• The presentation provides overview of South Africa’s
greenhouse gas reporting programme, covering the
issues such as regulations, other tools needed to
support the implementation of the regulations.

2. National Greenhouse Gas
Emissions Reporting Regulations
• The GHG Reporting Regulations 2016 were gazetted in the
Government Notice 275 of 2017 and became effective as of
3rd April 2017
• Since promulgation there have been Five reporting periods
have been implemented for the calendar years 2017, 2018
& 2019,2020 and 2021 reported between January and March
for the previous calendar years.
6. Reporting Boundaries
• Reporting is based on Operational Control
• Company or corporation or legal entity
• Declare all facilities over which it has operational control and relevant IPCC
codes applicable
• Operational control boundary: Your organization reports on all sources of
environmental impact over which it has operational control. Your organisation has
operational control over an operation if your organisation or one of its subsidiaries has
the full authority to introduce and implement its operating policies at the operation
BOUNDARY APPLICABLE UNDER SA GHG REGULATIONS
• Financial control boundary: Your organization reports on all sources of
environmental impact over which it has financial control. Your organization has
financial control over an operation if your organization has the ability to direct the
financial and operating policies of the operation with a view to gaining economic
benefits from its activities. BOUNDARY NOT APPLICABLE UNDER THE REGULATIONS
• Equity share boundary: Your organisation accounts for GHG emissions from
operations according to its share of equity in the operation. BOUNDARY NOT
APPLICABLE UNDER THE REGULATIONS
7. Thresholds
Trigger for Registration and Reporting
• Thresholds are at Data Provider level
• Not at facility-level
• Aggregated at data provider-Level
• Based on installed capacity and not
consumption.

12. Methodological Guidelines For Quantification of
Greenhouse Gas Emissions
• The main objective of these guidelines is to provide additional guidance and
commentary to assist data providers in estimating Greenhouse Gas (GHG)
emissions reporting;
• Provide guidance on methodologies to apply when quantifying Greenhouse Gas
emissions from activities listed in Annexure 1 of the National Greenhouse
Reporting Regulations (NGERS)

Methodological Guidelines For Quantification of Greenhouse

• Provides a breakdown of Good Practice Guidelines when using the IPCC
Methodology as well as the implications to your facility
• Also provides guidance on:
– Identify relevant IPCC sources of emissions
– Collecting data and calculating emissions
– Reporting emissions
16. Technical Guidelines for Validation and Verification of
Greenhouse Emissions
• The main objective of these guidelines is to provide additional guidance and
commentary to the competent authority, data providers and independent
verifiers on the validation and verification process for the NGERS.

-Post-submittal Checks
Type of Check Description
Range Checks Determine if the Emissions Report data is within the expected range.
Statistical checks Evaluate data from similar facilities and identify data sets that appear to be outliers.
Algorithm checks
Consider the relationships between different pieces of entered information to compare them to an expected
value. E.g. the Competent Authority may back-calculate the applied emissions factor using an Implied Emission
Factors (IEF)
Change in ownership & CRN
checks
Determine if there have been any changes to emissions sources as a result of acquired or disposed assets.
Outside data checks
The submitted emissions and activity data may be compared with other independently compiled datasets, in
order to check for completeness, validity and accuracy.
Missing data checks Identify any gaps in emissions sources, compared to the facilities emission’s activities.
Unit checks Ensure consistency of units used.
Cross-checks
Cross-checks with new data or common parameters used across sectors against that of other entities in the same
sector or sector averages.
Boundary checks
Assess whether data captured is in the correct reporting period, and that the data should be included as a part of
the facilities data or not.
Trend analysis
Identify unusual or unexplained trends greater than 5% and outliers that may be indicative of errors between
reporting years.
Methodology Checks Changes in calculation method, e.g. from Tier 2 to Tier 3.
Verification Checks Checks of the results of a previous verification completed in line with the Verification Guideline
