All staff should (certified and classified):
be trained in the overall expectations of test security during state and field
test administrations prior to each state assessment administration
sign an Assessment Security Agreement form and roster
Copy of forms and roster are to be submitted to Accountability

3. Test Materials
Secure test materials include, but are not limited to:
May be electronic or paper format
Must not be copied, reproduced, paraphrased, used in instructional activities
School personnel and proctors must not disclose any contents of test materials with
each other or with students.
May be stored at school only for a short period before and after the test administration

8. Confidentiality
Confidentiality of students must be protected at all times
when reporting test results to public

9. Electronic Transmission of Data
Under FERPA 20 U.S.C. § 1232g; 34 CFR Part 99, personally
identifiable information (PII) should be transmitted by the
following methods.
Encrypted files
Password protected files
Secure FTP servers
Secure test questions and answer choices must not be sent
via email unless encrypted and/ or password protected

10. Test Security and the Internet
Never share passwords with anyone
Keep passwords that are written down in a safe place
Change passwords immediately if they have been
comprised

11. Testing Notification
At the beginning of the year, LEAs and school designated test
coordinators should provide students and parents an assessment calendar
advising them of the districtwide and state-mandated tests students are
required to take during the year.
The calendar should be posted on each individual school’s website
indicating specific dates for grade level and content; test administration
windows are too vague and do not meet the criteria as required by NCDPI

12. Testing Window
All state-mandated tests have a designated test date or testing window.
Failing to administer on the test date or during the window will result in
a testing irregularity.
Exceptions may be permitted to test outside the testing window.
Parent notification to test outside of window and school request to
test outside of window

13. Eligible Students
All eligible students in membership at grades 3 through 8 and in high
school course in which as end-of-course assessment is administered
must participate in the testing program as well as in any course where
there is a state assessment
Includes:
Students with disabilities
Student identified as English learners

14. Online State Assessments
Required to use secure platform.
Users must not access the assessment and then leave computer/ tablet
unsupervised
Offline contents (e.g. cookies, cache) must be cleared or secure after
accessing the test
Best practices for password protection:
Never share passwords
Securely store/ destroy any written passwords
Change passwords immediately if compromised

15. Principal Role:
account for all test materials received;
ensure test security within the school building;
store test materials in a secure, locked facility except when in use, as established
by(GCS-A -010); and
establish procedures to have test materials distributed immediately before each
test administration and to return test materials to the school test coordinator at the
end of each test administration.

School Test Coordinators Role:
maintain test security and accountability of test materials;
accurately count test materials when the materials are first received and
immediately report any discrepancies in the count to the school system test
coordinator;
accurately count and distribute test materials to each test administrator before
each test administration;
collect, count, and return all test materials to the secure, locked storage facility
immediately after each test administration; and
immediately report any discrepancies in the counts to the school system test
coordinator.

Test Administrators role:
accurately count and record the number of secure test materials
and supplemental materials when the materials are first received,
when materials are distributed to students, when the test
administration is completed, and when the materials are returned
to the school-level test coordinator;
immediately report any discrepancies in the counts to the school
test coordinator; and
count and verify with the school test coordinator that the number
of secure materials (including supplemental materials) returned
matches the count taken when the materials were first received.
