2. • 10 crore children in India are two or more years below
their grade level
• PISA placed India at the bottom because of “lack of
application-oriented math in schools”
• Teacher absence rates were over 24% in 2010
• Paucity of teachers and trained staff
• Socio-cultural factors,
• Poor infrastructural facilities, 95.2% are ineligible
under RTE guidelines
• Different Governing bodies like State board, CBSE
board, ICSE boards….influence the benchmarking for
Universal primary Education
These are some of the major problems which act as a
Obstacle for Universal Primary Education.
Total 35,27,31,446 Children, Rs.27,258 crore For these children under SSA i.e..,Rs.780 per capita for the year
2013-14, Low quality delivery from teachers, Social factors, Money factors.
All we’re doing is only ruining our Next Generation. What we must do is a big ? Mark on our face!

Filling the minor loop holes will be a major step to increase the quality of Education!
Powers of a principal should increased so as to provide stringent supervision over the teachers work
and Students performance
Remuneration should be dependent on the performance of the teacher as well as student(6th pay only
to the Deserving Teachers and School staff)
Over absenteeism of School staff should be penalized with salary cut and termination (in severe cases)
A Lokpal body to be setup at each level of education system (School, Cluster, Block, District and So
on…) to eliminate the corruption from establishing its root
An IT Department(Under DISE) to be outreached at each level to assess performance of Teachers and
Students every month rather than in Quarters
Quick penalization to the culprits who try to stop the education flow
There should be a sense of responsibilities in the minds of Teachers, Students, Parents, Government
and Society who are the stakeholders in it. Rights are Complimentary!
Free education doesn’t mean universal education, it should be backed by World Class Quality
The primary motto of the teacher must be to teach qualitatively, not just getting employed in a
government job which is a current scenario with some of them
You are our God, Don’t Fool Us!
4. Recruitment of Qualified and Trained Professional teachers only, not just merely filling the
vacant seat to stop shortages of Primary Teachers!
Some Recommendations over the existing Selection
Process-
o Eligibility bar should be raised to Graduation from 12th
pass for Primary School Teacher
o Proper recruitment and selection to be done as illustrated
and within regulations
o No political interference (As happen in JBT Scam in
Haryana)
o Transparent selection process to promote Corporate
Governance in Education Sector
o Remuneration to the respective teachers depending upon
the Caliber (Basic Pay should be at par all over India)
o Placement of Teachers in their respective regions to get
advantage of Social Involvement
o Fellowship programme for the Teachers who wish to teach
in a Higher level as part of Promotion
o Entrance Test(TET) at District Level Should be
Conducted Every 6 Months
o Teachers Profession to be Promoted In Degree Colleges as
a part of Social Awareness
o Campus Placement To be Used as a tool for Selection

5. Improving the Infrastructure of the Whole Education Industry Is a big task, Requires
Community Participation and Control
Money Is not problem, Negative thinking is! o Rs.27,258 crore is a Big amount for an Individual,
but is a very little amount to our 35,27,31,446
Children
o 95.2% of schools do not meet the RTE
infrastructure indicators
o Every proposals on the improvement of Education
Sector, is never implemented due to insufficient
funds
o The only solution is the Community participation
If an Individual family would donate Rs.1200 P.A
(Rs.100 per month), It would be enough for that
particular village
o It will not be a compulsion for some exceptional
family only
o (Gram Sabha) Panchayat of every village comes
into picture to maintain its own School and
Community
o Note:- Exceptional family are those family who
don’t have money to pay, it doesn’t include any
Caste based segregation.
6. Caste is Mere a Word (Myth), In Reality We’re all Humans!
If a Girl Child is not Educated, Our Whole Generation comes to a Fall!
What do you want your Child to be, a Farmer or an Entrepreneur in Farming!
Universal Education is for Indians-
If you Teach your Child about Caste System,
then there will be no development in our Nation
Teach Him about Humanity, Ethics, Values,
Culture…But Not Discrimination against each
other
Here Parents play a vital role and Teachers play
a complimentary role in eradicating the Cast
discrimination which we’re suffering till date
There should be a healthy Competition between
Girl and Boy
There should Social awareness program from
the Government’s Side to make villagers
understand that what should be the Priority
(Education and Democracy)
Students should be the mediator between
Humanity and Humans in Awareness
Programmes
Our National Anthem teach us about-
Unity rather than being diverted!

o Should Adopt the Various Inclusive Growth programmes

o Should Consider various Milestones in Education Teach
For India, Barefoot Movement, Parikrama Humanity
Foundation, and Many Others.
o KABHI TOH DHYAN DO!
o Our Nation Must Be Children Friendly,
Rather Than Just being Isolated School Learning!
7. Child Health grows with Good and Nutritious Food, Not With Slow Poison in the form of Adulterated Foods!
Mid- Day Meal an excellent food security drive, But failed to provide Nutritious Healthy food!
A) Poor Governance is the Main Problem-
o Ideas in India - World Class Quality,
o Implementation and Monitoring process - Third
Class
o Centralization results into delay in decision making
and when the decision comes it is completely useless
(Service is Perishable)
o Need of Decentralization in Education Sector is
very vital, Ministry can upheld Major Decision
making power and other decision can be taken by
the respective Department.
o The contract of making meals to be given as Lunch
to be given to the families of Children Studying in
that respective Schools only, on Monthly Basis
(Employment Opportunities)
B) Important Step to improve Governance-
Declare Education Ministry an Autonomous body
Merge all the Governing Boards like CBSE,
ICSE, State Board and create a single board
common to all over India (Unity Is Strength)
It will enhance the benchmarking of Quality
Education to each and every corner of India

without political interference

The proposed solution is District Based to provide larger
impact to reach the remotest place in India
Sustainability of the Solution/Steps Proposed-
o The proposed steps are Sustainable for a long period
o Every year up gradation will be made to provide Up-to-
date supervision on the Education System
o One Board for Education will ensure Equality and
Changes to Curriculum will be Smooth as per the need
o The Results of the Proposed steps can be seen within 2
years after implementing successfully
Means to Mitigate the Identified Challenges-
Political interference can be stopped through Lokpal and Autonomous Body Status
Social factors can be reduced by creating awareness about Education to all - Quality and Free
A Nominal amount as donation can be collected Via Demand draft from the Individual Family within a Village (Funds
can be easily generated)
Proper training to Educational Staff can make them Technology Friendly (Adapting is our born Characteristic as
Humans)
SOLE and IE type of environment can be provided to enhance the efficiency of Students and Teachers
Society has to change its Mindsets about Caste and Gender Discrimination For Inclusive Growth of All!
India Is a Vast Country, So to actually bring Improvement one has to start at the lowest possible level,
Just by passing Bills, Amendment, Acts or other Regulations Will not prove Fruitful!
