DALLAS AREA RAPIDTRANSIT (DART)
The Dallas Area Rapid Transit authority is a transit agency in
Dallas, Texas. It operates buses, light rail, commuter rail, and
high-occupancy vehicle lanes in Dallas and 12 of its suburbs.
BUSINESSCHALLENGE:
DART wanted to conduct a number of consulting engagements in the areas of
Business Process Reengineering, Resource and Staffing Requirements Assessment,
and Organizational Design associated with Human Resource Processes
and Transactions.

Transportation Compliance Requirements. RMR delivers customized Technology

Case Study: Dallas Area Rapid Transit (DART)
Current-State Assessment: The Current-State
Assessment provided an up-to-date snapshot of
DART’s Human Capital (HC) Department, including its
organization structure, staffing levels, compliance with
federal, state and local human capital requirements
and a synthesis of more than 45 stakeholder
interviews. “The HC Department has been
struggling to stay afloat for several
Years. “Everything in HC is broken and
needs to be rebuilt from the ground up
Business Process Mapping Analysis:
The Business Process Mapping Analysis
examined DART’s talent acquisition process
and made recommendations.
The Analysis found that the talent acquisition process
was broken. As one executive noted, we go into
recruitment “dreading” the process.
RMR recommended the talent acquisition process be
re-engineered to achieve dramatic improvementin
quality (securing the best talent), cycle time
(reducing the average position vacancy period),
customer satisfaction (achieving a better candidate
and hiring manager experience) and branding
(establish DART as an employer of choice).
Organization Design: recommendations for
structure and staffing including benchmarking
data for human resources functions from five
similar transit agencies. The organizational
structure was created using a bottoms-up
approach based on HC’s core business
processes and functions and introduced the
concept of “high performing” work-centric
teams
Federal and State Compliance Review: Compliance
Review analyzed adherence to federal, state, and local
human resources-related laws, statutes, rules,
regulations, and guidelines. RMR determined
compliance faced several challenges:
Redesign of employment manuals
Re-engineering talent acquisition
process so that it fully complies with
Federal Transit Administration (FTA)
EEO compliance requirements
Map EEO Policy and Remedial
Action Plan to FTA’s “Equal
Employment Opportunity Guidelines
for Grant Recipients” and update as
appropriate
Improvement Roadmap: Described a portfolio
of improvement projects that follow from the
other analyses conducted during this project. The
implementation timeline for this initial wave is 18
months. A combination of internal and external
resources was recommended to staff these
projects.

Working with the RMR team provided keen insight into DART’s Human Resources Processes and
Transactions. Their excellent HumanCapital Management recommendations enabled our transit agencyto
transform the way we manage people to achieve benefits both in reducing HR costs and in positive behavior
changes that result in operational performance improvements. Also, RMR is an expert in national Federal
and State Department of Transportation Compliance Requirements, which was important to the success of
this project. RMR has provided invaluable service to DART, and their improvement roadmap is incorporated
into our future goals.

It operates buses, light rail, commuter rail, and high-occupancy vehicle lanes in Dallas and 12 of its suburbs. BUSINESSCHALLENGE: DART wanted to conduct a number of consulting engagements in the areas of Business Process Reengineering, Resource and Staffing Requirements Assessment, and Organizational Design associated with Human Resource Processes and Transactions. RMR delivers customized Technology Enablement, Federal Personnel Human Capital Compliance, and Knowledge Management professional services that drive transformative and sustainable operational improvements which unleash the power of linking people with technology and knowledge. www.rmrtechnologygroup.com Case Study: Dallas Area Rapid Transit (DART) Current-State Assessment: The Current-State Assessment provided an up-to-date snapshot of DART’s Human Capital (HC) Department, including its organization structure, staffing levels, compliance with federal, state and local human capital requirements and a synthesis of more than 45 stakeholder interviews. “The HC Department has been struggling to stay afloat for several Years. “Everything in HC is broken and needs to be rebuilt from the ground up Business Process Mapping Analysis: The Business Process Mapping Analysis examined DART’s talent acquisition process and made recommendations. The Analysis found that the talent acquisition process was broken. As one executive noted, we go into recruitment “dreading” the process. RMR recommended the talent acquisition process be re-engineered to achieve dramatic improvementin quality (securing the best talent), cycle time (reducing the average position vacancy period), customer satisfaction (achieving a better candidate and hiring manager experience) and branding (establish DART as an employer of choice). Organization Design: recommendations for structure and staffing including benchmarking data for human resources functions from five similar transit agencies. The organizational structure was created using a bottoms-up approach based on HC’s core business processes and functions and introduced the concept of “high performing” work-centric teams Federal and State Compliance Review: Compliance Review analyzed adherence to federal, state, and local human resources-related laws, statutes, rules, regulations, and guidelines. RMR determined compliance faced several challenges: Redesign of employment manuals Re-engineering talent acquisition process so that it fully complies with Federal Transit Administration (FTA) EEO compliance requirements Map EEO Policy and Remedial Action Plan to FTA’s “Equal Employment Opportunity Guidelines for Grant Recipients” and update as appropriate Improvement Roadmap: Described a portfolio of improvement projects that follow from the other analyses conducted during this project. The implementation timeline for this initial wave is 18 months. A combination of internal and external resources was recommended to staff these projects.
