This letter is an evaluation on the performance of your Superintendent, Bill Mo'Unga, for the "Mental
Health" projects at the VA Palo Alto and Menlo Park.
These projects were extremely difficult in their execution and although they were not initially design/build
contracts, Bill was instrumental and invaluable in assisting the VA in not only a design aspect, but also
in performing extensive material research and coordinating with the using services. He went above and
beyond the duties he was required to perform by taking on these tasks in order to assist the VA in
completing the project on time despite the numerous roadblocks he encountered in doing so.
These projects became high visibility projects last Spring when Washington D.C. revised the
specifications mid-stream due to the number of our veterans returning home with high spectrum
disorders. The need for more efficient safety measures in the lockdown wards became critical to our
mission due to an increase in suicide statistics. The using services were difficult to work with in
many cases, as was the need to work around patients that were most extreme in their needs. The
projects were performed in mental health locked down ward areas and Bill coordinated these efforts
faultlessly, despite the hurdles he encountered. He was a pleasure to work with, and did not allow the
various challenges to delay or otherwise affect his performance. There were numerous aspects of the job
that required the ability to improvise, and Bill's performance in this area became paramount to the
project's success.
I wish to commend this employee in his professionalism in every aspect of his performance and look
forward to working with him many more times in the near future.
He is an asset to your team and was invaluable in assisting the VA Palo Alto in maintaining their
reputation as having the highest standard of health care in the nation.
