Обсуждение от 3.02.17 доклада Вадима Карастелева "Сети гражданского контроля: проблемы и горизонты. Проектирование vs программирование. На примере создания сети общественного контроля за полицией".
Выводы, которые были представлены:
1.Реформу может начинать любой актор, не обязательно обладающий публичной властью.
2.Реформа подразумевает постоянный процесс координации актов понимания.
3.Условием реформирования является процесс признания существования акторами друг друга в публичном поле.
Данные выводы подтверждались примерами из собственной практики.
Обсуждение состоялось в рамках постоянно действующего семинара «Российские реформы», проводимый под эгидой двух исследовательских комитетов РАПН и экспертной площадки "Сетевая лаборатория общественного контроля" Общероссийского гражданского форума.

4. • Точно так же, как Ле Корбюзье мечтает, что
народ доверится познаниям и вычислениям
искусного архитектора, так и Ленин верит, что
здравомыслящий рабочий захочет довериться
власти профессиональных революционеров.
5. Наиболее кричащий факт, относящийся к Российской революции, состоял в том, что она ни в
какой степени не была осуществлена авангардной партией, партией большевиков. В чём Ленин
блестяще преуспел, так это в захвате власти, как только революция стала свершившимся фактом.
Ханна Арендт кратко высказалась по этому поводу: «Большевики нашли власть, лежащую на
улице, и подобрали её».
6. Последствия революции:
• Рабочие, стихийно организовавшие Советы,
составленные для управления каждой фабрикой в 1917
г., часто игнорировали инструкции их собственного
Исполнительного Комитета Советов, не говоря уже о
большевиках.
• Что касается крестьянства, то оно использовало
возможность, данную им политическим вакуумом в
центре, для восстановления общинного контроля над
землёй и ввело своё местное понятие о правосудии.
Большинство крестьян никогда даже не слышало о
большевиках, не говоря уже о предполагаемом
выполнении их распоряжений.
7. Успешность революции 1917 г.
• Первая мировая война и особенно военное поражение
русского наступления в Австрии.
• Солдаты тысячами бросали своё оружие и возвращались в
города или в деревни, чтобы захватить там землю.
• Временное правительство Александра Керенского имело
мало или не имело вовсе никаких военных сил для
организации защиты.
• Именно в этом смысле большевики «проследовали к
пустому трону», хотя небольшое военное восстание 24
октября под руководством Ленина и нанесло решающий
удар.
• То, что происходило в последующие годы до вплоть 1921
года, лучше всего назвать отвоевыванием.
8. • Отвоевывание было не просто гражданской войной против
«белых», это была война против самостоятельных сил,
захвативших местную власть при революции.
• Она в свою очередь повлекла ответную длительную борьбу за
уничтожение независимой власти Советов, установление
сдельной оплаты труда, контроля над рабочей силой и
отмену права рабочих на забастовки.
• В сельской местности большевистское государство
постепенно навязало политический контроль (вместо
общинной власти), сдачу зерна и, в конечном счёте,
коллективизацию крестьянства.
• Процесс становления большевистского государства привел к
большому количеству насильственных актов против своих же
бывших приверженцев, в частности, подавление восстаний в
Крондштате, Тамбове, махновщины на Украине.
