This resolution establishes mandatory diversity trainings for UPUA representatives at Penn State University. It requires representatives to complete the Intercultural Development Inventory assessment, Stand for State training on preventing sexual assault, and group/individual debriefing sessions. The goal is to educate representatives on issues of diversity, inclusion and sexual assault so they can better advocate for students. Representatives will take the IDI individually, receive Stand for State training as a group, participate in group and individual debriefing sessions, and discuss applications at a retreat. The trainings aim to help representatives understand issues, develop intercultural competence, and transform campus culture.

Catalyzing Equitable Development: An Initiative to Institutionalize a Gender...Dr Lendy Spires
The Catalyzing Equitable Development (CED) Program responded to two questions that are key to gender equality and effective development. First, can organizations effectively integrate gender in their programs and operations? And second, to the extent they can, does gender integration enhance development outcomes?
The CED program demonstrated that the answer to both of these questions is a strong “yes.” InterAction’s Commission on the Advancement of Women (CAW) implemented this program from January 2003-September 2006. The aim of the program was to institutionalize a gender perspective in the work of development and humanitarian assistance PVOs and NGOs as a necessary means to improve living conditions for poor communities in Africa and Asia. The program focused on building the capacity of PVOs and NGOs through training and technical assistance in Inter-Action’s Gender Audit Organizational Self Assessment and Action Planning methodology.
These organizations are major contributors to global development, collectively implementing about 40% of US government funded development assistance as well as administering over $7 billion annually in assistance from private sources and in-kind contributions. The program targeted the very way PVOs and NGOs do their work and enhanced the effectiveness of their field programs by reducing gender inequalities and promoting women’s and girls’ full participation throughout their operations.
However, the program did not stop at capacity building, but assessed the impact of capacity building at the field level. A unique feature of the program was a study on the impact of gender mainstreaming in four African countries, one of the few such impact studies that has been carried out globally by donors, governments, or the United Nations. In addition, the program documented innovative practices in gender integration from the Asia-Pacific region and drew out lessons learned to guide other planners and practitioners. Major accomplishments of the program are: 287 individuals and approximately 173 organizations (or country offices) participated in eight Gender Audit Courses and seven Gender Audit Workshops in the US and overseas. The Courses were offered in the U.S., Ghana, Kenya, and the Philippines. The workshops were offered in New York, San Diego, San Francisco, and Washington, D.C.

The Intercultural Development Inventory (IDI) Training is a “cross-cultural assessment of

intercultural competence. This is a tool to measure intercultural competence along the validated
4
intercultural development continuum.1
The IDI has been demonstrated, through research, to have
5
high predictive validity to both bottom-line cross-cultural outcomes in organizations and
6
intercultural goal accomplishments in education.”2

Five Timely Warnings about sexual assault cases were reported to Penn State’s University Police
14
during the first week of classes. Six total warnings were sent during the month of August 2021,
15
marking the highest number since October 2016.3

2. The first few weeks on college campuses are known as the “Red Zone”, when statically, students

are at greater risk of sexual assault. Annually, the UPUA takes active action during this time
19
period by equipping students with ways to stand up for themselves and their peers, providing
20
reporting resources, and standing in unity with offices/programs around campus to spread
21
awareness about this issue. The 15th
Assembly of the UPUA also spent months advocating to
22
Student Affairs for the release of the 2018 Campus Environment survey to better understand the
23
prevalence of sexual assault and relationship violence on campus.

While external programming and advocacy is effective, it is also important for our organization’s
26
members to be well-educated about these issues themselves and question how we can develop
27
new methods to better student life.

Stand for State is a program that seeks to educate students about risky situations, how to make
30
our campus a safer place, and skills to change the culture on university campuses. “With the goal
31
of transforming the university’s culture to one where people step in when it counts to create a
32
safer and more inclusive campus for all, 36% of the 47,000 students at University Park are able
33
to articulate steps to intervene in risky situations and 56% of students recognize Stand for State.

These students are statistically more likely to recognize that bias, sexual assault, and relationship
35
violence are problems and are more confident they can impact change around these issues than
36
students not exposed to the initiative.”4

Currently, Stand for State programming is offered at the 23 commonwealth campuses of Penn

State, including World Campus. In 2021, Stand for State trainings were temporarily transferred
40
to the Gender Equity Center. UPUA reached out to Becca Geiger, the Assistant Director of the

Gender Equity Center, to bring Stand for State to our organization.
