Key issues for IPM implementation expressed by stakeholders
• Interest to try new technologies without supporting initial costs. Price, costs and
development of cost-effective measures. End-users regard high cost of control (37%) and
monitoring (18%) methods as the main barrier for their implementation. 

• Regulatory hurdles, regarding approval/withdrawal of plant protection products, and
regulatory and trade related bans. End-users regard the cost of complying with or the
constraints imposed by regulatory barriers for control (19%) and monitoring (17%) methods
as an important issue.
• Need of training for practical solutions to specific problem. End-users regard the need of
training and/or expertise required for applying control (26%) and monitoring (48%) methods
as one of the most important issues.
• Pesticides are perceived as highly necessary by about 70% of end-users. A total of 74% of
them were concerned to some degree about the possible future withdrawal of some or all
pesticides due to the implementation of EU policy (Regulation (EC) No 1107/2009).

“I am trying to farm highly precisely with regard to plant protection and
fertilisation through single area specific farming. When are such measures/
technologies going to be explained to the end-user? From a societal point of
view it is really no fun being a farmer anymore. 10 years ago one could still
be proud, today one is the scapegoat for everything due to half- truths from
politics and NGOs...”
“Being Spain a power in agriculture, it is really embarrassing that the rules
are imposed from Europe and that we are not able to take a proactive
initiative in favour of agriculture. Where are the Directors General of
Agriculture, Fisheries and Food, and all those who are at their service ?
Missing in combat. And I would ask them , are they politically appointed?
............................. TRUE PROFFESIONALS ARE SCARCE”
“Due to resistance and the ban of proven plant protection products the
fight against damaging organisms is getting more and more difficult”
“Emphasis is to be made in the development of solutions based on
