Abstract
The main objective of this summer attachment is to determine how the theoretical courses are
applied on the real world. Besides this, it focuses on identifying and opportunities facing the
department. It was conducted that there is the existence of clear and good communication
channel between head of the office and different functional departments of the discriminatory
treatments, act of relationship between the office and its stakeholders, many well educated
and well experienced staffs are the major strength of the office. On the other hand, poor
documentation, high work burden on few staffs, shortage of access to computer and related
technologies and differential treatment to seat oral offices are some of the weaknesses of the
office during the practice. It is recommended that strong attention is needed to be given to
develop computerized and documentation system, computer and other related technologies
should be available for the staffs. The office should be focus on research and development
activities. So that it can identify its own strength, weakness, opportunity and threat

Before all and forever my thanks is to the great God for keeping me alive and enable to
conduct the practical attachment and all other things. Next, I also like to present thanks to
Arsi University, because of preparing such great opportunity in order to having working
experience during our summer vacation in time and this differentiates it from other
universities in Ethiopia and it leads us for provision of quality education. My thanks is also

PART- One Organization report
1.1. b ackground of the organization.
Dangila woreda finance and Economic development office found in Amhara regional
state administration in west gojam, It is 485 KM far from Addis Ababa the capital city
of the country .Dangila woreda finance and economic development they have around
15 kebele which is connected each other for the purpose of sharing information the
organization support those kebele in different material and prepare the necessary plan
& budget requirement.
 It was established since 1935 E.C as Dangila woreda finance economic and
developmemt office at Dangila woreda town.Currently the office has41
employees.Among those 19 of them degree holder,12 of them diploma
holder&the remaining part other holder.
1.2. Cardinal issues of the organization
1.2.1. Mission:
 Wise use of resource
 Collecting work day revenue and expanding it
 Implementation of plan based on relevant information.
 Enhancing resource that allocating in woreda.
 Improving productivity of the woreda in excellence or sustainable
way.

 when poverty is eradicated through self reliant own resource way of establishing
effective and efficient development
 The vision of Dangila woreda finance and economic development was To bring
an integrated &sustainable development & to see woreda utilizing the resource
in profitable way Transformation five year plan and making into 2017 all people
of town become meddle income earning

The objective of Dangila woreda finance and economic development as the following:
General objective:-
 to improve modern finance allocating system.
 Reduce unemployment problem of woredas
 Improve internal auditing system
 Ehancing socio economic development
Specific objective
 Encouraging fast economic and social development through integral
development programme, information, and communication.
 Increasing revenue of town by different means.
 Using the government resource effective and efficiently
 Doing works on time to check customer satisfaction.
 Ensuring the productivity of development programme that has been intended to
achieve goals.
 Implementing and monitoring the allow budget according to the financial rule
and regulation.
 Increasing customer satisfaction and social participation etc

Dangila woreda finance and economic development office has its own
organization structure to achieve the aforementioned activity planned in
effective and efficient manner.
Therefore the structure of Dangila woreda finance and economic development is
illustrated by the following diagram.

The organization is realizing its cardinal issues Dangila woreda finance and economic
development by taking different reformation measure on factors that considered being
obstacle for the performance of organization.Among those,
 Wise use resource utilization
 Effective and efficient management.
 increasing the women participation.
 Distributing budget to sector fairly and give good service for sector.
 Hard working and competent and to be completeness out of town.
 Paying salary of worker on time etc.
 Develop sense of serving customer
 By considering their limited resource achieve their goal effectively and
efficiently.
 Motivating employees to accomplish the goal.
 Using computer for data processing.
 Through guided by planning.
 Implementing balanced score card (BSC) method to evaluating the performance
of employees.
1.5. STRENGTH, WEAKNESS, OPPOTTUNITY AND TREATS [SWOT]
ANALYSIS OF THE ORGANAZATION.
As it is known every organization has its own swot analysis. So Dangila woreda
finance and economic development office has its strength,weakness side as well
as good opportunities and treat that improve and hinder organizational issues.
1.5.1.Strength of the organization
 Customer satisfaction was improving.
 Service giving was based on time and accuracy
 Preparing some evaluation form of employment suggestion box. and
evaluate point to evaluate workers.
 Giving feedback to sector on regular report.
 Minimizing extravagance of money and resource by taking saving. as
culture of organization.
 Work plan in five year and yearly.
 Ensure customer satifasfaction
 Better modern communication system.
 Distribution of budget to each sector based on plan.
 Decentralization of power.
 Process based on organizational structure.
 Efficient utilization of man power that get from college and university.
 Serving customer mainly focused on budget,time and their accuracy.

 Poor attitude to serve their society.
 Distribution of budget between sectors is not based on fairness and accurate
evidence.
 Lack of working material and class which are used to accomplish the
organization activity.
 Lack of experience computer how know to some employee.
 Lack of enough computers.
 Absence of interest to take feedback from customer.
 Lack of knowhow.
 Cost and revenue are mismatched.
 Problem to share knowledge and skill.

Opportunity of the Dangila woreda finance and economic developments are the we can
see in different view as the following:

 Existence of peace and political stability.
 Presence of peace & security.
 Growth of active community participation.
 Presence of free administration system in woreda
B. ECONOMIC VIEW
 Presence of suitable economic policy in woreda
 As the income of society increase, source woreda revenue increases
 Development of gross product as a general country.
 An increasing of national income
 Presence of free market economy makes suitable economic growth.

 Expansion of health & educational sector.
 Presence of good population policy.

1.5.4.TREATS OF THE ORGANIZATION
As their opportunity there is also treats of the organization in below view.
POLITICAL VIEW
 Population participation may be low
 Unjust action may be happen.Because, woredas officials get’s position leads less
time to stay their position.
 ECONOMIC VIEW
 Uncertainty of the future may leads the financial crises.
 An increasing of variability of income between nations.
 Unemployment etc
 Inflation may be happen.
 Our economic development mainly focused on agricultural activity, but they have
not completely competed with world market.
 Insufficient budget may be occurring.
 Number of illegal trader may be expanded.
TECHNOLOGICAL VIEW
 Limited distrubtion of supply new technological may be low.
LEGAL VIEW
 Low participation of society toward legal view.
 Population awareness about rule and regulation may be decrease due to limited
to share their knowledge .

1.6 . Problems observed that affect the organization
During my study in the office I have observed deferent major problem that are to be
constraint of the organization to achieve their goal. These are
 Absence of punctuality and accountability to some employee.
 Lack of enough placements to accomplish given task at a given time.
 Lack of sufficient number of computer to be given to each department.
 Lack of capable generator that can run the organization when there is no electric
power to use computer and other devise.
 Lack of transportation service.
 Misplacement of employees.
 Lack of well organized and written data in organization.
1.7. Measure to be taken to solve or minimize problem (suggested
solution]
 Set program to share knowledge & skills
 The organization to be recruit skilled manpower and given continues training to
improve employees knowledge.
 To solve problem of computer the organization should bought needed number
of computer.
 The organization should bought capable generator that can run the organization.
 To make employees honest and responsible the organization should give
training and supervise in a well manner.
 To write and store data use computerized technology rather than manual.
 Increase public participation.
 Implementing resource administration program.

2.1. back ground of the department
The department where conducted our practical attachment called planning,budgeting
,monitoring and evaluating department. It’s one of the department stated as under it
perform their duties and responsibility by setting specific and feasible goals which
support and speed up development and goal administration activities in office as well as
in woreda.
All employees in this department whose level of education was degree. Generally
budget and planning department was known by performing different kinds of task at
resent like budget planning, preparing payment for employee evaluation of monitoring
and etc. To achieve the par planned of the whole organization mission, vision and
objective the department has their own responsibility
2.2. OBJECTIVE AND MAJOR RESPONSIBILITY OF THE DEPARTMENT
THE MAIN OBJECTIVE OF THE DEPARTMENT
As it is known every department of the organization has their own objective and
responsibility.so department of budget and planning has its own objective and
responsibility. Such as
 Preparing development plan of the town based on clear and accurate
evidence.
 Conducting,monitoring and evaluating development plan of the
organization
 Improving customer satisfaction.
 Increasing trust of society on development plan.
 Increasing objective policy of society based on collaboration and
usefulness.
 Improving trust and fairness of budget distribution.
 Improving development activity evaluation and etc.
 Get loyality from customer.
 Enhancing coordination and benefit of society.
 Increase female participation in development.
 Revising the quality of data and information.
 Enhancing work habit.
Responsibility of the department
The main responsibility of the department is as the following:
 Checking whether the budget is properly allocated or not.
 Evaluating different projects under taking in woredas.

 Checking whether shortage or surplus occurred at different sector.
 Collecting quarterly, semi-annually and annually reports from different sectors
and reports these to the finance zone.
 Organizing plan preparation budget work in general.
 Give different supportive orientation for kebele and bureaus in relation to
budget and evaluation of actions under take.
Activity of the department
The major activities of the depertment:-
 Prepare budget and project.
 Collecting and organizing a regular report of budget owners and transferring to
the body that to consider.
 Monitoring & distribution budget among each sector.
 Monitor method & direction ( how to run the implementation of plan).
 Made middle term and short term planning horizon to achieve their goal.
 Based on research and development identity the way resource are utilized
among each sector and kebele.
2.3. My responsibility & activities as member of department
My responsibility:-
As a member of the department my responsibility:
o Being punctual.
o Honest to rule and regulation.
o Using resource of the organization.
o I was followed and respected all rule and regulation of the department.
o I have seen the sign of good attitude forward to my jobs, making Peace and co-
related to other employees.
o I was being honest for the department resource.
My activity in department
o Direct observation.
o Evaluating reports from different work sectors.
o Through undertaking survey.
o Through direct communication.
o Through preparing, disseminating, fulfuling and collecting. questionnaire and etc
o Data collection from customer.
o Collecting socio-economic profile from different sectors like health sector,
transportation sector, agriculture sector and etc.
o Visiting & evaluating different project.

o Reading different document related to the organization.
o Participate weekly meeting.
o Collecting data from employment as a form of questionnaire.
2.4. performance Evaluation of my activity
I did most of activity by the guidance of my supervisor and other organization
employees who sit around me. Because I was knew activity for a time. But after I spent
two weeks I understood the activity begin to do problem encountered on the job and
remedial very well. In general I believe that I perform my job effectively and efficiently.
I can evaluate myself as follow:
o I accomplish my task safely; no such difficult problem faced me.
o I was good interims of starting job on time.
o I was very good in receiving order and applying to real work.
o I have good relationship with subordinates.
o I have good initiation to work.
2.5. Problems encountered on the job & remedial measure i have taken
PROBLEMS ENCOUNTERED ON THE JOB
I have faced so many problems in the office during my summer practical attachment.
Some of them are discussed below.
 Newness for employee of the organization.
 Lack of computer experience on working by computer.
 Behaviour of some employees difficult to understand.
 The condition department unable to understand at during beginning time.
 Shortage of facilities like computer and printer.
 Employees were not willing to share information.
 Employees would not give information about the weakness of the organization.
Remedial solution that i have been taken
 The problems of computer can be solved by increasing the availability of such
materials on department.
 The Problem of sharing information is solved through improving sharing
information among each subordinate.
 And other problem solved by giving taking exactly information about the
organization.

2.6. Problem of the department and suggested solution
Problem of the division
 Shortage of human resource.
 Dishonesty and bad behaviour of some employee
 Shortage of facilities such as computer, printer, chair and etc.
 Delay of data from different sector
 Absence of generator which can generate the needed electric power when there
is no electric power
2.7 THE SUGGESTED SOLUTION FOR THE DEPARTMENT PROBLE
 Giving training for employee on how to work with computer.
 Keeping the department data in proper manner.
 The staff should buy sufficient number of computer.
 The staff should buy the needed number of generator.
 Hiring professionals and effective person to their work.
 The department should give training and supervise in well manner to correct the
dishonesties of employee.
 Implement balanced score card to evaluate the performance of employees.
 If possible to eliminate or minimize delay report by motivating or encouraging
sector of organization.

PART-THREE:- Attachment Evaluation
3.1 . Rational of practical attachment
The major rationales of summer practical attachment are listed as follows:-
 The rational basic reason of this practical attachment is to produced highly
qualified citizen in country, developing in there competency in the organization
to make student to expose into actual working environment and to familiarizes
with cost perspective employees.
 To familiarize class room learning theory with practical work in real working
environment.
 To get a good practical skill.
 To develop social relationship with the employee of the organization.
 Increase individual confidence.
 To develop knowledge of business problem identifier and solver.
 Help to see real world working environment.
3.2 . Significance 0f practical attachment
 These summer practical attachments help me to identify the real world with
aspect of my subject that I learnt in class and in working environment.
 Has general objective on producing graduates with practical orientation,
competent and confidence to carry out his or her works.
 It reduces training cost in the future.
 Opportunity to evaluate our performance.
 To get experience from well trained employees.
 Its help me that I learned in theories put into practical work.
 The students will get good working experience.
 The student will see the applicability of theory in to real world work.
 The student will see how to work in friendly with employees.
3.3. Relevance of organization and my activities
As the organization finance and economic developments stands for rendering financial
service for government and non-government organization which aimed at utilizing
resource and customer satisfaction; this nature of organization makes it highly related
with my department. management
As I was business student my study deal with how the world communities maximize
benefit and minimize cost through effectively and efficiently using their resources.
3.4. Applicability of theory and other

In these practical attachments I have seen the following theories on real application of
organization. .
Specifically there is special course which relate directly with my practice like
Prinicple of accounting:- concept of how to preparing payroll , budget distribution
etc.
o Civic and ethical education:-concept of responsibility, punctuality, honesty,
tolerance, loyality and etc.
o Statistics:-how to collecting,organizing, analyzing and interpreting data are
used.
o Basic computer skill:-it’s help me how to use by computer like: writting and to
do others.
3.5. Major problems that i faced during the attachments
Since I have stayed atleast for 45 day in the organization, during that time some
problems I faced Such as:-
 Difficult to get information at right time.
 Most activities of the department are manually performed.
 Lack of clear and accurate data.
 Most employees were not ready to share their experience
3.6. Suggested solution and way for the attachment
 Improve the way of collecting and gathering information.
 Make better document regarding system.
 The manager and employees of the organization should be ready to share their skill
and performance.

4.1. Conclusion
Dangila woreda finance and economic development has one of the offices of Amahra
,regional state administration, with the mission to enhance maximum development of
the woreda as well as country. The organization was established in 1990 E.C by holding
it’s mission, vision, objective and it has been organized structural into four department
such as:- planning, budgeting, monitoring and evaluating department, purchasing an
administration department, auditing department , human resource department and
other subsectors.
Dangila woreda finance and economic development office has its mission, vision, value
and objective to insure the economic development of its people and also the
organization has its own organizational structural literacy to achieve its desired goal.
Furthermore there is the problem in organization and solutions were raised to
minimize those problems.
The organization has its own strength, weakness as well as opportunity and treat that
may improve or hinder organization in different aspects.
Planning ,budgeting, monitoring and evaluating department structured under a unit and
perform
4.2 .Recommendation
 The office should be minimize/ if possible eliminate the delayed of report by
encouraging and motivation of sectors to work hard.
 The organization should be creating revenue generating system to minimize
budget problem.
 Every employee of the organization should be responsible for their activity to
success the organization objective.
 The organization should be building enough room to minimize employee over
crudeness.
 The organization should hire the employee based on recruitment and selection
on their profession.

  • 2. I Abstract The main objective of this summer attachment is to determine how the theoretical courses are applied on the real world. Besides this, it focuses on identifying and opportunities facing the department. It was conducted that there is the existence of clear and good communication channel between head of the office and different functional departments of the discriminatory treatments, act of relationship between the office and its stakeholders, many well educated and well experienced staffs are the major strength of the office. On the other hand, poor documentation, high work burden on few staffs, shortage of access to computer and related technologies and differential treatment to seat oral offices are some of the weaknesses of the office during the practice. It is recommended that strong attention is needed to be given to develop computerized and documentation system, computer and other related technologies should be available for the staffs. The office should be focus on research and development activities. So that it can identify its own strength, weakness, opportunity and threat

Dangila woreda finance and Economic development office found in Amhara regional state administration in west gojam, It is 485 KM far from Addis Ababa the capital city of the country .Dangila woreda finance and economic development they have around 15 kebele which is connected each other for the purpose of sharing information the organization support those kebele in different material and prepare the necessary plan & budget requirement.  It was established since 1935 E.C as Dangila woreda finance economic and developmemt office at Dangila woreda town.Currently the office has41 employees.Among those 19 of them degree holder,12 of them diploma holder&the remaining part other holder. 1.2. Cardinal issues of the organization 1.2.1. TECHNOLOGICAL VIEW  Limited distrubtion of supply new technological may be low. LEGAL VIEW  Low participation of society toward legal view.  Population awareness about rule and regulation may be decrease due to limited to share their knowledge .

Problems observed that affect the organization During my study in the office I have observed deferent major problem that are to be constraint of the organization to achieve their goal. These are  Absence of punctuality and accountability to some employee.  Lack of enough placements to accomplish given task at a given time.  Lack of sufficient number of computer to be given to each department.  Lack of capable generator that can run the organization when there is no electric power to use computer and other devise.  Lack of transportation service.  Misplacement of employees.  Lack of well organized and written data in organization. 1.7. Measure to be taken to solve or minimize problem (suggested solution]  Set program to share knowledge & skills  The organization to be recruit skilled manpower and given continues training to improve employees knowledge.  To solve problem of computer the organization should bought needed number of computer.  The organization should bought capable generator that can run the organization.  To make employees honest and responsible the organization should give training and supervise in a well manner.  To write and store data use computerized technology rather than manual.  Increase public participation.  Implementing resource administration program.
  • 13. 8 Part two- Activity report 2.1. back ground of the department The department where conducted our practical attachment called planning,budgeting ,monitoring and evaluating department. It’s one of the department stated as under it perform their duties and responsibility by setting specific and feasible goals which support and speed up development and goal administration activities in office as well as in woreda. All employees in this department whose level of education was degree. Generally budget and planning department was known by performing different kinds of task at resent like budget planning, preparing payment for employee evaluation of monitoring and etc. To achieve the par planned of the whole organization mission, vision and objective the department has their own responsibility 2.2. OBJECTIVE AND MAJOR RESPONSIBILITY OF THE DEPARTMENT THE MAIN OBJECTIVE OF THE DEPARTMENT As it is known every department of the organization has their own objective and responsibility.so department of budget and planning has its own objective and responsibility. Such as  Preparing development plan of the town based on clear and accurate evidence.  Conducting,monitoring and evaluating development plan of the organization  Improving customer satisfaction.  Increasing trust of society on development plan.  Increasing objective policy of society based on collaboration and usefulness.  Improving trust and fairness of budget distribution.  Improving development activity evaluation and etc.  Get loyality from customer.  Enhancing coordination and benefit of society.  Increase female participation in development.  Revising the quality of data and information.  Enhancing work habit. Responsibility of the department The main responsibility of the department is as the following:  Checking whether the budget is properly allocated or not.  Evaluating different projects under taking in woredas.
  • 14. 9  Checking whether shortage or surplus occurred at different sector.  Collecting quarterly, semi-annually and annually reports from different sectors and reports these to the finance zone.  Organizing plan preparation budget work in general.  Give different supportive orientation for kebele and bureaus in relation to budget and evaluation of actions under take. Activity of the department The major activities of the depertment:-  Prepare budget and project.  Collecting and organizing a regular report of budget owners and transferring to the body that to consider.  Monitoring & distribution budget among each sector.  Monitor method & direction ( how to run the implementation of plan).  Made middle term and short term planning horizon to achieve their goal.  Based on research and development identity the way resource are utilized among each sector and kebele. 2.3. My responsibility & activities as member of department My responsibility:- As a member of the department my responsibility: o Being punctual. o Honest to rule and regulation. o Using resource of the organization. o I was followed and respected all rule and regulation of the department. o I have seen the sign of good attitude forward to my jobs, making Peace and co- related to other employees. o I was being honest for the department resource. Because I was knew activity for a time. But after I spent two weeks I understood the activity begin to do problem encountered on the job and remedial very well. In general I believe that I perform my job effectively and efficiently. I can evaluate myself as follow: o I accomplish my task safely; no such difficult problem faced me. o I was good interims of starting job on time. o I was very good in receiving order and applying to real work. o I have good relationship with subordinates. o I have good initiation to work. 2.5. Problems encountered on the job & remedial measure i have taken PROBLEMS ENCOUNTERED ON THE JOB I have faced so many problems in the office during my summer practical attachment. Some of them are discussed below.  Newness for employee of the organization.  Lack of computer experience on working by computer.  Behaviour of some employees difficult to understand.  The condition department unable to understand at during beginning time.  Shortage of facilities like computer and printer.  Employees were not willing to share information.  Employees would not give information about the weakness of the organization. Remedial solution that i have been taken  The problems of computer can be solved by increasing the availability of such materials on department.  The Problem of sharing information is solved through improving sharing information among each subordinate.  And other problem solved by giving taking exactly information about the organization.

Problem of the department and suggested solution Problem of the division  Shortage of human resource.  Dishonesty and bad behaviour of some employee  Shortage of facilities such as computer, printer, chair and etc.  Delay of data from different sector  Absence of generator which can generate the needed electric power when there is no electric power 2.7 THE SUGGESTED SOLUTION FOR THE DEPARTMENT PROBLE  Giving training for employee on how to work with computer.  Keeping the department data in proper manner.  The staff should buy sufficient number of computer.  The staff should buy the needed number of generator.  Hiring professionals and effective person to their work.  The department should give training and supervise in well manner to correct the dishonesties of employee.  Implement balanced score card to evaluate the performance of employees.  If possible to eliminate or minimize delay report by motivating or encouraging sector of organization.

Rational of practical attachment The major rationales of summer practical attachment are listed as follows:-  The rational basic reason of this practical attachment is to produced highly qualified citizen in country, developing in there competency in the organization to make student to expose into actual working environment and to familiarizes with cost perspective employees.  To familiarize class room learning theory with practical work in real working environment.  To get a good practical skill.  To develop social relationship with the employee of the organization.  Increase individual confidence.  To develop knowledge of business problem identifier and solver.  Help to see real world working environment. 3.2 . Significance 0f practical attachment  These summer practical attachments help me to identify the real world with aspect of my subject that I learnt in class and in working environment.  Has general objective on producing graduates with practical orientation, competent and confidence to carry out his or her works.  It reduces training cost in the future.  Opportunity to evaluate our performance.  To get experience from well trained employees.  Its help me that I learned in theories put into practical work.  The students will get good working experience.  The student will see the applicability of theory in to real world work.  The student will see how to work in friendly with employees. 3.3. Specifically there is special course which relate directly with my practice like Prinicple of accounting:- concept of how to preparing payroll , budget distribution etc. o Civic and ethical education:-concept of responsibility, punctuality, honesty, tolerance, loyality and etc. o Statistics:-how to collecting,organizing, analyzing and interpreting data are used. o Basic computer skill:-it’s help me how to use by computer like: writting and to do others. 3.5. Major problems that i faced during the attachments Since I have stayed atleast for 45 day in the organization, during that time some problems I faced Such as:-  Difficult to get information at right time.  Most activities of the department are manually performed.  Lack of clear and accurate data.  Most employees were not ready to share their experience 3.6. Suggested solution and way for the attachment  Improve the way of collecting and gathering information.  Make better document regarding system.  The manager and employees of the organization should be ready to share their skill and performance. Conclusion Dangila woreda finance and economic development has one of the offices of Amahra ,regional state administration, with the mission to enhance maximum development of the woreda as well as country. The organization was established in 1990 E.C by holding it’s mission, vision, objective and it has been organized structural into four department such as:- planning, budgeting, monitoring and evaluating department, purchasing an administration department, auditing department , human resource department and other subsectors. Dangila woreda finance and economic development office has its mission, vision, value and objective to insure the economic development of its people and also the organization has its own organizational structural literacy to achieve its desired goal. Furthermore there is the problem in organization and solutions were raised to minimize those problems. The organization has its own strength, weakness as well as opportunity and treat that may improve or hinder organization in different aspects. Planning ,budgeting, monitoring and evaluating department structured under a unit and perform 4.2 .Recommendation  The office should be minimize/ if possible eliminate the delayed of report by encouraging and motivation of sectors to work hard.  The organization should be creating revenue generating system to minimize budget problem.  Every employee of the organization should be responsible for their activity to success the organization objective.  The organization should be building enough room to minimize employee over crudeness.  The organization should hire the employee based on recruitment and selection on their profession. 4.3.
