Royal Society Science as an Open Enterprise
» Recommendation 1
» • “Scientists should communicate the data they collect and the
» models they create, to allow free and open access, and in ways
» that are intelligible, assessable and usable for other specialists
in the same or linked fields wherever they are in the world…”
» Recommendation 11
» • “…There are legitimate boundaries of openness which must be

» Recommendation 9
» • “… proportionate governance…”
» • “… personal data is only shared if it is necessary for research with

Editor's Notes

  • #3 Important to see solutions in a broad sense as this means cultural change and technical change in partnership with colleges and universities – working on new opportunities and also problem spaces together Dig Infra – network - Janet like Internet 2 , also lots of analytics services and content services , like California Dig Lib Content agreements / model licences , cloud services eg AWS Advice on legal issues, accessibility, use of eportfolios, security , open access etc
  • #5 R&D challenges – the RDM service comes from research at risk – but there area range of areas for example the learning analytics area where uni and colleges wanted Jisc to work with them to provide solutions – community of practice , examining legal and ethical issues, and Jisc has established a shared data warehouse and analytics engine – and developing added value features – for student experience – ( retention, attainment etc )
  • #6 So in the UK there are lots of policies in place that push the sharing and management of research data. This from the RCUK ( 7 research councils covering all the disciplines ) – but underneath this different ways in which they support and implement this – clearly though recognising that public data should be shared and open – but that it does cost – therefore they all support it in their grant process – however despite this there is a gap in terms of long term costs for the sector and sustainable services into the long term
  • #7 Royal Society June 2012, Science as an Open Enterprise, http://royalsociety.org/policy/projects/science-public-enterprise/report The following year there was this report – this I think has had a significant impact – perhaps because it came from the Royal Society and because this is a voice from the researchers not the funders or Govt. Etc Concept of intelligent openness – so showing nuance but still a bold statement that this is part of science
  • #9 Some researchers do engage in sharing data but it is not widespread and some of the other aspects of the research system hold this back – as we see here – REF is something that many see as needing to change to support this – data is accepted in the REF in areas like the research environment but overall it weighted towards journal article – but you can’t introduce something into a policy like this too early. However Hefce are consulting for REF 2020 to get views on what they might do.
  • #10 2011 announced, roadmaps by 2012 – in place from 1 May 2015. @ 1st some anxiety, now helped to get the issue on the VCs table as well as Unis are wanting to embrace the agenda and the need to create and support modern research environments. Looking at other disciplines not just engineering and physical sciences.
  • #12 A poll of around 35-40 uk HEIs– is 2014 but still an indicator that there isn’t much implementation. Red is implementation. Look at preservation and sustainability – still at thinking and planning stages.
  • #13 Jisc research systems survey – shows that in the next 3 years there is an expected increase in storage needs
  • #14 Whilst there is the stick, and there is some funding in grants it is a cost – there is a cost for a modern research environment and recently we have worked with the UUK, RCUK, HEFCE etc to develop an open research data concordat that is about the funders and universities signing up to an agreed direction – recognising it is needed but that it is a journey - and the responses to this demonstrated a desire to engage but a concern about cost for RDM infrastructure …so a natural desire to share and to crack this together.
  • #15 Takes me back to our codesign research at risk – here is what the sector were asking us to work with them on. There was a strong desire for shared services, but getting to identify them wasn’t straight forward.
  • #16 We developed this architecture – drawing on the work of prior Jisc projects and also Stuart Lewis at UoE and John Lewis at U of Sheffield. Used this as a tool to consult to identify what areas would be prime to develop together. Go through sections -
  • #17 Highlight areas in pink that are the core services that support compliance and that the initiative for the RDM ss focuses on – BUT all aspects are part of it to an extent as we will link with CRIS in universities for example , need to interoperate with wider systems and also Jisc agreement with Arkivum is likely to be used for the long term storage – they make 3 copies – one Escrow etc.
  • #19 UX being critical
  • #20 The big GAP – so while there are solutions like Arkivum there is a gap in terms of curating for preservation – tools that allow file format identification, metadata and the creation of archival information packages – data integrity and even emulation …people haven’t got to deal with this yet , perhaps also the what to keep question.
  • #24 We also have a set of services that support OA and research article – and its use etc we will be looking at joining up the RD infrastructure and services with these too.
  • #26 Go through these in a little bit of detail to explain main focus of them- mention multi-tenet solutions, institutionally branded , some things shared , some local
  • #27 More information available on Jisc Blog http://researchdata.jiscinvolve.org/wp/2015/11/06/research-data-management-shared-service-call-for-formal-expressions-of-interest/
  • #28 What people say they want and reasons for being part of a shared RDM service – etc Some longer term issues like – automation with ELN, and also sensitive data, big data to be tackled a little later down the line - Institutionally branded RDM and research object repository solution Support policy compliance (EPSRC, OA, OpenAIRE etc.) and best practice Institutional support to refine RDM requirements and implementation Focus on intuitive UI and ease of use for researchers Focus on interoperability between institutional and external research systems Extensible, open standards based approach Bit-storage archiving and data preservation New features from Jisc pilot services: Usage Statistics and metrics, UK Research Data Discovery Service Jisc manages system, relieving burden from institutional IT and procurement staff Comprehensive reporting on RDM …….Also Jisc will work with you on your use cases and problem areas.
