The author looks into the theory of change as a method for exploring the effects from the application of technology innovations in the field of career counseling. The application of innovative blockchain technologies is critically looked at. In 2015, Philipp Schmidt, the director of learning innovation at the MIT Media Lab, begins issuing internal, non-academic digital blockchain-based certificates to his team. Schmidt had realized that, despite the rise of decentralized, informal online learning opportunities, there was no digital way to track and manage these accomplishments. He says he became interested in finding a "more modular credentialing environment, where you would get some kind of recognition for lots of things you did throughout your life". 4 years later, Hristian Daskalov looks into a method for assessment of the actual effect of such and other innovations in the world of education and professional development by discussing the experience of MIT and OS.University (among others) as early adopters of DLT (distributed ledger technologies).

This presentation intends to present the opportunities emerging for the national economy, out of the financial crisis. In particular the management of those, which arise from the commercial real estate owned property sector, defined by the author as a „crisis’ heritage management”. On one hand, as real estate property prices are subject of wide fluctuations, the longer possession of such assets can seriously impact the financial condition of the already shattered financial institutions, but on the on other, with the help of professional and proactive management and the right kind of attitude by all the stakeholders, the „heritage”, left out of the financial collapse, can not only help stabilize the system - bringing liquidity into it, but can also support its healthy corporate governance in the long-term. The properties themselves (business buildings, warehouses, retail- and office spaces), being an object of optimization of maintenance costs, reengineering, intensive marketing, as a result of the crisis, can serve as a solid base for number of new and profitable business and investment opportunities, described in the present article, as a proof of the healing effect of the financial crisis and the „second chance” it gives.

Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.

5. In 2007, as a proposal from the Municipal Youth Council,
the Municipal Council of Pernik votes and ratifies the
Revised European charter for participation of young people
in the life of their communities, a document of the Council
of Europe.
The charter consists of 3 parts. The first one presents to
the local and regional authorities means of
implementation of youth policies in different areas. The
second one introduces the successful ways to support the
youth community. And finally, the third part advises the
partners how to insure suitable institutional measures for
inclusion of the youth.

8. The centre is created as a common project of the youth
organisations in Pernik to the YICC Program of the State
Agency of Youth and Sport. The leading organisation is
NGO “Obektiv”.
The purpose of the centre is to strengthen the motivation
of young people for their own development as equal
members of the society and to insure their effective
realisation in the public sector by establishing European
values and standards and also to build organisational
capacity in the groups public gain and acquiring youth
service.

1.1. Informational services
To provoke interest in young people to seek and use youth information,
to raise the awareness on the biggest possible number of youngsters in
the region on issues , that are of interest for them.
1.2. Consulting services
To inflame motivation in the young people in order to acquire skills,
needed for their personal growth. Teams of consultants- specialists in
different areas are formed in order to be useful for the young.
1. 3. Educational seminars
The purpose of the trainings is to establish a practise in forming habits in
“Long life learning”, social skills and experience, with the means of non-
formal education. There is a mobile team of lectors working in the
whole district of Pernik, the schools and near towns, conducting
educational trainings whenever and wherever is needed.

13. The local and regional authorities , which are close to the
young groups, had an important role in promoting youth
activitiesв. That’s how the institutions can be sure that
the students shall not only learn for democracy and civic
education, but shall practise it. For the fully equal
inclusion is to happen, it is vitally important that youth
sector is once – educated and twice – empowered so that it
can shape and influence on the important decisions and
actions.
Thus, in 2008 an Advisory body on youth policies, working
with the Mayor of Pernik, as its chairperson was
established, uniting and empowering the youth.

17. The program is a mean of research, implementation and use of all mechanisms for
active participation of children and youth in the areas, shaping their development:
family habitat, school environment, social surrounding. The program is an
instrument for integration of practical activities for protection of children and
youth, developed together with the municipality of Pernik and the non-
governmental organizations. Its primary goals are:
Strengthening the coordination between the youth organizations
and the local authorities;
Creation of data-base, consisting of good practices in project
management, useful and successful activities and ides;
Improvement of the adaptation processes of youngsters in the
local community by learning and practicing to manage and
govern;
Formation of work skills and sufficient knowledge, in order to
reduce the number of unemployed citizens under 35;
Prevention on risk groups and behavior, adequate and full
health information and services;
Increased numbers of youth service providers and projects;
De-fragmentation of the youth sector;
Effective partnership in common initiative;
Promoting and support for the youth self- initiative – subsidizing
and partial financiering of youth projects;

“Simeon Radev” owes to develop and encourage students’
volunteer activities and their inclusion in the social life of
the school. It also take care of the stable development of
the relationships with the school authorities, taking part in

institutions, other representatives of youth organizations
and non-governmental sector in the city are also partners
of the parliament;

an initiative of the municipality and the school authorities.
Municipal Youth Council of Pernik is a high school students’
union, which members are chosen representatives from
their schools. Primary work subject of the на MYC is to
satisfy the social needs in three directions:
Improving the functionality of the educational institutions;
Supporting the dialogue between all participants in the educational
sphere and inclusion of the students in the improvement and
development of the educational processes;

youth non-governmental organization with a primary goal
