2005 TO PRESENT: STAFF CITY ARCHITECT – TRANSPORTATION & CAPITAL IMPROVEMENTS
Fulfills a critical role overseeing the architectural scheduling, budget management, and quality control of a broad array of capital
improvement projects on behalf of the City of San Antonio, with initiatives spanning senior centers, healthcare clinics, and municipal
office buildings. Maintains accountability for project budgets ranging from $10K to $10MM.
– Effectively manages a team of architects and contractors
engaged in up to 60 projects annually, with authority over all
additions and change requests; successfully achieves all project
milestones and deliverables on time and within budget, with an
allowance for up to 3% overage.

– Executed a full spectrum of project management functions involving the design and construction of the Bob Ross Senior Center on
behalf of the Department of Human Services, a $3.5MM total renovation of an existing office building into a facility featuring an
indoor swimming pool, jogging track, activity areas, and staff offices; successfully delivered the project on-time
and within budget despite the need for an asbestos abatement project and the replacement of the building’s roof.
– Directed the renovation of an old library to serve as the new home of the Metro Health Department City Sanitarian’s City
Inspectors; designed and constructed offices for 42 City Sanitarian employee staff, achieving all project goals in face of a
budget cut that eliminated 20% of available funds without any reduction in scope, quality, or project delivery move-in
deadline.
– Outstanding and exceptional results, recognized with a promotion to a role as the Job Order Contracting Manager (JOC ) with
authority and accountability for $32.1MM in JOC program funds.
2. AVENIDA GUADALUPE ASSOCIATION, SAN ANTONIO, TX
1994 TO 2005: EXECUTIVE DIRECTOR AND ARCHITECT
Led all vision, strategy, and execution for operations, budgets, and architecture functions at this
nonprofit organization dedicated to the development of housing and apartment complexes for
extremely low-income seniors, in the poorest Hispanic Neighborhood Community in the Nation.
Directed the actions of a team of 12 staff members, as well as an administrative assistant, a grant
writer, an event coordinator, and maintenance personnel.
– Transformed the organization, securing $15.2MM in grants to eliminate debt and positioning it as a
self-sustaining association that captured a $250K award for Builder of the Year from Bank of America.
Pioneered the construction of a 20,000 square foot office building to serve as corporate offices,
accumulating $1.5MM in grants over six years.
– Successfully built three $4.9MM housing complexes, each offering 59 units; engaged in extensive
networking to secure resources from companies, organizations, and private investors. Additional
projects included 21 single family homes on 10 acres, as well as a 20,000 square foot Medical and
Business Office Building.
– Provided guidance and direction to the Board of Directors to ensure compliance with HUD Section
(8) and Section (202) regulatory requirements governing low income housing, as well as Davis-Bacon Act guidelines for hiring
during the construction process.
– Generated over $165K in architectural fees by serving as Architect of Record for the Medical and Office Building project.
– Recognized with the Ernest C. Olivares “Ernie” Individual Urban Planner Award for excellence in fundraising, combined with a
decade of service to the poorest Hispanic community in the United States.
ORANGE COUNTY SANITATION DISTRICTS, FOUNTAIN VALLEY, CA 1990
TO 1994: DISTRICT ARCHITECT
Facilitated the compilation and coordination of construction documentation for projects ranging from $10MM to $50MM, working
collaboratively with disciplines from multiple support facilities throughout the district while managing a team of 12 project managers,
drafters, and other professionals.
– Leveraged superior analytical expertise and subject matter knowledge to ensure compliance with applicable building codes and
environmental regulations.
– Oversaw the production of all bid documents while providing support to professional construction staff and inspectors, ensuring the
timely and accurate implementation of plans for $150MM in projects.
– Led the preparation of construction budget estimates and Scopes of Work.

Pioneered the launch and continued management of this full service Design-Build architectural engineering construction company,
securing agreements for Design / Build commercial and residential construction projects with budgets ranging from $250K to $1M.
– Key wins included commercial projects for Pill Box Pharmacy, La Trinidad United Methodist Church, Del Rio High School Classrooms
Expansion, Rangel Records, Mendoza Residence, and the Lulling High School Gymnasium.
– Assumed ownership of the formulation of construction budget estimates and the production of Scopes of Work and RFPs to solicit
bids from professional engineers and architects.
