Principle analyst responsible to advise senior leaders on the development of strategic
resourcing concepts related to meeting the objectives of the National Military Strategy
(NMS). Analyzes National Security Council, Office of Secretary of Defense, The Joint
Staff, Combatant Commander, and Department of the Army planning documents and
posture statements to identify resourcing implications and/or identify unintended
consequences that can impact the ability to execute the NMS. Monitors and prepares
staff positions on all programmatic issues considered in budget committees, boards,
and action groups. Serves as subject matter expert in department wide strategy and
planning boards and meetings. Detailed to the National Commission on the Future of
the Army as Personnel Policy Analyst. Staff lead for Ally and Partner engagements,
Leader Development and Operating Force.
Chief, Strategic Plans and Policy (G5), Army National Guard 2014 - 2015
National Guard Bureau (NGB) (60 hours / week) GS-15 Equivalent
Army National Guard Principal responsible for developing, reviewing and evolving
strategies and polices to effectively manage the 350,000 men and women of the Army
National Guard (ARNG) located across 2,600 communities. Represent the Senior
Leaders at various General Officer forums to communicate organizational policies and
future force plans. Supervise the work and focus the senior staff, in the development
and promulgation, of plans and policy across the domains of personnel, intelligence,
operations, force structure, training, logistics, Congressional budget requests for
information, programming, installations and acquisition. Provides executive level advice
and recommendations to the ARNG Director and Chief of the NGB on the coordination
of Army policy.

Deputy, Strategic Plans and Policy (G5), Army National Guard 2012 - 2014
National Guard Bureau (NGB) (50 hours / week) GS-15 Equivalent
Deputy Principal responsible for developing, coordinating and communicating the Army
National Guard’s vision, strategy, policy, plans and concepts in support of the Director
of the ARNG to both internal and external audiences. Responsible to assist in the
development and articulation of authoritative documents based on logic and objective
data to provide fully manned, trained and equipped capabilities to support Federal and
State requirements. Serve as primary staff proponent for ARNG integration and
participation in the HQDA Quadrennial Defense Review effort, determining appropriate
ARNG force structure projecting landpower requirements 20 years into the future.
Ensured all strategic communications on matters of policy between the ARNG
Directorate and external agencies were integrated, consistent and conform to
leadership guidance.
Military Assistant for Readiness and Integration 2009 - 2012
Assistant Secretary of the Army (Manpower & Reserve Affairs) (ASA(M&RA))
(50 hours / week)
Military assistant to the Assistant Secretary of the Army for Manpower and Reserve
Affairs; Training Readiness and Mobilization, with the development and oversight of
Army policies and programs for training, readiness, organizing, and mobilization of the
Army’s Total Force (1.1 million uniformed personnel). Developed and coordinated Army
legislative proposal to permit the Secretary of Army leverage the Army’s reserve
components to support steady-state force generation requirements, in order to achieve
the most cost effective Total Force. A similar legislative proposal was included in the
2012 National Defense Authorization Act. Developed and coordinated a Secretary of
the Army Directive “Army Total Force Policy” to promulgate Department of the Army
Policy to fully integrate the Army’s reserve and active components into a cohesive force
with appropriately balanced force structure and established common qualifications and
readiness standards for the first time.
Branch Chief, Plans and Program Branch 2007 - 2008
National Guard Bureau (NGB) (50 hours / week)
Primary staff proponent for planning, programming and budgeting manpower and
operating accounts within the ARNG Guard Operations Division. Managed an $800
million annual base budget encompassing multiple programs, while increasing
requirements by 50% including statutory and special training programs. Supervised a
military, civilian, and contract staff responsible for oversight and coordination of the
planning, programming, and budget execution of seven Management Decision
Packages. Provided timely support to subordinate organizations by distributing 75% of
the $800 million base budget during the first two Quarters of FY 2008. Published
temporary manpower criteria and managed seasonal workforce of more than 300.
Commander, Battle Command Training Center (BCTC) 2005 - 2007
National Guard Bureau (NGB) (60 hours / week)
Provided collective staff training for all National Guard Division and separate brigades in
coordination with the Army’s Combat Training Center Program. Developed and

supported programs training 36 battalion staffs, supporting the training strategy through
constructive collective training events. Trained select battle staffs to the highest level
proficiency through the distributed staff training program and the Army Battle Command
Systems Support Team regimens. Managed operational support accounts in excess of
$9M and more than $4M in real property. Developed a facility master plan to focus
capital investment for the next 10 years. Supervised a professional staff of 77 that
surged to 130 during peak periods of activity.
Senior Army National Guard Advisor 2004 - 2005
Multi-National Corps- Iraq (MNCI) (90 hours / week)
Advised the Commander MNCI, on National Guard issues for the 68,000 Guardsmen in
in Iraq and Kuwait. Assisted staff principles, subordinate commands and the MNC-I
staff regarding National Guard units and individuals planning, mobilization, force
management, demobilization, personnel issues, training, operations and logistics.
Served as the command advocate for National Guard units and matters through routine
communications within the theater CFLCC, FORSCOM, and NGB, in the day-to-day
activities and future planning. Represented the Commander on National Guard issues
with Distinguished Visitor visits to Iraq.
Deputy Army National Guard Advisor 2004
Joint Readiness Training Center (JRTC) (50 hours / week)
Deputy and Executive Officer providing ARNG specific technical guidance and
operational support to the Commander, JRTC. Provided guidance and assistance to
three 3,500 man Brigade Combat Teams (BCTs) participating in training. Principally
focused on developing enduring support structure for BCTs conducting final training
prior to deployment to Iraq. Responsible for the administration, personnel management,
security, operations, budget, information security and management, logistics and
maintenance for the staff section.
Executive Officer XVIII ABN Corps G3 2003 - 2004
(50 hours / week)
Executive Officer to the Assistant Chief of Staff, G3 XVIII ABN Corps. Served as the
proponent for identification and integration of Reserve Component capabilities to
participate Corps activities. Served as the primary Guard planner in the Corps Battle
Management Center, responsible for developing and leveraging inter-component
operability. Provided the G3 staff with oversight and subject matter expertise for the
WARTRACE and Mentorship programs. Advised the XVIII ABN Corps G3 on all ARNG
matters to include mobilization and coordinate the activities of LNOs collocated with
each of the Corps four divisions. Supervised the G3 Budget including acquisition of a
$14M replacement command post, managed $1.1M worth of manpower, provided
information security oversight of four foreign liaison officers attached to the staff,
simultaneously served as Deputy ARNG Advisor to the Corps Commander.

G3 officer responsible for managing training operations coordination across the XVIII
Airborne Corps, including four divisions, an Armored Cavalry Regiment, 16 Separate
Brigades and support commands (20% of the Army). Served as the Chief of Training
for three months. Maintained and deconflicated the Corps Training Calendar ensuring
12 Combat Brigades completed training prior to deployment. Scheduled and
coordinated training management briefings, integrating all aspects of G3 training and
Operations for formal presentations to the Corps Commander. Responsible for the
organization and coordination of two Corps-wide G3/S3 conferences. Ensured
necessary coordination to support Corps Combat Training Center Rotations were
completed in a timely manner.
