Vision 2021
• Government of Bangladesh has announced a vision 2021 aiming to achieving mid
income status by the golden jubilee year of independence.
The main goals are
 To become a participatory democracy
 To have an efficient, accountable, transparent and decentralized system of
governance
 To become a poverty-free middle-income country
 To have a nation of healthy citizens
 To develop a skilled and creative human resource
 To become a globally integrated regional economic and commercial hub
 To be environmentally sustainable
 To be a more inclusive and equitable society

• Potential of Bangladesh Leather Sector:
 Bangladesh yields only 0.5% of the world’s
leather trade worth US$75 billion.
 Our total leather industry had an export of USD
1.16 billion in FY 2015-16 making it the second
highest contributor to national exports
 During the FY 2016-2017 sectorial growth is
16.69%
 The contribution of value added products like
footwear & leather goods gradually increasing
from 56.84% in FY 2011-12 to 60.96% in FY
2013-14 to 76.06% in 2015-16 & share of

 Availability of good quality raw hide
 Availability of leather processing infrastructure

• Potential of Bangladesh RMG Sector:
 The sourcing of RMG is experiencing a transition phase
 30 years of experience and reputation in garment manufacturing
 Competitive price
 Vibrant population, 70 per cent below 40 years age, fast learning and dedicated
workforce
 Rapidly developing backward linkage such as fabric/washing/Dying/ Finishing/
Embroidery etc. & also forward linkage.
 Increasing trend of direct sourcing through local liaison office
 Denim export already overtook China as the leading supplier
GOAL : $50 Billion RMG & $ 5 Billion Leather
sector Export by 2021
Infrastructure Utilities, road network & port facilities are seen as
major factors
Compliance Situations have significantly improved over the last 5
year.
however continual improvement & varied standard
among factories need to be minimized
Sustainable quality & graduation from lower end to
middle-high end product manufacturing
Labor cost are expected to increase.
Need to concentrate on manufacturing more value
added products
Raw materials Dependency on imported raw materials are considered
a major threat regarding lead time
Economy & Political Stability Risk of political instability threatens sourcing activity
Brand/Country Image Building a positive image for “Made in Bangladesh “

• Challenges
Making it work: Overcoming the challenges of growth
The three main stakeholders—the government, suppliers, and buyers along with a
Professional Market Promotion body must work together to realize the potential of
Bangladesh’s export market.
I. Government (Plan Ahead)
Priority
 Infrastructure development-
I. Meeting the transport demand generated by higher rate of growth of GDP.
II. Development of the two sea ports in addition to deep sea which will reduce the lead time to Europe by
15days.
III. Establishment of effective railway linkages between the east and west zones of the country.
IV. Improve the multimodal transport network with a significant increase in the share of rail and waterways
traffic.
V. Provision of required incentive packages for the private sector for PPP in transport services & also for
infrastructure building.
VI. Average electricity generation needs to be increased at the rate of 12.5–14.5% per annum to
commensurate with the projected GDP growth target of 7% in vision 2021.
VII. Reduce urban traffic congestion with focus on Dhaka and Chittagong cities with development of
transport facilities in southern & western part of the Bangladesh.
I. Governments Priority (cont’d)
 Investment in Education-
I. Achieving 100 percent net enrolment rate for primary and secondary education
II. Middle management education should be combined with curriculum
III. Vocational training needs to be developed & appropriate institution needs to
be established by either government or by PPP.
IV. Female to male ratio in tertiary education to be raised from current 70 percent
to 100 percent.
V. Primary health & primary education budget allocation needs to be given
topmost priority.

• Continued support to Industry-
I. A long term strategy needs to be developed in order to ensure smooth supply
of raw materials with sustainability & traceability.
II. Support in building country’s attractiveness & help building nationwide
backward & forward integration.
Additional area to be focused by government from RMG perspective
are social/health, environment, law & order, workers welfare, ensuring
living wages.
II. Suppliers (Think beyond)
Productivity, compliance, supply chain management, partnerships & funding are
five core areas suppliers should focus on
Concrete steps they can take-
 Improve management skill of top & middle management
 Provide structured in house training for workers & middle management
 Ensure fair wages & social protection
 Incorporate enterprise resource planning systems, production planning systems
& continuous productivity monitoring
 Negative social impact of dependency on artificial intelligence & social benefit of
improved human resource engagements.
II. Suppliers (Think beyond)
• Furthermore suppliers needs to-
 Establishing clear standard for social &
environmental compliances
 Developing a comprehensive CSR strategy
 Leveraging buyers know how in capacity
building
 Managing supply chain more strategically,
developing approved local source,
evaluating potential for virtualization
 Diversify in to more value added products
 Look for competitive fund
• Bangladesh lags behind in terms of
productivity which needs significant
efforts

  • 1. Vision 2021 • Government of Bangladesh has announced a vision 2021 aiming to achieving mid income status by the golden jubilee year of independence. GOAL : $50 Billion RMG Export by 2021 • Potential of Bangladesh RMG Sector:  The sourcing of RMG is experiencing a transition phase  30 years of experience and reputation in garment manufacturing  Competitive price  Vibrant population, 70 per cent below 40 years age, fast learning and dedicated workforce  Rapidly developing backward linkage such as fabric/washing/Dying/ Finishing/ Embroidery etc. & also forward linkage.  Increasing trend of direct sourcing through local liaison office  Denim export already overtook China as the leading supplier

GOAL : $50 Billion RMG & $ 5 Billion Leather sector Export by 2021 Infrastructure Utilities, road network & port facilities are seen as major factors Compliance Situations have significantly improved over the last 5 year. however continual improvement & varied standard among factories need to be minimized Sustainable quality & graduation from lower end to middle-high end product manufacturing Labor cost are expected to increase. Need to concentrate on manufacturing more value added products Raw materials Dependency on imported raw materials are considered a major threat regarding lead time Economy & Political Stability Risk of political instability threatens sourcing activity Brand/Country Image Building a positive image for “Made in Bangladesh “ product • Challenges

Making it work: Overcoming the challenges of growth The three main stakeholders—the government, suppliers, and buyers along with a Professional Market Promotion body must work together to realize the potential of Bangladesh’s export market. I. Government (Plan Ahead) Priority  Infrastructure development- I. Meeting the transport demand generated by higher rate of growth of GDP. II. Development of the two sea ports in addition to deep sea which will reduce the lead time to Europe by 15days. III. Establishment of effective railway linkages between the east and west zones of the country. IV. Improve the multimodal transport network with a significant increase in the share of rail and waterways traffic. V. Provision of required incentive packages for the private sector for PPP in transport services & also for infrastructure building. VI. Average electricity generation needs to be increased at the rate of 12.5–14.5% per annum to commensurate with the projected GDP growth target of 7% in vision 2021. VII. Reduce urban traffic congestion with focus on Dhaka and Chittagong cities with development of transport facilities in southern & western part of the Bangladesh.
  • 10. I. Governments Priority (cont’d)  Investment in Education- I. Achieving 100 percent net enrolment rate for primary and secondary education II. Middle management education should be combined with curriculum III. Vocational training needs to be developed & appropriate institution needs to be established by either government or by PPP. IV. Female to male ratio in tertiary education to be raised from current 70 percent to 100 percent. V. Primary health & primary education budget allocation needs to be given topmost priority.
  • 11. I. Governments Priority (cont’d) • Continued support to Industry- I. A long term strategy needs to be developed in order to ensure smooth supply of raw materials with sustainability & traceability. II. Support in building country’s attractiveness & help building nationwide backward & forward integration. Additional area to be focused by government from RMG perspective are social/health, environment, law & order, workers welfare, ensuring living wages.
  • 12. II. Suppliers (Think beyond) Productivity, compliance, supply chain management, partnerships & funding are five core areas suppliers should focus on Concrete steps they can take-  Improve management skill of top & middle management  Provide structured in house training for workers & middle management  Ensure fair wages & social protection  Incorporate enterprise resource planning systems, production planning systems & continuous productivity monitoring  Negative social impact of dependency on artificial intelligence & social benefit of improved human resource engagements.
  • 13. II. Buyers ( Take Care) They should  Build long term partnership with a positive mindset  Help overcome the hurdles for growth & improve efficiency  Compliance effort to be pursued continuously  Extend their support for lean operation  Build long term relationship  Reducing their in house process complexity & improve interface with suppliers
