The Emerald Cities Collaborative is a national non-profit working to green cities and strengthen the economy through clean energy retrofits. It has launched initiatives in several major cities and brings together local organizations, labor unions, businesses, and governments. Local councils in each city identify sustainability projects, ensure community workforce and labor agreements, and measure outcomes. The Collaborative sees opportunities in public housing, affordable multifamily housing, and other commercial and institutional properties. It has proposed a conceptual framework for public housing investments that would leverage private funds through standardized agreements and regulatory authorization.
