It could be argued that tribes, communities of practice, organizations, and societies accrete symbolic systems that forge a common language over time to accomplish tasks usually related to the preservation, extension of power, and access to resources needed to continue to flourish and allow these networks within boundaries to feel a sense of agency and empowerment. Indeed, when one group or tribe within a larger ecosystem feels threatened or produces radical new ideas, the heretical rebels leverage common metaphors, symbols, and tactics to achieve strategic goals – at first rebelling against the existing power structure (writing manifestos, throwing molotov cocktail), supplanting the existing “high priests”. Eventually, though, they develop the same rituals that previous power structure utilized to maintain and extend their power base – the heretics eventually become the high priests of a new caste system and then anoint their own saints.
We have seen this evolution in social systems and the accretion of ‘webs of signification’ in the context of IT in general and software design and development in particular. The anthropologist Clifford Geertz said that “man is an animal suspended in webs of significance he himself has spun, I take culture to be those webs,” which can inform our understanding of tribes in a software enterprise setting. With each new principled-based movement within IT, from RUP to Agile, to Lean Software, to Lean UX and more recently DevOps and Lean Startup, the new tribe has the need to extend it’s power base beyond the context for which it was originally intended. Even if each tribe armed with their own methods and practices makes sense at a given time and place, this does not necessarily mean it’s appropriate or strategic from a systems, wholistic, enterprise, or societal perspective.
This notion is important in making strategic decisions from an enterprise perspective in terms of which ideology to deploy, how to allocate resources, and how to ensure that across the portfolio of potential ‘bets’ the appropriate methods are deployed. This tension – between tribes that wish to enjoy greater agency by proselytizing their ideology and methods into other domains, and the needs of the organization, which seeks balance across multiple competing factions to actually achieve enterprise-wide goals, is the primary challenge faced by leaders.
We’ll explore these notions, and seek to understand the various roles, practices, and methods that are either local-optima or more global in perspective, to seek to provide a framework for decision-making in uncertain and turbulent times. We’ll unpack the relationship between different horizons from probable to possible, and provide some heuristics for when things like Design Thinking or LeanUX are most appropriate, and when Agile, PMBOK, or ITIL frameworks might be the most authentic satisficing lens through which to make decisions.

Webcare bij gemeente Eindhoven: medemenselijkheid staat voorop (artikel op Fr...Oliver de Leeuw
Loopt de overheid nou voor of achter als het gaat om webcare? Ik hoor er verschillende geluiden over. Een gemeente die in ieder geval erg actief is op social media is Eindhoven. Intern adviseur, trainer en coach social media Carin Springelkamp vertelt graag hoe zij het aanpakken omdat ze een voorstander is van transparantie - zeker vanuit een publiek orgaan.

Waar webcare begint en eindigt is een keuze
Volgens Carin gaat het er om in ieder geval de vragen die binnenkomen op Twitter en Facebook netjes te beantwoorden en er wat mee doen. “Dat is gewoon alsof je de telefoon oppakt.” Nu er meer mensen actief zijn binnen de gemeente ontstaat er ruimte ook pro-actiever te zijn online.
Eindhoven is sinds 2009 actief op Twitter met als aanleiding de gemeenteraadsverkiezingen. Men wilde niet alleen meer stemmers naar de stembus krijgen, maar er leefde al langer de wens om mensen meer te betrekken bij het doen en laten van de gemeente. Heel lang is er een RSS-feed over twitter gepusht, met nog een apart account voor persberichten. Carin vertelt dat pas in 2011 een collega van de afdeling Media structureel is begonnen te kijken of er überhaupt mentions binnenkwamen: “en dat was eigenlijk nog heel weinig”.

Sinds de zomer van 2012 heeft Carin een Facebookpagina opgestart en is webcare verdeeld over 3 personen zodat er altijd bezetting is. Ze is er heilig van overtuigd dat “als je zelf niet op twitter zit, je het ook niet zakelijk moet doen. Het leren gaat dan veel moeizamer. Begrijp eerst hoe het werkt en dan mag je meepraten. Webcare lijkt zo makkelijk maar dat is het absoluut niet.”
Hoe veel mensen werken er in Eindhoven operationeel aan webcare?
“Het begint steeds drukker te worden. Er is dagelijks één persoon van Communicatie mee bezig, altijd aangevuld met iemand van het Klantcontactcentrum. Als er iets binnenkomt dat typisch iets voor het KCC is, dan kijkt de dienstdoende KCC’er wat ermee moet gebeuren. Zij geven dan via een memo antwoord in Coosto en daar maken wij een tweet van. Nu voeren wij daar nog redactie op, maar binnenkort gaat hetl KCC zelf tweets sturen. En dat doen we gewoon tijdens openingstijden van de fysieke balie, ik verwacht (vooralsnog) niet dat mensen in het weekend ernaar kijken. Zelf doe ik dat wel, en ik ben niet de enige vakidioot. Maar de vraag is of mensen dat nou echt van de gemeente verwachten?”
Bij politiek gevoelige kwesties mailt het webcareteam de desbetreffende ambtenaar of wordt er gebeld, “de beller is altijd sneller”. Het proces is dan hetzelfde als bij een persvraag: die moeten ook snel en adequaat beantwoord worden. Het merendeel van de tweets gaat over de openbare ruimte. Normaliter hoor je niet altijd iets over het traject tussen je melding en de eventuele oplossing.

Op mijn reis langs organisaties die de praktische kant van webcare uitleggen, ga ik langs bij Eurail.com. Ze verkopen treinpassen voor Europese routes, en dan vooral aan niet-Europeanen. Hoe zet je webcare op in tientallen talen, wat doen de lokale agents precies en waarmee houden ze overzicht vanuit Utrecht?
“It’s Tuesday, so this must be Brussels!” Dat is het beeld dat veel mensen hebben van met name Amerikaanse toeristen: mensen die Europa zien als een soort pretpark, met in de hoofdsteden haltes bij Frontierland, Adventureland en Fantasyland. Met één van de producten van Eurail kunnen ontdekkingsreizigers al ruim vijftig jaar door 24 landen reizen en uitstappen waar ze maar willen. De treinpas als vervangend paspoort, dus. Een concept uit de tijd dat er nog grenzen waren en je meerdere reisdocumenten nodig had om je te verplaatsen.
Eurail.com zet jaarlijks €50 miljoen om met treinpassen. Daarmee is de organisatie één van de grootste e-commerce-bedrijven van Nederland. Hoe gaat Eurail.com om met webcare? Ik spreek Chantal Sukel, customer engagement manager en Marisa Villarejo, customer service trainer.

Tijdens de eerste dag van de introductieweek voor nieuwe VU-studenten in 2012 gaf Oliver de Leeuw een interactieve lezing over social media.
In 2002 begon hij zelf met zijn studie aan de VU en daarom schetst hij eerst een tijdsbeeld door de studenten te vragen welke media er al wel/niet bestonden tien jaar geleden.
Vervolgens toetst hij of huidig marktonderzoek over het gebruik van sociale media door jongeren wel klopt en geeft hij voorbeelden van de risico's van het delen van te veel informatie.
Na enkele tips over het opbouwen van je online profiel, bijvoorbeeld door op een slimme manier om te gaan met LinkedIn, ervaren de studenten aan den lijve hoe het fenomeen Durftevragen werkt.

The modern software delivery process (or the CI/CD process) includes many tools, distributed teams, open-source code, and cloud platforms. Constant focus on speed to release software to market, along with the traditional slow and manual security checks has caused gaps in continuous security as an important piece in the software supply chain. Today organizations feel more susceptible to external and internal cyber threats due to the vast attack surface in their applications supply chain and the lack of end-to-end governance and risk management.
The software team must secure its software delivery process to avoid vulnerability and security breaches. This needs to be achieved with existing tool chains and without extensive rework of the delivery processes. This talk will present strategies and techniques for providing visibility into the true risk of the existing vulnerabilities, preventing the introduction of security issues in the software, resolving vulnerabilities in production environments quickly, and capturing the deployment bill of materials (DBOM).
