By 2020, conserve at least 10
per cent of coastal and
marine areas, consistent with
national and international law.
14.6: End subsidies contributing to
overfishing
Prohibit certain forms of
fisheries subsidies which
contribute to overcapacity and
overfishing, eliminate
subsidies that contribute to
illegal, unreported and
unregulated fishing and
refrain from introducing new
such subsidies.
14.7: Increase the economic benefits from
sustainable use of marine resources

SDG14 Implementation Progress
• Portion of Philippine Rise was proclaimed as a Marine Resource
Reserve in 2018
• Philippine’s Sulu-Sulawesi Marine Ecoregion and Philippine (Benham)
Rise were identified as Ecologically and Biologically Significant Marine
Areas (CBD)
• Biodiversity to be monitored and baseline information on pH,
carbonate and other water parameters will be determined.
• Around 1.4% (covering 4.68 million hectares) of the country’s territorial
waters is protected at present.
• Advocate and support biodiversity-friendly enterprises for coastal
communities within Marine Protected Areas (MPAs).
Key Challenges
• Lack of baseline data on Marine Litter
• Need for capacity building on monitoring and assessment
of Marine Litter
• Dispersed function on coastal and marine management
resulting in unconsolidated efforts
• Low priority on waste management infrastructure
• Need for stricter enforcement of environmental laws
• Lack of mechanisms to effect behavioural change
Measures to Address Challenges and Strengthen
SDG 14 Implementation
• Support scientific baseline data gathering
• Conduct of in-country training on monitoring and assessment
of marine litter
• Strengthened inter-agency coordination on coastal and
marine management
• Create conducive climate on investment for waste
management infrastructure
• Engage multi-stakeholders/multipartite participation for more
effective enforcement of environmental laws
• Devise mechanisms/programs to encourage sustainable
consumption patterns

 Archipelago between Philippine Sea and South China Sea
 Coastline span 36,289 km, composed of 7,107 islands
 The 3rd largest contributor of marine plastic pollutions 0.28-0.75M
tons/year
 The Manila bay clean-up conducted in 2014, revealed that 1,594 liters
of waste collected, majority 61.9% were plastic.
 The closure and rehabilitation of Boracay Island for six months
(April 26 – October 26, 2018)
-is one of the latest example of marine and coastal pollution due to
tourism and haphazard coastal development.

SDG14 Implementation Progress • Portion of Philippine Rise was proclaimed as a Marine Resource Reserve in 2018 • Philippine’s Sulu-Sulawesi Marine Ecoregion and Philippine (Benham) Rise were identified as Ecologically and Biologically Significant Marine Areas (CBD) • Biodiversity to be monitored and baseline information on pH, carbonate and other water parameters will be determined. • Around 1.4% (covering 4.68 million hectares) of the country’s territorial waters is protected at present. • Advocate and support biodiversity-friendly enterprises for coastal communities within Marine Protected Areas (MPAs).

  • 17.  Archipelago between Philippine Sea and South China Sea  Coastline span 36,289 km, composed of 7,107 islands  The 3rd largest contributor of marine plastic pollutions 0.28-0.75M tons/year  The Manila bay clean-up conducted in 2014, revealed that 1,594 liters of waste collected, majority 61.9% were plastic.  The closure and rehabilitation of Boracay Island for six months (April 26 – October 26, 2018) -is one of the latest example of marine and coastal pollution due to tourism and haphazard coastal development.

  1. SDG 14: Life Below Water aims to sustainably manage and protect marine and coastal ecosystems from pollution, as well as address the impacts of ocean acidification. Enhancing conservation and the sustainable use of ocean-based resources through international law will also help mitigate some of the challenges facing our oceans. In the context of the Philippines, an archipelagic country, there is surprisingly no department dedicated to fisheries – only the Bureau of Fisheries and Aquatic Resources and National Fisheries Research and Development Institute under the Department of Agriculture. While marine protected areas increased to more than 1,800 designated areas by 2014, it is not clear whether this meets the 10% of MPAs that target 14.5.1 seeks to achieve. Also, the FAO reports that the country signed international agreements on the compliance of fishing vessels and measures to prevent IUU fishing in 2018, however there has not been enough transparency on these indicators to indicator how successful these efforts has been in the protection of marine life.
  2. Marine conservation is one of the country’s relative strengths. According to recent data, about 220 million of marine areas are protected in the entire country. Meanwhile, the coverage of protected areas in relation to marine areas, National Integrated Protected Areas System and locally managed Marine Protected Areas is 0.0064

  4. This indicator measures the proportion of global fish stocks which are overexploited, fully exploited and not fully exploited. Sustainable levels of fish stocks are those which are underexploited or fully exploited. Overexploited fish stocks are unsustainable. A fish stock with abundance equal to or above the maximum sustainable yield (MSY) is classified as biologically sustainable. When abundance falls below the MSY level, the stock is considered biologically unsustainable.
  5. Particular marine areas — specifically those of special scientific interest and high biodiversity — are often reserved and protected within national and international law. This indicator measures the share of territorial waters which are reserved for this protection.
