Stakeholders in any issue can include those who are financially, professionally, or physically affected, whose moral values are implicated, or who have power to enact change. For the AIDS crisis in the 1980s-90s, key stakeholders included the gay community impacted by the disease, activists educated on medical issues who advocated for experimental treatments, and government agencies responsible for drug trials and approvals. ACT UP combined visible protest tactics with substantive policy negotiations to raise awareness and pressure stakeholders with influence over regulatory decisions.
