementation of a Web OPAC (Online Public Access Catalog). It provides details on the IMIB library's collections and services. Usage statistics show that the majority of students, faculty, and staff use the Web OPAC to search for books by title. The Web OPAC allows users to easily find information on books and their availability, locations, and details from anywhere via the internet. Preservation of Research Data: Dataverse / Archivematica Integration by Allan...
Scholars Portal, a program of the Ontario Council of University Libraries (OCUL), provides the technical infrastructure to store, preserve, and provide access to shared digital library collections in Ontario - including hosting a local instance of Dataverse since 2011. As part of a national project known as Portage (a project of the Canadian Association of Research Libraries), Scholars Portal is partnering with Artefactual Systems, Dataverse, the University of British Columbia, the University of Alberta, and others, to integrate Dataverse with preservation software Archivematica. When completed, this project will facilitate the long-term preservation of research data according to the Open Archival Information System (OAIS) Reference Model.

The Gold Standard Research Library-UAMS • UAMS provides our gold standard for the aqfi doctoral program, in all areas. • UAMS library was designed preadvent cyberlibrary: large stacks for journals and computers added to the quiet room. • AFREL needed to combine the access to literature focus of UAMS with cyberlibrary realities.
- 4. Aquaculture/Fisheries Library Pre-2005 • Prior to AFREL, which was created with a capacity building grant in 2005, the aqfi library was housed in the documents room of 1890 Extension. • No librarian and walking books (1/2 lost). • No climate control and green fuzzy hell. • No online journals, with Watson providing the handful of hardcopy journal access.
- 7. AFREL Post-2005 • The capacity building grant converted a faculty conference room in Woodward to AFREL: the Aquaculture Fisheries Research and Educational Library. • Furnishings, security, librarian, limited book budget, and substantial online journal and database budget were provided for the 3 year duration of the grant. And Watson converted their journals and databases to online. • Title III maintained and expanded the journals- the lifeblood of AFREL during the doctoral reviews.
- 8. AFREL Reality - a Cyberlibrary • Currently approximately 1000 fisheries books, 45 fisheries online journals, and 3000 visits/yr. (2500 online and 500 physical). • Grad students and faculty access from offices, with inhouse use of reference books, course reserved materials, and ILL. • Undergrads and the public (incl. stakeholders) access inhouse, and from 5 AFREL computers and aqfi labs, use copying and librarian services, and study areas. • Staff are able to respond to faculty needs/requests effectively and quickly.
- 11. AFREL Post-2012 ? • AFREL meets current needs, but is cramped. • Physical growth potential is thus limited and study rooms impossible. • Library functions must expand beyond stacks and computers to include latest IT- trained personnel and equipment, distance conferencing and study/pp practice rooms. • Future Title III assistance?
