This document is a bill proposed by the University Park Undergraduate Association (UPUA) to fund Red Zone Action Week from September 20-25, 2021. The Red Zone refers to the first few months of the fall semester when sexual assault rates are highest, especially for underclassmen. Recent data shows a high number of sexual assaults and timely warnings at Penn State. The proposed expenditures of $201.98 would fund printed flyers and a poster board to raise awareness of this issue and the It's On Us campaign during Red Zone Action Week, concluding with airing a related video at a football game. The UPUA committee and assembly unanimously approved the bill.

According to the Penn State Police Department's annual Pennsylvania Uniform Crime Act

Report, as recently as the year 2019, the crime rate for rape by force was 62. This is a very
4
alarming set of data that further emphasizes the importance of bringing awareness to sexual
5
assault on and off campus. This number does not include the many silent victims of sexual
6
assault, which means that the actual number can be much higher.1
7
Statistically, over fifty percent of these assaults happen during the first three months of the
8
semester, a period known as the “Red Zone”. During this period, students, especially
9
underclassmen, are most vulnerable due to lack of knowledge in navigating these situations and a
10
gap in bystander intervention.2

Between August 22th 2021 and September 13th 2021, students have received nine Forcible Sex
13
Offense Timely Warnings. Six Timely Warnings were sent out in the month of August, making it
14
the highest number on record in one month since October 2016.3

According to the latest released Penn State Pulse Survey of the student body from 2018, ten
16
percent of female students reported being sexually assaulted, twelve percent reported being

2. stalked, and nine percent encountered relationship violence. However, many incidents go

unreported.4

It’s On Us is a national movement with a goal of ending sexual assault. This movement
21
combines innovative content and grassroots organizing techniques to spark conversations on a
22
national and local level. It’s On Us works with over 500 college campuses across the country to
23
take a stand against sexual violence.5

Stand for State is Penn State’s bystander intervention program, which focuses on sexual and
26
relationship violence, mental health concerns, substance abuse and acts of bias. The initiative’s
27
aim is to create the norm that everyone plays a role in watching out for each other. Through this
28
program, students are able to receive training on bystander intervention in order to be informed
29
about how to keep their fellow students safe. 6

In 2017, the University Park Undergraduate Association (UPUA), Penn State Athletics, Stand for
32
State and the Student Athlete Advisory Board partnered to produce a video that was aired at the
33
Penn State- Indiana University football game.

Recommended Course of Action:

The University Park Undergraduate Association shall fund the following expenditures for Red
39
Zone Action Week. The UPUA shall fund the costs of these items in the amount of $201.98.

From September 20th through September 25th, the UPUA, in collaboration with the Gender
41
Equity Center and Penn State Athletics, will host Red Zone Action Week to raise awareness of
42
the rising sexual assault cases and this dangerous time period on campus. During this week, the
43
UPUA will be giving resources for students in the areas most affected by this cause as well as
44
holding a signing in solidarity of the “It’s On Us” Campaign. To conclude the week, the video
45
made in collaboration in 2017 will be aired at the Penn State v Villanova Game on September
46
26th.

In addition, the UPUA hereby charges the Department of Public Relations with disseminating

this information through all appropriate channels.
