This document summarizes an international competition conference for the Taipei Performing Arts Center Planning, Design and Construction Supervision Service Project. 2. 局長：
「台北藝術中心」為台北市今年第一個國際競圖案，明年陸續還會有兩個國
際競圖「北部流行音樂中心」及「城市博物館」推出，在郝市長在任內，積極推
動的各大建設工程案將陸續推出國際競圖案。
Commissioner Lee:
The “Taipei Performing Arts Center” (hereinafter refer as “TPAC”) is the first
International Competition project for Taipei city. For year 2009, the “Northern POP
Music Center” and “Taipei City Museum” International Competition will be
conducted. In addition, during the mayor Hau’s Inaugural term, the city government
will conduct many International Competitions for the important public construction
projects.
為鼓勵建築師的參與，這次設計費採固定服務費用 5 億 7 千萬元，並選擇三
名團隊入圍第二階段競圖，特別提供四個佳作名額頒發獎金。
In order to encourage the participation for architects, the Service Fee for this project is
a fixed fee in the total amount of NT$ 570,000,000. There are three entries will be
selected to enter into stage two competition. Four Honorable Mentions will be
selected with awarded prize.
建造經費部分，未來因應通貨膨脹或其他材料等因素，建造增加之經費不得
超過 38 億之 20﹪，希冀「台中歌劇院」增加高比例經費之情形，不要在台北藝
術中心發生，並在此相同建造經費的規模中公平競爭。
Taking the consideration of the inflation of construction materials in the future, the
construction budget may be increased no more than 20% of total construction cost
(NT$ 3,800,000,000). It is hoped that the situation of high-percentage budget
increasing for the “Taichung Metropolitan Opera House” project won’t happen in
TPAC project. It also creates a fair competition condition on the basis of same
construction budget.

3. 問題一：簡報所提到 39,125 平方公尺樓地板面積，可彈性調整，若需增加工程
費的部份應如何辦理？
Question 1: The total required floor area mentioned in the brief is adjustable. What if
it requires increasing the construction cost?
回 答：
一、本案容積率為 400%，對於各個單項的面積僅供參考，空間可以適度
彈性調整，在競圖須知上有詳細說明。惟造價範圍應維持在 38 億元
以內，並且應考量「環保節能」為設計之重點。
二、另外本案設計費為固定費用 5 億 7 千萬元整，不會再因造價或設計
面積不同而予以調整。
Answer 1:
1. The Floor Area Ratio is 400%. The required area for each item is for
reference only. It is mentioned in the Tender Documents that the area is
adjustable. However, the total construction cost shall not exceed NT$
3,800,000,000. The issues of “Environmental Protection” and “Energy
Saving” shall be taken into design consideration.
2. The service fee for this project is a fixed fee in the total amount of NT$
570,000,000. It is not adjustable for the alterations of construction cost and
required area.
問題二 請說明建造費 38 億及總工程費 46 億之間的差距是在什麼地方？設計費
：
是否含在 46 億裡面？
Question 2: Please explain the difference between the TPAC project budget of NT$
3,800,000,000 and NT$ 4,600,000,000? Does the Service Fee be included in
the budget?
回 答：本案 38 億元為建造經費（直接工程費，不含稅）
，本局概估之直接工程
費、間接工程費（含設計規劃監造費）為 46 億元，惟建築師設計時應
以 38 億元（直接工程費，不含稅）為設計基準。
這次的建築師設計費是固定的金額，不會因為工程費的變動而改變，不
希望因追求昂貴的工法或材料，造成預算增加而使工程延宕。設計要使
建造的可行性高。

4. Answer 2: The construction budget is NT$ 3,800,000,000. (Including the construction
cost only. Excluding tax.) The budget of NT$ 4,600,000,000 includes
construction cost and administration fee. (Including Service Fee) The
participant shall design the project base on the budget of NT$ 3,800,000,000.
(Including the construction cost only. Excluding tax.)
The service fee for this project is a fixed fee. It is not adjustable for the
alteration of construction cost. We don’t hope that the construction schedule
is postponed because of the using of expensive construction method or
material. The proposal shall provide a high-feasibility project.
問題三：有關工程方面的資訊，包括基地的地工資料、鑽探資料、或是測量資料，
何時可提供？
Question 3: Can you provide the information of Geology exploration and testing or site
survey?
回 答：本局將統一於 9 月 1 日 Q&A 回答中提供「測量圖」及路樹位置圖。鑽
探資料本局目前尚無法提供。
Answer 3: The Department of Cultural Affairs (hereinafter refer as “DCA) will
provides the site survey drawing and existing tree location drawing in the
document of “Questions and Answers” on Sep. 1st, 2008. There is no
Geology exploration and testing information can be provided at this
moment.
問題四：基地前有一條通到劍潭捷運站的地下道，文件上提到要避免車流及人行
的干擾，所以要高架或地下化，這部份調整的費用是否含在 38 億裡？
Question 4: In front of the site, there is an underpass that connects the site and Jiantan
TRTS station. It is mentioned in the Tender Documents that the conflict of
circulation of transportation and pedestrian shall be avoided. So, the
connection may be either an underpass or overpass structure. Does the
construction cost be included in the total construction budget of NT$
3,800,000,000?

5. 回 答：
一、目前劍潭捷運站如何連接台北藝術中心，於本案招標文件中並未強制
規定辦理方式，傾向彈性設計，惟仍應以含在 38 億元內建造經費為原
則。
二、應考量捷運震動造成劇院品質的減震問題。
三、臨路部分皆有退縮規定，三個廳之間是開放空間以穿廊連接，亦希冀
能與士林夜市的商業空間有連結，並控制劇院的品質。
四、除了滿足基地自身停車需求空間，因本案基地的視野良好，交通局希
冀行人盡量不要走地下，並做到人車分離。希望承德路能退縮 3 至 5
米，預留公車轉運的空間，並鼓勵大眾搭乘大眾運輸，創造好的建築及
交通空間。
五、本案緊鄰夜市，其基地和環境的關係應表達清楚。另外請注意設備不
低於總預算的 18﹪為原則。
六、對於舞台基本設計有影響之事宜，應予以考量設計。並應檢討劇場於
臺北市之定位。
Answer 4:
1. The design of connection between the TPAC and Jiantan TRTS station is not
mentioned in the Tender Documents and shall be taken into design
consideration in the proposal. However, the total construction budget
(Including the cost of connection structure) shall not exceed NT$
3,800,000,000.
2. Please take the issue of vibration reduction (It is generated by the TRTS and
may influence the acoustic quality of the TPAC) into your design
consideration.
3. The setback spaces are required for those site boundary lines connect with the
existing roads. Three theaters are connected by open space and linkage
space. Please consider the issues of the connection of Shilin night market
and the space quality level of the theaters.
4. Except for the required parking lot space for the TPAC, and since the
landscape scene surrounding the site is wide-opened, the Department of
Transportation hopes the participant not to allocate the pedestrian on the
underground level. The circulation of pedestrian and vehicles shall be

6. separated. In order to reserve the space for bus stop, the setback space along
the Cheng De Road shall be at least 3 ~ 5 meters. So that, to encourage the
general public to take mass transportation system when traveling and to
create a comfortable architecture and transportation environment.
5. Since the project site is close adjacent to Shilin night market, the relationship
between the site and surrounding area shall be clearly planned. In principal,
the budget for professional theater equipment shall not be lower than 18%
of the total construction budget.
6. All of the stage design related issues should be taken into design consideration.
Also, the characteristic of TPAC for Taipei city shall be reviewed.
問題五：之前故宮或衛武營的甄選辦法，多入圍五名以上，但本次競圖第一階段
只取三名入圍到第二階段，另外三名只能獲得獎金，這個是否有其他考
量？
Question 5: For some other international competition projects (for example: The
National Palace Museum Southern Branch and Wei-Wu-Ying Performing
Arts Center), the number of entries to enter into second stage is 5 or more
entries. For TPAC, there are only 3 entries to enter into second stage, and 3
honorable mentions will be awarded with prize only. Is there any other
special consideration?
回 答：有關入圍人數的問題，經本局考量，因無論入圍人數多寡皆只有一個第
一名；本案之四名佳作者頒發獎金，不進入第二階段國際競圖，主因後
續將陸續推出國際競圖案，希望可分散參賽者的人數，投入其他次國際
競圖，並避免資源的浪費。
Answer 5: No matter how many entries are selected to enter into second stage, there is
only one First Prize selected. In order to prevent the waste of participant’s
resources and encourage the architect to participate in the others
international competition conducted by the DCA, the DCA decides that the
4 honorable mentions will be awarded with prize only.

7. 問題六：以 38 億來作設計的話，大概每一席只佔到 122 萬，以國際行情來看，
似乎比一般中階劇場偏低，整體預算是否還能提高？
Question 6: The average budget for one seat is about NT$1,220,000. Comparing with
the international theater budget level, the budget level is lower than
mid-class theater. Is it possible to increase the construction budget?
回 答：經本局調查與世界各大劇場相比，此預算雖非最高也不算低。關於設備
費以不低於 18﹪為原則，主要因為過去建築經費和設備費不成比例，
造成劇場界很大的反彈，亦造成其他外縣市劇場建造經費的糾紛，使得
議約的問題層出不窮，由過去的經驗中獲得教訓，所以做此規定。
另外，本案以國內部分可施工之工法、材料與勞動成本而言，相較於國
際情形，應屬合理。
Answer 6: According to the investigation of the comparison of international theater
budget level, the TPAC budget level is not high but is not low. According to
the experiences of the theater projects under construction, the cost
proportion of structure to professional theater equipment is not appropriate.
The situation met with fierce opposition by the theatrical professional
personnel. It causes theater construction budget dispute in others cities and a
lot of problems during contract negotiation. According to the
above-mentioned experiences, in principal, the budget for professional
theater equipment shall not be lower than 18% of the total construction
budget. Comparing the construction method, material, and labor cost in
Taiwan with international standard, the budget level for the project is
reasonable.
Also, the issues of income salary of Taiwan resident and the theater ticket sale market
shall be taken into design consideration.
問題七：這個案子是否還要經過都審程序，能否避免都審的結果破壞原有設計的
本意？
Question 7: Is it required for TPAC project to acquire the approval of Urban Design
Review? How to prevent the result of Urban Design Review may change
the original design concepts?
回 答：

8. 一、本案經由辦理國際競圖選出設計案，都市設計審議將會尊重競圖
的結果，此意見將納入都發局日後審議之參考。
二、本人（文化局李局長）一定會參加都審的會議。現任都發局丁局
長曾參與多項國內重大工程案，具有充分經驗，必定會盡全力順利
解決都審問題。
三、建築師於設計階段將各項問題考慮周詳，都市設計審議之阻力就
會大幅降低。
四、都市設計審議是為了公共利益，亦可同時檢視交通等問題，以全
臺北市市民利益為考量。
Answer 7:
1. Since the project is selected via the process of international competition,
the Urban Design Review Committee will respect the design proposal.
The suggestion will be included into the reference information for
Urban Design Review Committee.
2. I (Commissioner Lee) will present at the Urban Design Review meeting
for this project. Mr. Ding, Director of Department of Urban
Development, possessing many experiences in significant public
construction projects, will provide assistance to solve the problem
during the Urban Design Review meeting.
3. If the architect has considered all of the design related issues during the
design phase, the problem in the Urban Design Review meeting would
be reduced significantly.
4. The purpose of Urban Design Review is to protect the interest of general
public. The meeting will also review the transportation problem to
promote the interest of resident of Taipei city.
