However, two whistleblowers say these targets were often met through "tricks and abuse" as non-binding targets lacked enforcement. National agencies ignored parts of the directive that were not legally required and used accounting tricks, such as measuring primary rather than actual energy consumption, to falsely report energy savings. With binding targets, there would have been more effort, ambition, and accurate implementation of energy efficiency measures. The lack of binding targets in the 2006 directive meant there was no risk of legal action for governments and less progress on energy efficiency goals compared to other climate policies.

Elizabeth Burton from the Lawrence Berkeley National Laboratory presented on opportunities and challenges for carbon capture and storage (CCS) in California. California has ambitious climate policies but is the 7th largest global economy and 17th largest carbon emitter, making CCS critical to meet long-term goals. Studies show CCS is needed to achieve an 80% reduction in emissions by 2050. However, CCS projects are not moving forward due to short-term policy focus on 2020 targets, limited inclusion of CCS in planning, and declining funding. For CCS to succeed in California, it must be fully integrated into long-term energy and infrastructure planning, have defined regulatory roles, and incentives to establish a business case beyond 2020.

2030 climate & energy framework
The European Union has agreed on a new 2030 Framework for climate and energy, which includes EU-wide targets and policy objectives for the period between 2020 and 2030. The framework was created to communicate to the market a clear commitment by the EU in view of encouraging private investment in new networks and low-carbon technologies. The key targets are:
* 40% cut in greenhouse gas emissions (from 1990 levels);
* at least 27% of EU energy from renewables in terms of final consumption;
* and, at least 27% energy savings compared to business-as-usual.

The framework was created to communicate to the market a clear commitment by the EU in view of encouraging private investment in new networks and low-carbon technologies. The targets themselves are based on a thorough analysis made by the European Commission that measured how to cost-effectively achieve decarbonisation by 2050.
The key targets are:
* 40% cut in greenhouse gas emissions (from 1990 levels);
* at least 27% of EU energy from renewables in terms of final consumption;
* and, at least 27% energy savings compared to business-as-usual.

This presentation focuses on the role of ICTs in enabling the reduction of greenhouse gas (GHG) emissions, in facilitating greater energy efficiency and overall in contributing to the promotion of sustainability and LED (low emission development).
Slide presentations developed to demonstrate how Information and Communication Technologies (ICTs) be used to address climate change, and why ICTs are a crucial part of the solution – i.e. in promoting efficiency, Green Growth & sustainable development, in dealing with climate change and for climate and environmental action. These slide presentations were delivered in February 2011 in Seongnam, near Seoul in Korea.
These presentations were developed and delivered over 2.5 days on the occasion of a Regional Training of Trainers Workshop for upcoming Academy modules on ICT for Disaster Risk Management and Climate Change Abatement. These modules were developed as part of the Academy of ICT Essentials for Government leaders developed by the United Nations (UN) Asia Pacific Centre for ICT Training (APCICT), based in Songdo City, in the Republic of South Korea.
These presentations were developed in 2011, and are somewhat out of date, but most of the principles still apply. Module 10, which has been published, does not include much of the information outlined in these presentations, which are fairly technical. They were developed to address a significant gap in understanding of the technical basis of using ICTs for climate action and because there is a clear bias in development circles against the importance of dealing with climate change mitigation in developing countries. These presentations are an attempt to redress this lack and are published here with this purpose in mind.
The author, Richard Labelle, is presently working on updating these presentations to further highlight the importance of addressing climate change and the important role that technology including ICTs, play in this effort.

DECoRuM is a tool that estimates baseline energy use and carbon emissions from residential buildings and predicts emission reductions from various measures. It was developed to help local authorities track and reduce emissions. The tool was applied to a case study of 318 homes in Oxford, estimating current energy use, emissions and costs. Various carbon reduction strategies were analyzed, finding that solar water heating and photovoltaic systems could achieve over 60% reductions at relatively low cost compared to other approaches. DECoRuM can help local authorities and homeowners identify cost-effective ways to cut emissions from the domestic housing sector.
