the ground to refreeze.

valley area.
• The saturated and frozen
land can’t absorb any
more water.
• Nearly all of the rain
becomes runoff that flows
into the Great Miami River
and its tributaries.

levees around
midnight, warning

downtown streets
begin to flood.
