rural component by the Ministry of Drinking Water and Sanitation.
Swachh Bharat Mission
Objectives of Swachh Bharat Abhiyan:
❖ Construction of individual, cluster and community
toilets.
❖To make India Open Defecation Free (ODF)
❖Latrine construction and an accountable mechanism
of monitoring latrine use.
❖Solid and liquid waste management through gram
panchayats.
❖To lay water pipelines in all villages, ensuring
water supply to all households by 2019.
❖To provide toilets, separately for Boys and Girls in
all schools by 15.8.2015.
❖To provide toilets to all Anganwadis
Objectives of Swachh Bharat Abhiyan:
Swachh Bharat Mission-Gramin Phase I
❖The Nirmal Bharat Abhiyan has been restructured into the Swachh Bharat Mission (Gramin).
❖Incentive as provided under the Mission for the construction of Individual Household Latrines (IHHL) was
available for all Below Poverty Line (BPL) Households and Above Poverty Line (APL) households restricted
to SCs/STs, small and marginal farmers, landless labourers with homestead, physically handicapped and
women headed households.
Objectives:
❖ Promoting cleanliness, hygiene and eliminating open defecation.
❖ Accelerate sanitation coverage in rural areas.
❖ Motivate Communities and Panchayati Raj Institutions (PRI) to adopt sustainable sanitation practices and
facilities through awareness creation and health education.
❖ Encourage cost- effective and appropriate technologies for ecologically safe and sustainable sanitation.
❖ Develop community- managed sanitation systems focusing on scientific Solid and Liquid Waste
Management (SLWM) systems for overall cleanliness.

Strategy:
✓ Augmenting the institutional capacity of districts for undertaking intensive behaviour change activities at the
grassroots level.
✓ Strengthening the capacities of implementing agencies to roll out the programme in a time-bound manner and
to measure collective outcomes.
✓ Incentivizing the performance of State-level institutions to implement behavioural change activities in
communities.

Swachh Bharat Mission Urban
❖ Theprogrammeincluded-
✓ elimination of open defecation
✓ conversion of unsanitary toilets to pour
flush toilets
✓ eradication of manual scavenging,
✓ municipal solid waste management
✓ bringing about a behavioural change in
people regarding healthy sanitation
practices
❖ The programme has been implemented over
4,401 towns.
❖ The mission aimed to cover 1.04 crore
households, provide 2.5 lakhcommunity toilets, 2.6
lakhpublic toilets, and a solid waste management
facility in each town.
❖ Theprogrammepromised-
✓ Community toilets to be built in residential
areas where it was difficult to construct
individual household toilets.
✓ Public toilets to be constructed in
designated locations such as tourist places,
markets, bus stations, railway stations, etc.

Goals
• All statutory towns will become ODF+ certified
• All statutory towns with less than 1 lakh population will become ODF++ certified ,
• 50% of all statutory towns with less than 1 lakh population will become Water+ certified
• All statutory towns will be at least 3-star Garbage Free rated as per MoHUA’s Star Rating Protocol
for Garbage Free cities
• Bio-remediation of all legacy dumpsites.
❖ This was a continuation of the Swachh Bharat Mission (Urban), with the following components for funding
and implementation across all statutory towns, viz.
✓ Wastewater treatment, including fecal sludge management in all ULBs with less than 1 lakh
population (this was a new component added to SBM-U 2.0)

Indore
❖India’s cleanest city for five consecutive years (2016-2020).
❖ The city has made a concerted effort in all aspects of the Swachh Bharat Abhiyan objectives to hold on
to the top spot every year in Swachh Survekshan rankings.
❖It has already attained ODF ++ status in addition to achieving 100 per cent segregation of waste at
source.
Practices and Achievements
Inference
❖ Swachh Bharat mission is a campaign to promote solid waste management and overall cleanliness of the country.
❖ Swachh Bharat mission Gramin (majorly for rural regions) promoted the construction of IHHL for the people who lack
proper sanitation of toilet.
❖ Over the years, an increase has been observed in the number of toilets built and ODF villages.
❖ In the recent years a 100% of financial coverage has been given for the construction of IHHL.
❖ Swachh Bharat Mission urban programme has surpassed the number of goals for all of its missions such as IHHL, ODF,
SWM etc.
❖ Indore can be taken as a clean model city and the most successful result of Swachh Bharat Mission in a city.
❖ Over the years, the public of Indore city has followed the waste managing practices earnestly.

Swachh Bharat Mission-Gramin Phase I ❖The Nirmal Bharat Abhiyan has been restructured into the Swachh Bharat Mission (Gramin). ❖Incentive as provided under the Mission for the construction of Individual Household Latrines (IHHL) was available for all Below Poverty Line (BPL) Households and Above Poverty Line (APL) households restricted to SCs/STs, small and marginal farmers, landless labourers with homestead, physically handicapped and women headed households. Objectives: ❖ Promoting cleanliness, hygiene and eliminating open defecation. ❖ Accelerate sanitation coverage in rural areas. ❖ Motivate Communities and Panchayati Raj Institutions (PRI) to adopt sustainable sanitation practices and facilities through awareness creation and health education. ❖ Encourage cost- effective and appropriate technologies for ecologically safe and sustainable sanitation. ❖ Develop community- managed sanitation systems focusing on scientific Solid and Liquid Waste Management (SLWM) systems for overall cleanliness. Swachh Bharat Mission Urban ❖ Theprogrammeincluded- ✓ elimination of open defecation ✓ conversion of unsanitary toilets to pour flush toilets ✓ eradication of manual scavenging, ✓ municipal solid waste management ✓ bringing about a behavioural change in people regarding healthy sanitation practices ❖ The programme has been implemented over 4,401 towns. ❖ The mission aimed to cover 1.04 crore households, provide 2.5 lakhcommunity toilets, 2.6 lakhpublic toilets, and a solid waste management facility in each town. ❖ Theprogrammepromised- ✓ Community toilets to be built in residential areas where it was difficult to construct individual household toilets. ✓ Public toilets to be constructed in designated locations such as tourist places, markets, bus stations, railway stations, etc. Source: http://swachhbharaturban.gov.in/dashboard/; Data as on August 19, 2018

Goals • All statutory towns will become ODF+ certified • All statutory towns with less than 1 lakh population will become ODF++ certified , • 50% of all statutory towns with less than 1 lakh population will become Water+ certified • All statutory towns will be at least 3-star Garbage Free rated as per MoHUA’s Star Rating Protocol for Garbage Free cities • Bio-remediation of all legacy dumpsites. ❖ This was a continuation of the Swachh Bharat Mission (Urban), with the following components for funding and implementation across all statutory towns, viz. ✓ Wastewater treatment, including fecal sludge management in all ULBs with less than 1 lakh population (this was a new component added to SBM-U 2.0) Swachh Bharat Mission Urban 2.0 ✓ Sustainable sanitation (construction of toilets) ✓ Solid Waste Management ✓ Information, Education and Communication ✓ Capacity building. Indore ❖India’s cleanest city for five consecutive years (2016-2020). ❖ The city has made a concerted effort in all aspects of the Swachh Bharat Abhiyan objectives to hold on to the top spot every year in Swachh Survekshan rankings. ❖It has already attained ODF ++ status in addition to achieving 100 per cent segregation of waste at source.

Inference ❖ Swachh Bharat mission is a campaign to promote solid waste management and overall cleanliness of the country. ❖ Swachh Bharat mission Gramin (majorly for rural regions) promoted the construction of IHHL for the people who lack proper sanitation of toilet. ❖ Over the years, an increase has been observed in the number of toilets built and ODF villages. ❖ In the recent years a 100% of financial coverage has been given for the construction of IHHL. ❖ Swachh Bharat Mission urban programme has surpassed the number of goals for all of its missions such as IHHL, ODF, SWM etc. ❖ Indore can be taken as a clean model city and the most successful result of Swachh Bharat Mission in a city. ❖ Over the years, the public of Indore city has followed the waste managing practices earnestly.
