Structure of an RFP
1.1. Key sections of an RFP
WHO(world health organization) initiated global malaria control program aiming
to reducing the malaria burden to manageable levels.
1.2.Statement of Purpose
The Directorate of Malaria Control invites proposals from the eligible firms to
provide the following services in the prescribed format:

1.3.Background Information
Malaria in Pakistan is typically unstable and major
transmission period is post monsoon i.e. from August to
November.
The malariogenic potential of Pakistan has a negative
impact on its socio-economic growth and productivity, as
the main transmission season is spiraled with the
harvesting and sowing of the main crops (wheat, rice,
sugar cane). Seasonal transmission variations, drought, irrigation systems and
hydrological changes, population movements, high level antimalarial drugs and
insecticide resistance in the parasite, and vectors are the major determining
factors working behind the high endemicity of these districts. Poor access of the
population to early diagnosis, effective treatment and effective prevention
measures have further compounded the situation.
In 2011, the total number of confirmed malaria cases in Pakistan (public sector),
reported from all the districts were 319,592; including 205,879 (67%) cases due
to P. vivax infection and 113,713 (33 %) due to P. falciparum infection. It is
estimated that about 70-80% of the population goes to private sector for

treatment therefore, according to a
conservative estimate, the actual
malaria burden could be four to five
times higher.
1.4. Scope of Work
A programme initiated by the government aims to bring down malarial incidence
below 0.01% by the year 2015. Use of nets and mosquito repellents is becoming
more common.
The Government of Pakistan in the Ministry of Health had appointed several task
forces and Expert Committees on malaria to review the situation. Based on their
recommendations, a Modified Plan of Operation to control malaria was evolved,
and put into operation from April 1977 onwards. The plan included active and
passive surveillance of malaria.
1.5.Outcome and Performance Standards
Recommended events for awareness raising should be:

1.7. Term of Contract
Two years with an option to extend under same terms and condition for an
additional two years based on firms performance.
1.8. Payments, Incentives, and Penalties
Terms for Payment for adequate performance will be declared by the company at
time of proposal of requested firms .There will be penalty of 40% cut in the
payment in case of inadequate performance .Company will be rewarded 20%
extra payment and contract for next two years purely based on performance .
1.9. Contractual Terms and Conditions
The firm must provide information indicating that they are qualified to perform
the services (brochures, description of similar assignments, experience in similar
conditions, availability of appropriate skills, etc) documentary evidence of past

experience of working in the areas mentioned above related to advertising
services in BCC/IEC services.
1.10.Requirements for Proposal Preparation
Firms are requested to submit their technical and financial proposals in separate
sealed envelops and clearly mention on top right side of the envelop as technical
and financial proposal.
1.11. Evaluation and Award Process
The procedures and criteria used for evaluating proposals for
making the final contract award is the time frame which firm provides to fulfill
this task and the previous repotitionor work experience of the firm.
1.12. Process Schedule
Proposals will be received till 1100 AM on April 16, 2015 at Directorate of Malaria
Control, NIH, Islamabad and shall be opened on the same day at 1130 AM in the
presence of the procurement committee and bidders or their representatives in
the Committee Room, Directorate of Malaria Control, Islamabad.
The proposal acceptance date is 1100 AM onAPRIL 28,2015.
