This document discusses the origins and history of the Doha Round of trade negotiations at the World Trade Organization (WTO). It argues that while the launch of the Doha Round in 2001 was a well-founded response to unfinished business from previous negotiations, the negotiations have progressed very slowly over the past 8 years with little decisive action. Given the major changes in the global economy due to the financial crisis, it examines whether completing the Doha Round is still important and how it could be achieved, alternative approaches to WTO negotiations, and what a future negotiating agenda might look like.
