3. Successful Cases of “Medical care” X “Transport” X “IC Card”
Integrated medical/transport IC card system (Toyota City)
Characteristics ● Mountainous area in the city suburbs ● Challenge of aging population (Population-Aging rate: 35%)
Asuke district (in Toyota City, Aichi Prefecture) located in the mountainous area faced the challenge to ensure transport
means and adequate medical care system for local residents, whose aging was rapidly progressing (population-aging
rate was 35%, as compared with the national average of 24.1%)
Concretely, the district needed to enhance the convenience of community buses, essential transport means for the
residents, and strengthen the healthcare system through quicker transmission of medical information.
Distribution of an integrated IC card, which contains personal information (patient’s name, age, address and medical
history) and is equipped with bus fare settlement functions (2,739 cards were issued for those visiting Asuke Hospital)
Prompter treatment of cases in emergency conditions by making the payment of the community bus fare and sharing
patient information among medical institutions.
Building of the comfortable living environment with improved infrastructures by using information gained from local
residents.
Results/effects Experimentation Problems
91 among 2,739 monitors used the community bus service. It means about 70% of those visiting Asuke Hospital by the
community bus used the IC card. The improved convenience of bus service for the elderly was thus evidenced.
During a year of experiment the IC card was used in 14 cases of emergency transport to present accurate information
of injured/sick persons.
* Questionnaires revealed that more than 80% of the monitors (N=590) responded “Want to continue the use of the card”

4. Outline of Citizen Participatory ICT Smart Town Project in Toyota City
To develop “ICT Smart Town” that can address the aged society and the disaster reduction by
combining the systems in “Medical” and “Transport” fields.
Concretely, a town system that functions seamlessly from normal conditions to emergency life-saving
and disaster conditions by combining advanced ITS (Intelligence Transport System) such as “Probe
Car System” and GEMITS (Global Emergency Medical supporting Intelligence Transport System).

5. Successful Case of “Watch-over” X “ID”
Response to citizens who need help in disasters by sharing ID information (Mitaka City)
Characteristics ● Growing city (population growth: 5.1%) ● Population-aging rate: 18.7%)
The city had urgent necessity to update the information of residents who need help in disasters to reflect their current
situations as well as the information of potential supporters, including their contacts, for those requiring help.
It was necessary to interconnect the system of mutual help among citizens and the system of public (city government)
help, which have functioned separately, for improving the effectiveness and efficiency.
Construction of a system that receives information from the existing citizens’ personal information system and produce
a ledger listing citizens requiring help in disasters.
Introduction of a system, in which every citizen can be identified with ID and all information about potential supporters
and their contacts other than that of citizens requiring help is updated.
Construction of a system, in which the results of watch-over (mutual help) is provided from citizens to the City and used
in the anti-disaster measures (public help) to be taken by the City.
Results/effects Experimentation Problems
By updating the information of supporters, a system capable of providing more appropriate help was established. All
participants in the experimentation responded “A sense of security was improved”. ‘Highly improved”:60%, ‘Slightly
Improved’: 40%)
Connection of mutual help by citizens with public help by the city based on the safety information provided by citizens
about those who need help has realized a prompt and effective help in disasters.

6. Outline of Mitaka City Community Creation Project
To create a community capable of providing mutual help between citizens in normal and disaster conditions and of generating a bustle
in the community by combining four measures (1) WiFi around station (2) Distribution of information (3) Support for those who need
help and (4) Control of information transmission and making their functions work integrally wherever in the community.

Future Vision
Efforts to create a town that can make a full use of ICT not only in
the medical and transport fields but also in various other fields.
Mitigation of wildlife damages to agricultural produce by constructing a
sensor network. (Damaged rice farming area: 85% in 2011 ⇒ 20% in 2012
⇒ 0% in 2013)
Reduction of workload by identifying distribution of forest resources using
robot sensors (radio-controlled helicopters) (2 man-day ⇒1 min.)
Verification of the results has so far been the main target. A focus
will be given to promote commercial development in the creation of
ICT-utilizing towns by the following measures.
ROI assessment by quantifying the effects to improve efficiency and added
value caused by the use of ICT and the optimization effects of work caused
by introduction of PDCA
Packaging of ICT solutions that can be shared by in multiple fields.
