This is the length of the inter linking path of the flat primary canal 1, where only the major curves are looked in, while graphing the path on the surface of the earth. The length of the FPC may change with micro survey over the satellite pictures, which will be done by the different teams designated to survey a particular segment of the interlinking path / between two adjacent rivers as they are going to consider the minor curves that comes in the interlinking path.
Each segment of the canal (FPC) receives the water from the proximal and distal segments of the same FPC, and the area of land which is above its level.
The water of the river Ganga and Yamuna will be continuously feeding the FPC1 from the end opening of the Yamuna U Tube.
Each segment of canal (FPC) distributes / irrigates / supplies water to the proximal and the distal segments of the same FPC, and the area of land which is below its level.

This article contains my personnel comments on the present plan of National Water Development Authority for Interlinking Indian Rivers. I think, the government will look in to it before it proceeds for the same.
As the population is increasing, the need for good air, water, food and others are also increasing, that has to be provided by the environment. In this process the environment is getting injuries and deteriorating gradually. Let us see how it is happening and how we can prevent this.
Breast feeding is the most important physiological process we need to maintain as is maintained by all other mammal to sustain the life with good health. The responsibility lies not only on the mother, but on all the people like the family, society, place of work, the nation. the mother and the child needs to get the support from the entire world to sustain breast feeding. In this aspect the role of every individual at different levels is mentioned here.
Breast feeding is one of the most important gift, support, bond, attachment provided between the Mother and the baby even after the delivery of the baby to maintain the normal physiology of the mother, baby, family, society and the nation. some of the aspects of breast feeding especially the importance of proper feeding techniques to initiate, sustain and make the breast feeding successful is mentioned here.
Reticular canal system where we use flat canals to the maximum extent is one of the most useful, eco friendly, simple, safe, secure, surface situated, larger surface irrigating, sustainable, synergistic present irrigation system, sufficient, thus say no to disputes, system of interlinking rivers. With this we should be able to end all the water related problems permanently and thus bring peace, prosperity, wealth, health, happiness to the mankind.

Unemployment problem will arise when a skilled person does not get his basic needs for his profession (for example irrigation for the farmer), or a skilled person does not able to adjust for the new job which is not related to his university degree (for example the university degree holding son of the farmer will be wasting decades in his life looking for the job in a government office instead of involving in the farm work with his father, and he will be telling to his friends that 'farming is not a good job and we will go for loss because there are no rains for many years' and it may be the truth also).
'Every second of every person is important and that needs to be utilized in a constructive ways through the programs and policies'. If the leaders thinks that ‘only their time is precious - others are not so important’, and if they fail to make the policies in such a way that, even the child which is going to be born after ten years will also get some job in suitable way soon after his education, then that nation is not going to develop with the phase other nation and the people of that nation is going to suffer a lot in various ways.
A university which generates the degree holder needs to understand the need of that degree in the society before it generating that degree holder to eradicate the graduate unemployment problem. More unemployment will lead more burden on the environment, it is because an unemployed person in the period of unemployment in his life will be leading unproductive life during his unemployment period, but he will be utilizing all the products of environment through his food, cloth, shelter and so on, thus there is a negative balance in the life and in the environment. I think the leaders of this world will understand the interrelationship between the unemployment and the sustainability of the environment and will create this world in such a way that all the people of the world will be involved in one or the other Eco friendly productive activity and thus leads a happy and prosperous life.
In this chapter I have mentioned about some of the facts like rate of unemployment, labor laws, labor force, marketable skills, professional skills, adult unemployment, graduate unemployment, and so on.

Let us think, it is not practically possible to work twenty four hours in a day with utmost sincerity, good character, faithfulness in all the days of the year by one person and even if a person works like this, then also, he will not become the richest person of the world, its means that, there is no relation between the hours of work, character of the person, sincerity in work and so on with richness. So this world is running with the race of intelligence in both legal and illegal way and the most intelligent person for making money will become the rich soon and the people even with intelligence without the intelligence for making the money will remain as poor even with work and working for any number of hours. People working for money to lead the life but not getting the sufficient money to lead the life with this increase in the rate of all the essential materials will make this earth vulnerable for injury like poor people travelling with poor vehicles with increased emission will add to the burden on pollution, overcrowded slums will acts like the reservoir for all the communicable diseases and sudden breakups of diseases can occur at any time and it can involve any person. So it is very much essential to eradicate the poverty to save our planet for our living. I think the seriousness behind it will be understood by our leaders and will work for the same to save our earth for our living.

There was a time where people were not able to identify the cause for the ailments, so they used to try the treatment, they know or they used to pry in different way or they used to practice some rituals or try with some plant products and so on. No one knows about the mechanism of action and the prognosis after giving the treatment for most of the ailments, but still they used to try the same because it was giving some mental satisfaction for the people and they used to feel that they are doing something to get cure for the ailment. But the advantages and the disadvantages of the same were not at all discussed in the gathering through debates as it was confined to one family and as they were not discussed in the media to receive the opinions about the same practice. It is not good to continue the same practice which are not going to give cure for the ailment in a proven way even if is not going to cause harm to the patient but it delays the time in seeking the suitable treatment by the patient and allows the disease to progress and it allows the disease to win in the race between the disease and the treatment to the extent of mortality / death or it may leave the life in a vegetative form with many morbidity. I think the leaders of the world will understand the seriousness behind this widely practiced unscientific rituals and its burden leading to increased mortality, morbidity, loss of workable days, economic loss through the healthcare both in private and public sector as it delays the initiation of treatment.
In this chapter some of the practices that the people practice even in this era of science is mentioned and how these practices are going cause injury to the individual or to the society either directly or indirectly are mentioned.

Haphazard distribution of population and the population explosion consumes lot of economy in the name of infrastructure, this leads the governments to fail in providing quality infrastructure with long life span to all the people of its country and thus we lose lot of money in this way. Poor infrastructure has got its own disadvantages in terms of maintenance and it leads to lot of accidents and may consume many lives in various ways through trauma, infection, pollution and so on. In this chapter some of the facts and figures related to the infrastructure are mentioned.
As the population increased, the need of infrastructure increased many folds. This type of disproportionate increase in the demand on infrastructure is due to haphazard distribution of population, population distribution in small hamlets away from the main stream due to various causes like caste, but the government need to provide all the basic infrastructure even to the small population of 200 or 300 people with 30 to 40 houses like good connecting road, good school building with all the needed facility, electricity connection with power station and maintenance infrastructure, water supply system and its maintenance infrastructure, revenue department, public work department and so on. Thus with the increase in the population and increase in the number of villages without any plan for future infrastructure made the government to invest more money on the infrastructure, but increase in the number of villages made the large fund to divide in to smaller and smaller amount, which lead to poor quality in infrastructure. Poor quality infrastructure lead to accidents, more money on maintenance, more waste generation, pollution and so on. So to decrease the investment on infrastructure and to increase the quality - safety - durability of the infrastructure, it is very much essential to decrease the number of villages and make the people to live together. Making the people to live together is not the simple thing to do, caste - practices - god - diet come in the way. So the leaders of the world need to think seriously to save this earth, to stop converting the agriculture lands and forest lands in to concrete forest - high ways - train tracks and so on, where these things will lead to deforestation, desertification, pollution, global warming and threat to the biosphere.

2. Chapter 2: Property documentation.
2.1. Introduction to the PIN based property documentation.
Documentingthe PIN andthe propertyisthe needof the hour in this Nation with enormous growth
in the population.
The necessity of documenting the PIN and the property are for the following reasons:
1. The husbandand the wife maybe in goodtermsonlyat the time of childbirthand later there is a
possibilityof misunderstanding.Soitisbetterregister the newborn under this husband and wife to
make them the future owners of the properties of both the husband and the wife and to save the
time, money and the energy of the court.
2. Whetherthese parentswilllookall these childrenequallyall the time inthe future tilltheirdeath
and whentheyare writingtheirwish(Will) isquestionable, the parents may look different children
differently like male / female, normal / abnormal, elder / younger, and so on.
3. Whetherthe love of the parentswill remainconstantuponall theirchildrenthroughout their life
is a question.
4. Whether their children will look their parents with respect and love even after the
misunderstanding in marriage, family issues, and so on is the question.
5. Whether all the children are physically, economically strong to fight for the property is the
question.
6. Whetherthe parentslook differentchildrenwithdifferent education and intelligence equally or
not.
7. Whetherthe educated or intelligent and uneducated or not intelligent children look after their

2.2 Systematic recording of the properties is important for the
progress of the nation.
Recordingof the propertiesof the owner’sbecomesthe mostimportantaspectof the VPA. Because
all the income generatedatthe VPA will be distributedasperthe recordsavailable atthe VPA under
property documentation. One owner may have many properties either in the limit of one or more
VPA limit.The propertiesare recordedinthe respective VPO.The ownermaybe staying in the same
VP or may be in a different VP. The properties of one person in different VPA will be recorded in
separate columnandwill be confirmedwiththe respective VPA withinterVPA net.Allthe properties
are recordedina systemicmannerwithareas,curves,angles, boundaries, with all the geographical
data’s presently the lands may be of different quality in terms of irrigation (fully irrigated, semi
irrigated, non irrigated lands), soil nutrition, plantation and others. It is possible to create some
scoringsystemfordifferenttypesof land. Basically it is to record the thing like what percentage of
lands are coming under low and high score. And we need to make the score equal with the
establishment of RCS, doing soil testing and adding deficient nutrients and other necessary
measures.

Thisscore isnot usedto distribute the incomeinVPA,butitismade to convertthe low score land to
high score land with the establishment of VPA. Income distribution is done as per the unit area of
the land.
2.4. The efforts behind the land by the owners.
It is true that presently the irrigated land owners may tell that they have struggled hard to bring
theirlandup bydiggingwellsandbore wells.RCSwill give answerforall these questions and all the
landswill become irrigatedlandssoon,so there isnonecessitytochange the rate of income to lands
withhighscore,and there isno necessitytopushthe land owners with low score to remain as poor
people all the time.Othercausesforlowscoringlike soilnutrition,soilbedtypescanbe scientifically
managed. It is very much essential by the present high scoring land owner to cooperate with the
system and once the work of RCS is complete and with the full establishment of VPA all of them
includingthe present high scoring lands will get better income that whatever they today. With the
establishmentof VPA andVPAFnoone will be selling the raw material instead they will supply the
raw material totheirownfactory andmake the raw material intoreadyuse material andstore them
and continuously sell them to different markets as per the need through the year. For example
tomato is not sold (after the local need is met) but supplied to their own factory of tomato sauce.
4. Propertydocumentation is done scientifically in order to utilise the entire man power effectively,
entire landeffectively,entire waterof all the riverseffectivelyso that simply they will not enter the
sea as excess water. This ensures the job for everyone in their own place. All the people at all the
time will be working in a productive way thus there is better life, health and peace.
2.5. Personnel identification number (PIN):
All the propertiesare documentedunderPIN of an individual. It is like aadhaar card. It contains the
informationlikename (orB/Omother’s name), Fathers name, and the family tree till grandparents
level. Time of birth, date of birth, place of birth, the name and registration number of the
obstetrician who conduct s the delivery, biometrics like foot print at birth, birth weight , head
circumference,length,identificationmarkif any.Thisnumber is given at birth in the hospital by the
obstetricianwhoiscertified to conduct the delivery through the central processing unit connected
to each hospital. This is done at the time of discharge from the hospital. The computer generated
PIN number is given along with the discharge card of the baby.
Whenthistype of registrationisdone atthe time of birth then the new born becomes the member
of the family automatically. Subsequent updates like Hand scan, finger print scan, retina scan,
photosare done at differentage whenthe child enters the school for the first time, when the child
changesthe school,whenthe child enters 1st
standard, 8th
standard, 1st
PUC, at the entry of degree,
at the entry of post graduation. There is no need to maintain a separate wing for maintaining the
updates of the PIN.
The next update is done at the time of joining for the appointment, in the VPA.
The updatesforthe otherpeople like those who discontinue their education in the primary school
and going for the job will be done at the school job counselling centre. Any person who appoints
such persons has to get the workers through the school.
Anypersonwhodiscontinuestheireducationinhighschool orPre Universityandtheywants to join
some job has to get the job through the job counselling centre of the college in their own village.
Anypersonwhoappointssuchpersonshasto get the workersthroughthe pre universitycollege job
counselling centre.
If someone appointsapersonforany reasonlike helperinthe shop, attendee in some office and so
on directly without going through the procedures and maintaining the records in the school or
college job counselling centre become illegal.
Those,whodiscontinues the degree has to get the appointment through the respective university
job counselling centre. Those who complete the degree also get the appointments through the
university job counselling centre.
Those, who discontinues the post graduation has to get the appointment through the respective
university job counselling centre. Those who complete the post graduation also get the
appointments through the university job counselling centre.
At all these points PIN updates are done. That means the hospital (under the obstetrician), school
(underthe head master), college (Under the principal), university (under the vice chancellor), and
the VPA (under VPA president) has to keep all the equipments necessary for updating the PIN.
5. 2.6. Why the responsibility of doing PIN registration is given to
certain set of people?
It isbecause onlythe obstetricianbecomesthe strongest witness that the mother gave birth to this
child.Andthusthe record shouldbe initiated at that time itself. We need to give a new PIN for the
new born with the photo of the new born (it may change later as the age advances) and the foot
print,underthe father’sandthe mother’sPIN inthe familytree.Thatnumber should remain till the
end of that child even it goes out of the nation and comes back.
The next stage is at the entry of the school, the PIN updates becomes easy, if it is in the school,
because teachers are better than any other official for witnessing the child as the citizen of the
nation because the child spends more time in the school. In case of mal handling, it is possible to
correlate withthe attendance inthe school register,notesof the child, test and exam papers and so
on. In the same waythe college andthe universitywill playthe role updatingthe PIN.All the citizens
of the nationwill have one page where all the updates can be done in the form of delivery details,
school details, college details including marks cards and certificates, bank details, earnings and
expenses,properties,universityeducationdetails,appointmentsandtransfers,healthdetails and so
on. For example if a patient visits a registered doctor the doctor will have power to look in to the
health details of that person by entering the PIN of the patient.
If a doctor declaresdeathof a personwithparticularPIN thenall the properties under his name will
go to the wife or vice versa or as per his will which was already done when he was alive. After the
death of both the parents it should automatically go to all the sons and daughters and within a
month all these sons and daughters should come to the conclusion and divide the property
otherwise the magistrate in the VP court will divide the property which he feel convenient to the
VPA equallyandnoone can questionthe same because of the delaythe sonsandthe daughters did.
No discrimination is done between the daughters and the sons. The magistrate need not listen to
any reasontoldbydifferentpeople of the family.The onlyjudgementgiven is as per the family tree
available fromthe time of birth,somanychildrenare there to this parents and so much of property
ispresentinthe name of motherandthe fathersoit is divided equally. If the property is very small
and that cannotbe dividedasperthe VPA norms(Forexample asmall site of the size 10 by 10 feet),
if the childrenare not comingto a decisionbyone monththenthe magistrate cansell the site under
auction and divide the money and put it in the accounts of the all the children.
2.7. Do not entertain the people to push the issues related to
property in the court, it is a national waste.
It isnot to make thingstoocomplicated,rulesshouldbe simpleand the time given to the children’s
should not be more than one month. Otherwise the magistrate should take the decision and
distribute the property equally. It is very hard to see people going to courts for many decades and
still the cases are pending, the government has to spend lot of money for maintaining the law.
People willnever compromise, identify all the children and divide the property equally is the best
solution, whether some are educated and in job or not and so on. Education – job are all the
6. personnel efforts, there are many reasons, and it is not wise to go through all the stories. If the
parentshave 10 children,thenthatparentsare boundto see all the 10 childrenequally, then all the
10 childrenshouldgetthe property of the parents. Keeping with them or selling the property is all
left to the person who receives the property. It is better not to make too much complicated laws.
Equal distributionisalwaysbetter. Keeping the property and working hard on it and increasing it is
all leftthe person.If a parentissellingthe propertyinthe name of education for one child then the
parentshouldwrite the ‘will’tellingthatthis much property is sold for the sake of education of this
childsothe restof the propertywill be dividedtothe restof the children.Inthe absence of the ‘will’
the propertyhas to be dividedequally to all the children. If the same thing happens with the other
child then the ‘will’ can be revised and mention the details and make the mention that what
property to whom.
All the properties have to be written in the name of the children and not in the name of the grand
children.
The propertiescanbe soldto someone bythe parentwhentheyare physicallyandmentallyhealthy.
Sellingand writing ‘will’ has to be done in front of the magistrate of the village panchayath. And it
shouldbe announcedinthe VPA notice board,VPA monthlymagazine,updatedinthe InterVPA net.
The propertiesof the husbandand/ or the wife are soldonly after getting the signature of both the
husband and the wife.
The entire PIN isinterconnectedasperthe familytree one generationupandone generation down.
Documentationof the propertiesare done in the same department as it is done today like revenue
department.
2.8. No voter card and no censes.
No voter’s card is required; in that place updated PIN card is used. This is the card given when the
child is born in the hospital, only the computer updated are done using this card and this card is
recovered at the hospital when the dead body is handed over to the relatives. All the insurance
policies,propertiesandothersare recorded under this PIN, so when the hospital declares a person
as dead,then the pop ups will arise in the concerned insurance office, in the court, revenue office
and the concerned office will take actions as per the standard guidelines.
If a person is declared as dead and the income is generated in the name of the same person in the
VPA, then that income will be withheld till the division of the property as per the children’s wish
withinone monthotherwise itshouldbe transferredtothe courtfor divisionasper the magistrate’s
decision.
As the PIN isgivenforthe firsttime and as the familytree begins the newborn becomes eligible for
acquiring the ownership of the properties of both the mother and the father in the future.
No childrencansell the propertiesof the parents.Noparentscansell the propertiesof theirchildren
which they acquired on their own efforts.
7. There isno necessitytodo census of humans periodically. Every second we will get the data of the
population, age wise, birth, death, and many things. There is no need to create voters list
periodically,onlythingisthe electionofficialshastotake the print out may be one hour prior to the
election, automatically all those who reach 18 years on that day will be eligible for voting.
2.9. Why we need to document the Property:
This is one of the most important step on which all the decision making and the progress lies. It is
true that not all those whowork sincerely can make lot of property. Not all those who are very rich
by propertyare veryhard workers and some may be working very hard but may not have property.
Many factors like parents, efforts, habits, luck, opportunities, education, health, work, influence,
power,timelyjudgementandotherswill decide the quantity of the properties a person gets. Some
we may gain some property and sometimes we may lose some property.
Sometimesdisputesbetweenthe twopeople may make the property non productive for few years
or for fewdecades.Forexamplethe disputebetweentwobrothers mayleadto the decision of ‘stay
orderfrom the court’,and boththe brotherswill notbe able utilise the property for the productive
activitytill the dispute isover.Amongthe two,both may be requiring the land for their life to lead.
One may be getting the support from the father in law house so he does not want to compromise
and he is arguing for the more share, another may require the land to lead the life and he is not
havinganytype of financial supportfromany one including their father in law’s house. So, he does
not wantto prolongthe proceedings in the court and after some years of running to the court poor
brother will accept for less and thus both the brothers will come for compromise and the poor
brotherwill remainaspoorforever.Sometimesparentsmayalsoplaya foul play,especially in cases
of love marriages,childrennotmarringthe girl or the boy who is selected by the parents and so on,
inthese casesthe parentsmay remainwiththe children whom they like and give all the properties
to them.Sometimesthe parentsmaywrite all the propertiestotheirchildren,theymaybe working,
so these children may not be able to take care of their parents personally and their wife’s are not
readyto serve theirfatherinlawandthe mother inlaw because the propertiesare alreadyare there
in their hand.
Like this all the properties will go for some type of dispute at some time that means all the
propertiesare potentiallyadisputable property.Maintainingmanyjudges,public prosecutors, court
buildings, record, jail, and police is a very expensive task.
So think of preventive aspects like no cases should come to the court and no one should visit and
revisit the court for many years in the name of getting judgement. It is possible only by certain
preventiveactivitieslike,(1) All the childrenshouldbe giventhe PIN andtheyare enrolledwiththeir
parents under the family tree, that should be maintained as the national record and this record is
maintained at multiple levels like at VPA, district office, state office, and the national office and
these information’sare updatedeverysecond.(2)Givingonlyone monthtime after the death of the
both the parent is the ideal time period. All the children will be gathered for the death ceremony
and after the work of death ceremony is over they should sit together and divide the property
accordingto theirconvenienceandthisprocessshouldcomplete byone month.If some childrenare
8. not comingto the decision within one month then it indicates that there is some foul play present
withinthemandthey will never come to the decision even the court gives many decades, and this
groupis a burdenfor the nation. The nation has to spend lot of money in the name of solving their
problemtowardsthe courtbuilding,salaryof the courtstaff.The fee of the court and the fee for the
lawyer may be paid by the people, and sometimes the expense may exceed the value of the
property as this issue turns in to personnel revenge, which may also lead to criminal activity from
both the parties. (2) Court should not ask - who is the father, the mother and the children. Instead
check the PIN and the family tree which is present from the time of birth and compare with their
biometrics. Divide the property equally to all the children after the death of both the parents. (3)
One brothermay be strongphysicallyandhe isinfluential andthushe will pushthe time of decision
making,thinkingthatthe weakerbrotherwillnotaskthe property later. (4) With the establishment
of VPA, the VPA will have problem in the matters like ‘to whom the income should be given’. (5)
Askingevidencesmay lead to manipulation, so all the events in the society have to be recorded as
and whenithappenslike birth,admissiontothe school/college, marriage, appointments, transfers,
death and so on. And it should be recorded at all the levels like at VPA, district, state, and at the
nation.
Indiaisa countrywhere itisnot affordable tokeepthe propertiesidle foranyperiodof time without
productivity. If we continue to have ‘stay’ programme for long time for any property then the
persons and the nation will go for poverty and this stage may become severe enough at which we
will not be able to treat the same.
2.10. Importance of property documentation with the
establishment of VPA:
The division of the income is done only on the basis of this property documentation. If someone’s
propertyisenteredwronglyeitherintentionally or unintentionally then the all the peoples income
will alter relatively. Both the working group and the owner’s group will get different income. For
example if 100 hectare is entered in the place of 10, at step one the owner’s group will get more
share for the landtheyhave as compared to the working group. In the second step the person who
has beenentered100hectaresinthe place of 10hectares will getmore,otherswill getless. This will
also affect the income distribution in the VPAF income distribution, as this owner with false 100
hectare of land will getmore share of income for supplying more raw materials to the factory. Thus
documentingthe propertiesof the entire village whichcomesinsidethe village panchayathborderis
very important.
Onlyafterthe completionof the propertydocumentationwe cangofor the next phase of activity of
“RCS creation”.WithRCS we can make all the natural waterpath wayswhichexiststodaywhichmay
be flowingpathwayor dry pathway will be converted in to ever flowing water pathways as per our
requirement.Inthisprocess all the waterpathwaysare utilised.Usually no one will occupy the land
of natural waterpathwaysbecause duringrainyseasonthe natural waterpathwayswill give trouble
if some people stays there, so we can assume that all these natural water pathways belongs to the
government thus making the water to flow in these pathways may not induce any disputes.
But creationof primarychannel andotherchannelslike secondary,tertiary,quaternarychannelswill
bring many disputes like (1) the main channels are going at our place and it is consuming our little
9. landon whichwe dependtoleadourlife,sowe will not allow to create RCS in our land (2)The main
channel isawayfrom our landthe people atthe upperlevel will utilise all the water at a higher level
itself andthuswe will notgetanywater to ourland,but the governmentwilluse ourtax money also
for creation of the canals so we need the canal closer to our state and so on.
If the people understands the RCS well then no one will speak anything negatively. RCS will not
consume lot of space, it is because it will be present like a 6 lane road or track (250 meter width),
there is no back water occupying lot of space as we see in case of present reservoir system. Even
thoughit isa narrow path sometimesthe landof the people withveryminimal land like one acre or
two acre may be utilised in RCS creation. That does not mean that they have lost their land. It is
because once the propertydocumentationisovernoone will lose orgainthe property. One can sell
the propertywiththe paperlike sellingthe share certificate.Whenonce the boundaryof one Village
panchayatis fixedandall the propertiesare documented under the village panchayath association,
creationof canals,roads and railwaytracks, model villageswill notalteranyonesincome because all
the income generatedinthe villagewill be distributedasperthe recordsavailable in the VPA. Some
of the presentwaste land may be utilised in the future agriculture, some of the present roads may
vanish because they are very long with multiple curves in their place short and straight roads will
come up – inthisaspectalsowe getlotof landfor agriculture,there maybe lot of land laying waste
on eitherthe side of the roador eitherthe side of the waterpath waysinbetweentwoownersland,
the size of the presentvillagesitself will decrease aswe gofor model village,the number of satellite
villagesandsinglehouseswill decrease tozeroandthusthe road connectingtothemwill be utilised
inthe processof agriculture.Thusall the landswill be utilisedeffectivelyandthe total land available
for the agriculture will increase.Thuseventhoughthe landsof one ortwoacres of land are involved
in the process of RCS they will be getting the income for the amount of land that they had prior to
the creation of RCS. Thus for the government there is no need to work for the purpose of
rehabilitationwill arise.All the memberswill get the income better than whatever they are getting
today. This can be compared by conducting some of the studies like what is the total area of land
involved in the agriculture today, out of which how much are irrigated land – semi irrigated land –
dry land, what is the yield per unit land. This can be compared with post RCS period where all the
landswill be irrigatedlands,andthere ismore yield per unit land as we adopt scientific methods in
agriculture. As these points have to be clarified to the people for better compliance.
The possible primarychannel courseshave tobe surveyedfirstwiththe satellite based survey using
Google earthof Bhuvan ISRO soft ware, later land survey can be utilising the data generated at the
computerwork (The details are in the Irrigation section). When once the land survey is completed
for primary,secondary,tertiaryandquaternarychannels,the workof RCSis completed,andthe VPA
is working perfectly the income generated are distributed as per the property documentation.
Providing compensation for the lost land will lead to many complications. It is because the now a
familywhichhadsome landmighthave been involved in the process of RCS creation and thus they
don’t have the property with them for which they may get few lakhs of rupees as compensation
fromthe government.Now theyhave moneyintheir hand but no property. The family will think of
many things to sustain in long run like they may thing to buy some property with the money they
have.For example theymayoptfor agriculture land if they are interested in agriculture and if they
feel doing agriculture is better for them, or may opt for business in the same place or in the other
village, or in the nearby city, or the family may stay in the same place as they are not getting any
10. suitable alternativeandthusspendall the moneywithinfewyearsforthe maintainace of the family
and thusbecomespoor.Sothere isa possibilityof migrationaddingtothe burdenof urbanisationor
becomingpooras theyare not gettingcontinuoussource of income.Itisnotwise to pour more than
a hand full of money to one’s hand because it will fall and will not reach the needy at needy time.
Thus to prevent the migration and to give a continuous source of income the people are not given
the compensation but will be given the generated income periodically. If they are interested in
working they can work as the working member in the same VPA and for that also they get the
income.There are manymore disadvantagesingivingcompensation,like the compensationgivenby

in the village and now he may not get the work as a ordinary labour in other farms or his mind will
not acceptto work as a ordinarylabourin other farms, replacement of the land by the government
may notbe possible all the time because the governmentlandmay be more in some VP, less in one
VPand absentinanotherVP.Sometimes the government may give mixed statements like ‘replace
the land whenever possible or give compensation four times of the price of the land’. It may look
simple butinlongrunit may notwork out,the possibilityof scarcityforfundsalsohave to be kept in
mindapart fromthe nonavailabilityof landsforreplacement. In this process politics, adjustments,
preference, hand power, money power and so many things may work behind the screen and
ultimatelythe real sincere farmersare disgustedandthe agriculture asanindustry will be impaired.
It isbetterkeepthe farmeras a farmerby providingnecessaryneeds,nationwill have better future.
Creation of RCS is not the end; utilisation of land for other purposes will also arise. We started
growingbettergrainsandour yieldhasimprovedthenthe needtotransportthe same to the factory

transportation arrangements are required for that we have to CRS – CRTS. Again this needs land to
create.Againwe cannot follow the rules like replace the land if possible or give the compensation

and continuous income and they will say we don’t want any compensation and we need our land,
that’s all. After some time little more land is required for the creation of MV, then also same
problemwill arise atthistime no one will accept for going out of their village leaving their land for
the compensationgivenby the government. All the things like creation of RCS- CRS- CRTS- MV and
MN will come at differentplacesasperthe nature and itsguidance and it is the science, we need to
considermanyfactors.To tell insimple wordsRCSrequiresthe considerationof flow andlevel,CRS –
CRTS requires shortest possible straight path between two points, MV need ideal land scaping
possible forpotable water and better drainage, The imagine how it is possible to identify all these
points at this juncture only. This compensation distribution will not work out and by force if it is

The overall land available for agriculture will increase. The land available for agriculture is the

11. 2.11. Gained agriculture lands;
The gained agriculture lands are as follows:
1. All the government lands which are suitable
for doing agriculture excluding the forest land
(Implantationof useful treesisdone at the forest
land by the VPWT).
2. Long roads with multiple curves will be
decreased to short and straight (If possible )
broad roads
3. All the lands which are present on either the
side of the roads will be utilisedforagriculture till
the time of widening of the road.
4. All the lands which are present on either the
side of the water pathways will be utilised after
leaving the area of maximum water flow.
5. All the roads connecting the satellite villages
will be convertedintoagriculture lands as all the
satellite villages will be joined together to form
an model village in the future.
6. The total area consumed by the single layer
haphazard villages will be reduced as we are
creatingone formattedmodel village with all the
facilities and it is multi stair building.
The lands used for different works are as follows:
1. Lands usedforcreationof primary,secondary,
tertiary and quaternary canal system in RCS.
2. Lands used for CRS – CRTS system.
3. Lands used for MV.
4. Lands used for VPAF.
2.12. Villages in India: expenses for creating the infrastructure:
A village of India.
12. There are about 6 lakhs villages in India. They are placed at a distance of 3 to 5 kilometres. One
village mayhave 6 to 8 satellite villages/villagesaroundit.Onan average if we take one village is at
a distance of four kilometres,thentherewillbe about16 kilometresof roadaroundeach village and
area of land consumed by this road will be about (6 meters of road and 3 meters of waste land on

the 3% land of the entire India. If we reduce the entire number of villages to 40000 with the
population of 30000 in each village, then we can have very good roads of shorter distance. The
length and the area consumed will be known only after the survey of the CRS – CRTS systems.
Like thisthe moneyspentonthe road, electrical lines,drinkingwatersystem, offices for the people,
schools and the maintenance cost put together will come to high cost with the same money it is
possible tocreate verygoodmodel villageswhichare lessinnumberwithnocomplications and very
less maintenance.
A school in the village
If there is 1000 hectare of landin onVP and there are 100000 quintal of paddy is grown in that VPA.
And the owners share is 30% that becomes 30000 quintal of paddy becomes the owners. That
becomes30 quintal of paddy per hectare of land. If a person own two hectares of land then he will
get 60 quintal of paddy. And if a person own 50 hectares of land then he will get 1500 quintal of
paddy. During the process of RCS-CRS-CRTS – MV-MN creation the total agricultural land may
decrease to800 hectaresandonce all the work gets over the total agricultural land may increase to
1200 hectares in either the case the income is distributed as per the today’s property
documentation.
13. Reorganisationmaybe the remote possibility may be after all the work of RCS-CRS-CRTS-MV-MN is
over and all the owners wants the land as before the lands available for agriculture can be
redistributed but it is not a good work because again the problem of unemployment difference in
the rate, not supplying the materials to VPAF will arise. So it is better the people should work
together in a coordinated and cooperative manner and lead a happy life with productivity.
If the governmenthas plenty of land with it and many sincere VPWMare there who does not have
land of their own can be given one or two acres of land after considering some of the factors like
numberof yearsof work,sincerityinworking,lovetowardsthe nation,helping nature and others as
reward.
2.13. Shift of ownership of the property.
Afterthe deathof the ownerthe ownership will automaticallyshiftovertothe wife and the income
generated will be submitted to the account of the wife and vice versa. After the death of the wife
(owner) the propertywill be equally distributed among all the children both male and female, the
income are submitted to their respective accounts.
If a parentdoesnot have a childand adoptsone childlegally,thenall the propertiesandthe income
will be transferred to the legally adopted child after the death of both the parents.
A parentadoptsa child later they may get a child of their own then both the adopted child and the
child of their own will get the equal share.
If a parentgivesthe childforadoptiontoa coupleswhodoesnothave a childrenof theirown and if
theirpropertyismore than whateverthe childgetsfrom its original parents then the adopted child
will notgetthe propertyfromthe original parents. If the adopting couple has the property which is
lessthanthe share thatthe childisgoingto getit from the original parentthenthe child will get the
share from the original parents after their death. The values of the property are calculated at the
time of the deathof boththe original parents.Getting the share of the property will not arise if the
childdoesnotknowthe original parents,forexamplenew bornfound in some public place and one
is claiming the child as their own and so on.
A single male withadoptedchild,asingle femalewithadoptedchild,afemale withherownchildbut
doesnotwant to reveal the fatheror does not know the father of the child – in these instances the
property and the income generated by the property will automatically will shift to their adopted
child/ to their child. If the adopted child with a known original parents and if the property of the
adopted person is less than the share the child gets from its original parents then he is eligible for
getting the property from his original parents.
The residence of one owner member may be in the same VP or may be in other VP. The income
generatedinthe VPA will be submittedtothe ownerwiththe help of VPA if the residence is within
the VP. If the residence is in different VP then the owner has to take his income on his own. Bank
transaction can be done all over the nation from one VP to another VP.
Personscan purchase the propertyinone VPA andthe income will be submitted to the new owner.
14. If one person purchases the property in one VP then their brother and sisters are not going to get
any share from it. Only his children will be eligible for the property ownership.
A person who does not have any children and not made any nomine and suddenly dies then his
propertybecomesthe propertyof the VPA automatically even though he has his own brothers and
sisters.
A personwhodoesnothave any childrenandmentionsthe nominee (person / trust / organisation)
then the property will automatically shift to his nominee after his death and the income will be
submitted to their account.
All the incomesare submittedtoboththe ownermembersandtothe working members in terms of
money to their respective bank accounts. Most of the time no money or materials are given to the
handsof the membersof workingandownergroupexceptinveryfew conditionslikelotof fruitsare
grown and there is no place to store (Exceeding the storing capacity of the VPA gowdons) so VPA
decidestodistribute these tothe workingandownermembersanditmayrequire the permission of
the state marketingauthority.Discussions of such issues will be done at the district and state level
meetings.
Each VPA will have itsownwebsite inwhichall the detailsrelatedtothe VPA will be mentioned in it
which is accessible throughout the nation. The details may include details like VP map, area, land

details,propertydetails, achievements, agriculture details, periodic tests details like soil testing –

to spendmoneyonit.If the VPA start supplying the grains to individual family then it will increase
the small scale transportationdrasticallyand adds to the burden of transportation. People may not
know how to clean the food grain which comes directly from the VPA or may not get people for
cleaning. So no food grains are supplied to the individual family.
VPA will be involvedincleaningandpacking(asperthe demand) of foodgrainsscientifically in large
scale. Trained personnel and the necessary machines are used in this process of food grain
15. processing, cleaning, hygienic packing, ideal storage, assessing the market, selling the products to
their own VPA and to various VPA’s / towns / cities.
2.14. How to do property documentation:
The property documentation can be done manually and with the help of electronic devises like
‘MPSDR’ – Multi Para Survey Data Recorder.

2. Identifythe borders of the forest area, which comes inside the VPA limit and measure the area
(A2).
3. Identify the borders of the village (Residential area) as such and measure the area (A3).
4. Measure and document all the lands of different owners under the heading of each owner and
calculate the total area (A4).
5. Measure the distance of different roads which are present inside the VP and outside the
residentialareaandtheir average breadth. Multiplication of these values will give the area of land
consumed by the road (A5).
6. Measure the variouswaterpathways(bothdryand flowing) which are present inside the border
of the VPand theiraverage breadth. Multiplication of these values will give the land consumed by
the water pathways (A6).
7. Then the actual area available for agriculture (A7) is = [A1-(A2+A3+A5+A6)].
8. The government land that can be utilised for agriculture (A8) is = A7-A4.
Note1: If A7 is equal to A4 that indicates that there is no government land is available in that VPA
that can be utilised for agriculture purposes.
Note2:The village proper(Residentialarea) will have variousdetailslike dimensionsof eachsite, the
area of the constructed in each site, the length and breadth of various roads present inside the
residential area.
16. 2.16. When to start the work of RCS- CRS- CRTS-MV-MN?
It is better not to start the work of RCS-CRS-CRTS-MV-MN till we complete the process of property
documentationand all the disputes settles. Only the preparations and the computer based survey
can be done all the pointsfor the creation of RCS- CRS- CRTS-MV-MN can be done in the computer,
whenonce the process of property documentation under the family tree is completed the work of
land survey for RCS can be started. It is very much essential to mark the borders of VP before
starting the work of RCS.
Present six lakhs villages will be reorganised or reclassified under forty thousand VPA on

districtof the differentstate whichshare the borderof the nation put together gives the functional
border of the nation excluding the forest area, mountains, non inhabited area at the border. The
forest area will be looked after by the forest department and the man power may be given by the
neighbouring VPWT for which they will get extra allowance by the forest department and that

(2) The land detailsliketotal landarea,owner’sandgovernmentagriculture lands,forest land, areas
consumedbythe waterpathways,areasconsumesbythe roads,and the detailsof the village proper
(residential area).
(3) The economy details like total income generated through agriculture, VP factory, business,
moneyreceivedfromdifferentdepartmentforprovidingthe servicesbythe VPWTandthe expenses
like salary for employs, remuneration to different people, materials purchased and so on.
(4) Moneydepositedin the accounts of individuals (both owner and the working person), to VPA’s
account, to district /state account, to the account of the nation.
(5) The money spent by the VPA and the money spent by the government (Both central and the
state) for each VP.
(6) The contribution of the money from the VP to the government. The money the government
spends on their employs who work for the government in the VPA.
