Subject: Reference Letter for Bill Mounga
To whom it may concern:

Bill Mounga started working for our company in 2009. He was instrumental in
assisting us with obtaining Federal contracts with the USDA Forest Service, Ft.
Carson Army Base, Pueblo Chemical Depot, National Institute of Standards and
Technology (NIST), FE Warren Air Force Base, and other federal agencies. I have
found Bill to be a person of high integrity and honesty. We trusted him to represent
our company (as the face of our company] with numerous federal agencies all over
Colorado and Wyoming. He did a great job "opening doors" for us with Small
Business Specialists and Contracting Officers. Bill negotiated contracts in our behalf
and managed contracts, which provided good profits for our company. I really
appreciate the work Bill performed for us and the manner in which he optimistically
went about his business. Bill negotiated and managed a project for us with NIST in
Ft. Collins. He did a great job coordinating that project and the sub-contractors. He
sent off dozens of RFIs to clarify the scope before the negotiations were finalized to
ensure that the SOW was viable and what the Government wanted. We did not
request any additional funds for this contract, although there were changes made
after the contract was awarded. Bill did a magnificent job coordinating and working
around the changes without requesting additional funds. He also negotiated and
managed a renovation/electrical upgrade contract for us at the Pueblo Chemical
Depot in Pueblo, Colorado. This project became another highlight project for our
company. This project consisted of major electrical work and asbestos abatement.
Bill did a good job securing good quality sub-contractors and managing this work so
that change orders and requests for additional funds were kept to a minimum. I
highly recommend Billas a capable and competent Marketing Director, Program
Manager, and Project Manager for companies wanting to participate in federal
contracting. He has a tremendous understanding of "how to do business" with the
Government and knows who to talk to in order to secure contracts. He also knows
how to talk to them, he speaks their "language".These are invaluable traits for
obtaining work in the federal marketplace. It was a pleasure working with Bill!
