SUGGESTIONS FOR SECONDARY
EDUCATION
 A ‘Board of secondary education’ should be
established in each province.
 The intermediate classes should be separated
from the universities.
 Arts, science, commerce and vocational
education Should be organised in inter class.
 Except english and mathematics , all other
subject should be taught in mother tongue.
SUGGESTIONS FOR INDIAN
UNIVERSITIES
 The universities should be free from government
control and it be given autonomy in every field.
 The administrative rules should be simplified .
 The vice chancellor should be a salaried official.
 Department should be established in the
university and a professor and head should be
appointed in each university.
 Intermediate passed students should only
admitted in the universities .
 The graduation course should be made of 3 years
duration.
 Education of vocational courses-law, medical and
engineering should be organised in universities.
SPECIAL SUGGESTIONS FOR CALCUTTA
UNIVERSITY
 A separate residential teaching university should
be established in DACCA.
 The affiliated colleges of calcutta university,
located outside calcutta should be so developed
to become a new university in future.
 Arrangement should be made for the education of
women observing purdah so that they may not be
prevented from the right to higher education.
EVALUATION
MERITS:-
 Establishment of board of secondary education in

 To liberate the universities from government
