Overview
APPLIES TO ALL STATE ASSESSMENTS:
EOC, EOG, W-APT/ WIDA Online Screener, ACCESS FOR ELLs, and NC
FINAL EXAMS

Test SecurityTraining Requirements
 All staff should (certified and classified):
 be trained in the overall expectations of test security during state and field
test administrations prior to each state assessment administration
 sign an Assessment Security Agreement form and roster
 Copy of forms and roster are to be submitted to Accountability

Test Materials
 Secure test materials include, but are not limited to:
 May be electronic or paper format
 Must not be copied, reproduced, paraphrased, used in instructional activities
 School personnel and proctors must not disclose any contents of test materials with
each other or with students.
 May be stored at school only for a short period before and after the test administration

• Field test books
• Answer documents
• Item pools
• Test blue prints

Testing Code of Ethics:
 Stresses the importance of maintaining test security at all times and the appropriate professional practices for
school and district personnel
 Applies to ALL school employees who are involved in the state testing program
 Before each test administration, test administrators and proctors must reviewTesting Code of Ethics and it
sanctions
 Test Administration Conducted in a Fair and Ethical Manner Involves:
1. Security
2. Preparation
3. Administration
4. Scoring, Analysis, and Reporting

 Examples of EthicalTesting Practices
1. Encouraging students to do their very best
2. Informing students & parents of tests and how results will be used
3. Preparing students for the tests
4. Ensuring all eligible students participate
5. Sharing results & interpretation with students & parents

 Examples of UnethicalTesting Practices
1. Encouraging students to be absent
2. Using secure test items for instruction
3. Changing student responses
4. Reclassifying students or modifying records to affect test results
5. Using a single test score to make individual decisions

Possible Sanctions (16 NCAC 6C .0312) are listed within the document
*You will sign a copy of theTesting Code of Ethics on September 20th during planning period
meetings.

Confidentiality
 Confidentiality of students must be protected at all times
when reporting test results to public
 Examples of unethical practices
 Publicly posting students names and test results and
 Publicly announcing students names and results

Electronic Transmission of Data
 Under FERPA 20 U.S.C. § 1232g; 34 CFR Part 99, personally
identifiable information (PII) should be transmitted by the
following methods.
 Encrypted files
 Password protected files
 Secure FTP servers
 Secure test questions and answer choices must not be sent
via email unless encrypted and/ or password protected

Test Security and the Internet
 Never share passwords with anyone
 Keep passwords that are written down in a safe place
 Change passwords immediately if they have been
comprised

Testing Notification
At the beginning of the year, LEAs and school designated test
coordinators should provide students and parents an assessment calendar
advising them of the districtwide and state-mandated tests students are
required to take during the year.
The calendar should be posted on each individual school’s website
indicating specific dates for grade level and content; test administration
windows are too vague and do not meet the criteria as required by NCDPI

Testing Window
 All state-mandated tests have a designated test date or testing window.
 Failing to administer on the test date or during the window will result in
a testing irregularity.
 Exceptions may be permitted to test outside the testing window.
 Parent notification to test outside of window and school request to
test outside of window

Eligible Students
 All eligible students in membership at grades 3 through 8 and in high
school course in which as end-of-course assessment is administered
must participate in the testing program as well as in any course where
there is a state assessment
 Includes:
 Students with disabilities
 Student identified as English learners

Online State Assessments
 Required to use secure platform.
 Users must not access the assessment and then leave computer/ tablet
unsupervised
 Offline contents (e.g. cookies, cache) must be cleared or secure after
accessing the test
 Best practices for password protection:
 Never share passwords
 Securely store/ destroy any written passwords
 Change passwords immediately if compromised

 Principal Role:
 account for all test materials received;
 ensure test security within the school building;
 store test materials in a secure, locked facility except when in use, as established
by(GCS-A -010); and
 establish procedures to have test materials distributed immediately before each
test administration and to return test materials to the school test coordinator at the
end of each test administration.

Roles in Accounting For & Storing Test Materials cont.
 School Test Coordinators Role:
 maintain test security and accountability of test materials;
 accurately count test materials when the materials are first received and
immediately report any discrepancies in the count to the school system test
coordinator;
 accurately count and distribute test materials to each test administrator before
each test administration;
 collect, count, and return all test materials to the secure, locked storage facility
immediately after each test administration; and
 immediately report any discrepancies in the counts to the school system test
coordinator.

Roles in Accounting For & Storing Test Materials cont.
 Test Administrators role:
 accurately count and record the number of secure test materials
and supplemental materials when the materials are first received,
when materials are distributed to students, when the test
administration is completed, and when the materials are returned
to the school-level test coordinator;
 immediately report any discrepancies in the counts to the school
test coordinator; and
 count and verify with the school test coordinator that the number
of secure materials (including supplemental materials) returned
matches the count taken when the materials were first received.

Prohibited Items
 Electronic Devices (other than permitted calculators)
 Personal belongings must be stored under their seats
 Testing aids (textbooks, reference books, smartwatches, etc.)

Testing Environment
• Classroom Setting
• Comfortable,Well Lighted, with No Distractions
• Nothing in Room on Display that Provides Assistance to
Students DuringTesting
• Student Preparation
• Positive Attitude & Expectations
• No locked doors or covered windows

Testing Environment Cont.
 Test administrators and proctors should avoid the following distracting
behaviors:
• Holding extended conversations with others
• Reading newspaper or novels
• Eating
• Working on a computer
• Carrying out other professional duties
• Tending to unrelated professional duties

• Currently Identified Students
1. Disabilities with a current IEP,
2. Section 504 with current plan, and
3. EL with current plan
• Documentation
• Routinely Used During Instruction
• Compensate for Disability or Limited English

Review of accommodations
 Required forALL state assessments – general, alternate
assessments (NCExtend 1), and CTE
 Must be completed for each subject and/or each administration

Makeup Testing
Any student absent from test administration must make up the
test.

accountability data

• An event occurs during testing that causes an inappropriate or non-uniform
test administration
• Improper Handling ofTest Materials

• Report on the date of occurrence (or as soon as brought to your attention)

• An irregularity that invalidates test results

Test SecurityTraining Requirements  All staff should (certified and classified):  be trained in the overall expectations of test security during state and field test administrations prior to each state assessment administration  sign an Assessment Security Agreement form and roster  Copy of forms and roster are to be submitted to Accountability 2

Test Materials  Secure test materials include, but are not limited to:  May be electronic or paper format  Must not be copied, reproduced, paraphrased, used in instructional activities  School personnel and proctors must not disclose any contents of test materials with each other or with students.  May be stored at school only for a short period before and after the test administration 3 • Test questions • Field test books • Answer documents • Item pools • Test blue prints • Test layout forms • Operational test books

  • 8. Confidentiality  Confidentiality of students must be protected at all times when reporting test results to public  Examples of unethical practices  Publicly posting students names and test results and  Publicly announcing students names and results 8

Electronic Transmission of Data  Under FERPA 20 U.S.C. § 1232g; 34 CFR Part 99, personally identifiable information (PII) should be transmitted by the following methods.  Encrypted files  Password protected files  Secure FTP servers  Secure test questions and answer choices must not be sent via email unless encrypted and/ or password protected 9
  • 10. Test Security and the Internet  Never share passwords with anyone  Keep passwords that are written down in a safe place  Change passwords immediately if they have been comprised 10

Testing Notification At the beginning of the year, LEAs and school designated test coordinators should provide students and parents an assessment calendar advising them of the districtwide and state-mandated tests students are required to take during the year. The calendar should be posted on each individual school’s website indicating specific dates for grade level and content; test administration windows are too vague and do not meet the criteria as required by NCDPI 11
  • 12. Testing Window  All state-mandated tests have a designated test date or testing window.  Failing to administer on the test date or during the window will result in a testing irregularity.  Exceptions may be permitted to test outside the testing window.  Parent notification to test outside of window and school request to test outside of window 12
  • 13. Eligible Students  All eligible students in membership at grades 3 through 8 and in high school course in which as end-of-course assessment is administered must participate in the testing program as well as in any course where there is a state assessment  Includes:  Students with disabilities  Student identified as English learners 13

Online State Assessments  Required to use secure platform.  Users must not access the assessment and then leave computer/ tablet unsupervised  Offline contents (e.g. cookies, cache) must be cleared or secure after accessing the test  Best practices for password protection:  Never share passwords  Securely store/ destroy any written passwords  Change passwords immediately if compromised 14
  • 15.  Principal Role:  account for all test materials received;  ensure test security within the school building;  store test materials in a secure, locked facility except when in use, as established by(GCS-A -010); and  establish procedures to have test materials distributed immediately before each test administration and to return test materials to the school test coordinator at the end of each test administration. 15 Roles in Accounting For & Storing Test Materials

Roles in Accounting For & Storing Test Materials cont.  School Test Coordinators Role:  maintain test security and accountability of test materials;  accurately count test materials when the materials are first received and immediately report any discrepancies in the count to the school system test coordinator;  accurately count and distribute test materials to each test administrator before each test administration;  collect, count, and return all test materials to the secure, locked storage facility immediately after each test administration; and  immediately report any discrepancies in the counts to the school system test coordinator. 16

Roles in Accounting For & Storing Test Materials cont.  Test Administrators role:  accurately count and record the number of secure test materials and supplemental materials when the materials are first received, when materials are distributed to students, when the test administration is completed, and when the materials are returned to the school-level test coordinator;  immediately report any discrepancies in the counts to the school test coordinator; and  count and verify with the school test coordinator that the number of secure materials (including supplemental materials) returned matches the count taken when the materials were first received. 17

Testing Environment Cont.  Test administrators and proctors should avoid the following distracting behaviors: • Holding extended conversations with others • Reading newspaper or novels • Eating • Working on a computer • Carrying out other professional duties • Tending to unrelated professional duties 20
