Aviation Summary – Pakistan
Pakistan was last audited by the ICAO in 2011 and meets standards for aerodrome safety. Pakistan has been assessed by the
United States (US) Federal Aviation Administration (FAA) through their International Aviation Safety Audit (IASA) program and
has been rated as Category 1, allowing air carriers from Pakistan to operate to the US. Additionally, Pakistan has no significant
safety concerns (SSCs) and no operational restrictions with regard to European airspace. Overall, the country has established a
process for the certification of aerodromes and airport safety levels in Pakistan are above world averages.
Airport Summary – OPKD
Hyderabad Airport (OPKD) is a small domestic aerodrome, located 4 miles (7 km) south of the city center of Hyderabad. This
location is not an Airport of Entry (AOE) and chartered flight crews must coordinate legal entry into Pakistan via an alternate
location with onsite Customs, Immigration and Quarantine (CIQ). It consists of a single runway exceeding 6,000ft in length, a
terminal building, Airport Security Force (ASF) compound and Pakistani Civil Aviation Authority (CAA) facilities. A single ground
handling provider is available for hire to meet the needs of general aviation flights. Foreign visitors are advised to keep a close
eye on their belongings at the airport, and to carry cash and valuables in hand luggage for additional security. Overall, we have
significant overriding concerns for the safety and security of aircraft, passengers, and crew operating to this location overnight.
 Secure transportation in the area is inadequate and there are no verifiable private security firms available for hire.
 Travel to rural Sindh province; to include Hyderabad, should be for business-critical purposes only due to high levels of
banditry and poor police control. Islamist militant activity continues to pose a risk in Sindh province, and this is heightened by
the reduced security force profile.
 We have serious concerns for the safety and security of crew or passengers operating to the area outside the airport.
 We assess Hyderabad Airport (OPKD) as a suitable location to operate a short-turn around schedule; however, this is not
a suitable overnight destination due to the local security threat, lack of accredited lodging/medical sites and absence of
vetted secure transportation providers.
Airport Security – OPKD
The Pakistani CAA is responsible for ensuring operators and airports in the country adhere to international standards of safety
and security. Security is adequate for short turnaround flights to Hyderabad Airport and provided by ASF personnel and CAA
security contractors. Airport security standards are higher when military operations in Sindh province are in progress out of the
Pakistan Army's Sindh Regimental Centre in Hyderabad.
Poorly maintained perimeter fencing surrounds the installation.
The lack of protective lighting increases the risk of petty crime.
Security forces conduct foot and mounted roaming patrols.
