Sustainable economic and monetary union in Europe ADEMU_Project
Starting from a legal-institutional perspective, the lecture sketched out the major challenges for researchers and policymakers alike. It also looked at the areas of economic governance, monetary union and banking union with a view to the sustainability of Europe’s Economic and Monetary Union.

Macroprudential supervision is now part of the standard macroeconomic toolkit but it involves a set of relatively untested policies. A new VoX eBook collects the thinking of a broad range of leading US and European economists on the matter. A consensus emerges on broad objectives of macroprudential supervision, but important disagreements remain among the authors.

The presentation addresses the Kotnik case decided on July 19th by the CJEU on the bail-in vs bail-out attempts by the Slovenian Central Bank. The CJEU considered the haircut to bond holders decided by the Cebtral bank consistent with EU law and with the Communication to the Banking sector by the Commission.
It has been used at the Faculty of Economics, University of Ljubljana

Guest lecture presented to masters degree classes at Trinity College Dublin. This presentation provides an overview of the importance of financial services to an economy. It outlines the objectives of central banks and how they manage a financial crisis. Some of the risks related to global financial stability are considered, as are some of the implications of emerging technologies in finance. In addition the presentation emphasises the critical importance of consumer protection and of fostering a consumer centric culture. Finally the criticality of strong leadership and values within the industry are discussed, and the need for consumers and businesses to be financially astute and to be aware and careful of herd mentality.

PIRAEUS BANK FINANCIAL INSTITUTIONS ASSESSMENT MODEL: 2016 RANKINGSIlias Lekkos
The aim of this study is to provide clarity and transparency as to the methodology developed by Piraeus Bank in order to assess the financial strength, balance sheet quality and capital adequacy of a large number of -mostly European- financial institutions.
The methodology developed allows shortlisting the “preferred” financial institutions and ranking them each year from “best” to “worst”.
Having created the shortlist, the findings can be further used for the following three purposes:
To select fixed income instruments issued by the shortlisted institutions to be included in Piraeus Bank’s fixed income investment strategy
To use this shortlist as a starting point for the equity selection process of the above financial institutions
And last but not least, to evaluate current and potential counterparties for the wholesale banking division

European Banking Barometer – 2016: Seeking stability in an uncertain worldEY
The European Banking Barometer provides an overview of European banking industry, as well as the priorities banks will focus on over in 2016.
Now in its seventh edition, the latest survey consists of 250 interviews with senior bankers across 12 European markets.
Overall, the study shows that the European banking industry is taking measures to reposition for a long-term environment of low growth. But they mustn’t take their focus off the innovation agenda, if they want to lay the foundations for delivering sustainable returns in the years to come.

2. Motivation
n On 29 June 2012, euro group members
agreed to create a Banking Union (BU)
n Break link between banking sector and sovereign
n Avoid taxpayer bailouts
n Increase lending of banks to real sector and ignite
growth
n BU as part of a wider regulatory framework
that centralizes banking supervision and
resolution
n Fragmented approach to supervision/resolution
impaired financial stability
3. Motivation
n BU is supposed to prevent and deal with
future crises
n Legacy assets should not be mutualized
n Thus, before start of the SSM in Nov’14, the
EBA and ECB conducted a comprehensive
assessment
n Stop forbearance, identify problem assets, clean
up balance sheets
n We conduct an objective stress test to assess
the resilience of the European banking sector
4. Sample of 41 publicly listed banks in
comprehensive assessment
n Total market capitalization of €539 billion, an average book
equity/asset ratio of 5.27% and 0.75 MTB ratio.
n RWA/Asset ratio is 35% on average.
n Banks with low RWA/Asset ratios have low MTB ratios.

11. Are banks adequately capitalized?
n Two different answers using the same loss
scenario but two different leverage ratios
n a risk-weights based one and a non risk-weights
based one.
n Banks that do well on risk-weighted capital
adequacy but poorly on other approaches are
likely “arbitraging” the static nature of risk
weights to lever up using zero or low risk-
weight assets.
12. Implications for Banking Union
n Banking system still not adequately
capitalized as Europe enters the Banking
Union.
n Despite consequences from 2 financial crises,
Europe still hangs on to risk-weight based
regulation
n Static risk-weights, do not reflect market’s risk
perception
n Large banks calculate own risk-weights with
room for gaming risk-weights
13. Implications for Banking Union
n Banks naturally buy low risk-weight assets
they can pledge to the ECB
n Inflated asset prices make banks appear healthy
as ECB purchases them
n Impedes growth in the euro area as these
assets crowd out real sector lending
n Weak banking system is a huge reputational
risk for ECB if bank failures occur
14. Other uncertainties
surrounding Banking Union
n Given the focus on euro-area institutions,
what are the implications with regard to the
consistency of EU bank regulation?
n Moreover, banking supervision is not fully de-
nationalized in BU.
n Does this supervisory model increase efficiencies in
banking supervision or make the SSM less resilient?
n No “Single Rule Book”
n Still differences e.g. how to compute regulatory
