The survey found that the percentage of people who accumulated items before the outbreak was 38.6%, which decreased to 30.2% after the outbreak. However, the percentage of people who said they don't hoard now but want to increased from 5.2% to 11.8%. A majority (93.1%) of those hoarding toilet paper said they knew supply was sufficient, but they hoarded due to seeing empty shelves. Opinions were mixed on hoarding, with over 60% saying it shouldn't be done but can't be helped, while about 20% each said it was no problem or must not be done.
