illuminating Hannibal. Clarice running towards this light represents her search for peace. She is
hoping the clues left by Dr. Lecter in the case files will enable her to catch the killer, save the

The aftermath of Hurricane Katrina left tens of thousands of people in New Orleans without
adequate water, food, shelter, and physical security. Law enforcement was in disarray as 200 New
Orleans Police officers left their post. The Louisiana National Guard was short on personnel and
much of their equipment was unserviceable due to flooding. Thousands of people needed help and
critical distribution of resources from Defense Support of Civilian Authorities (DSCA) failed.
As New Orleans spiraled out of control, looting and crime were becoming a serious problem. The
Louisiana National Guard focused on rescue missions, rather than keeping Law Order. The public
began to blame President Bush and Louisiana Governor Kathleen Blanco for their poor response to
the recovery efforts.
In a meeting on Airforce One, President Bush tried to convince Governor Blanco to federalize the
National Guard in order to have all forces under one central command. Governor Blanco refused
this offer, believing that Bush s attempt to federalize the Louisiana National Guard was just attempt
to blame her for post Katrina problems (Farazmand, 2014).
While President Bush and Governor Blanco argued over politics, valuable time was being wasted
