2. WHAT ISTHE DEFENSE BASE ACT?
 The Defense Base Act (DBA) is an extension of the
Longshore and HarborWorkers’ Compensation Act
(LHWCA) passed in 1941
 1958Amendment clarified that all service contracts fall
under this act
 The DBA provides workers' compensation protection
to civilian employees working outside the United
States on US military bases or under a contract with
the U.S. government for public works or for national
defense

3. WHO DOESTHIS BILL PROTECT/SERVE?
1. Workers on any military base acquired from a
foreign government
2. Employees who work on land that the US owns
beyond its own borders.
3. Government contractors who perform services in
anyTerritory owned by the United States
4. All public workers that don’t meet the criteria of
coverage number 3
5. Any contractors with contracts approved and
financed by the US to take place outside of US
owned land
6. Troops outside the US with welfare or other similar
services

4. WHAT DO I DOTO QUALIFY FOR BENEFITS?
1. Report injury to employer as soon as possible.
2. Request authorization for medical care when needed.
Employee has a free choice of treating physician.
3. Cooperate with employer/carrier in the investigation of the
claim.
4. Provide documents and medical reports to the OWCP upon
request.
5. Attend medical examination arranged by employer/carrier or by
the District Director, when requested.
6. Complete Employee’s Report of Earnings, Form LS ‐200, when
requested (no more than twice a year).
7. File a written Claim for Compensation within one year of the
date of injury or one year of last payment of compensation,
whichever is later.
