POSITION OF CASE OFFICER
IN THE STRATEGY OFFICE – OFFICE OF THE PERMANENT SECRETARY
IN THE MINISTRY FOR SUSTAINABLE DEVELOPMENT,
THE ENVIRONMENT AND CLIMATE CHANGE
(Capacity building approval dated 05 May 2014)
In accordance with clause 3.1(l) of the current Collective Agreement, nomenclatures importing the
male gender include also the female gender.
1. The Director Corporate Services on behalf of the Permanent Secretary, Ministry for
Sustainable Development, the Environment and Climate Change invites applications from Public
Officers in the Malta Public Service and Public Sector employees in the wider Public Sector for
the position of Case Officer in the Strategy Office – Office of the Permanent Secretary in the Ministry
for Sustainable Development, the Environment and Climate Change. Public Officers in the Malta
Public Service who are on secondment/on loan/detailed with/deployed with/on attachment to Public
Sector Organisations may also apply.
Duration of assignment and conditions
2.1 A selected candidate will enter into a thirty-six (36) month assignment as a Case Officer in the
Strategy Office – Office of the Permanent Secretary, MSDEC, which may be renewed for further
periods. Unsatisfactory performance as Case Officer during the assignment period will lead to
termination of the assignment.
2.2 If a selected applicant is an employee from an organisation in the wider Public Sector, he/she
must make his/her own arrangements for his/her release to the Strategy Office in the Office of the
Permanent Secretary, MSDEC.
Salary pegged to the position
3.1 The position of Case Officer in the Strategy Office – Office of the Permanent Secretary in the
Ministry for Sustainable Development, the Environment and Climate Change carries a salary
equivalent to the maximum of Salary Scale 9 (€20,938 in 2014) during the first year of assignment,
equivalent to the maximum of Salary Scale 8 (€22,396 in 2014) during the second year of
assignment, and to the maximum of Salary Scale 7 (€23,997 in 2014) during the third year of
assignment, provided that a person in possession of a warrant to exercise the profession of Advocate
in Malta and with two years experience after obtaining the warrant will receive a salary equivalent to
the maximum of Scale 7.
3.2 In view of the special nature of the duties involved, the appointee will also be entitled to a
disturbance allowance of up to 15% of his/her salary for work performed regularly after office hours.
The allowance may be increased to up to a maximum of 25% in exceptional circumstances, and on
2. the approval of the Permanent Secretary, Ministry for Sustainable Development, the Environment and
Climate Change.
3.3 Case Officers receiving a salary equivalent to the maximum of Scale 7 will also be entitled to
a performance bonus of up to a maximum of 10% of their basic salary subject to positive
performance.
3.4 A Case Officer will not be allowed to perform his/her profession privately.
Duties
4. A Case Officer will be required to perform duties related to the management and regulation of
sectors which fall within the Ministry’s remit, especially the environment and climate change, rural
development, fisheries, and animal health and welfare, which include, inter alia, to:
i. Undertake research;
ii. Carry out assessments and legal analysis;
iii. Conduct and manage case investigations;
iv. Prepare legal opinions;
v. Assist in the drafting of new legislation,
vi. Compile reports, prepare position papers and draw up other documents
vii. Engage in judicial litigation and make oral and written presentations both in Malta and abroad.
A selected applicant will also be expected to:
viii. Perform any other duties as directed by the Permanent Secretary, MSDEC, the Chief Officer
Strategy and/or their representative/s;
ix. Perform any other duties according to the exigencies of the Public Service as directed by the
Principal Permanent Secretary.
Eligibility requirements
5.1 By the closing time and date of this call for applications, applicants must be Public Officers,
or employees in the wider Public Sector, who are in possession of a warrant to exercise the
profession of Advocate in Malta.
5.2 Applications will also be received from Public Officers, or employees in the wider Public
Sector, who are in possession of the academic qualifications to obtain the warrant mentioned in
paragraph 5.1.
5.3 Successful applicants under paragraph 5.2 will only be considered if there are not enough
successful applicants under paragraph 5.1. Such applicants, moreover, will only become appointable
when they obtain the warrant to practice as Advocate in Malta and provided that a vacancy is
available.
5.4 Due consideration will be given to eligible applicants who, further to satisfying the above
requisites have proven relevant work experience.
5.5 Prospective applicants should note the requirement to produce MQRIC recognition
statements in respect of their qualifications from MQRIC, or other designated authorities, as
applicable, as per provisions applicable to this call for applications (see link below).

6.1 Qualifications and experience claimed must be supported by certificates and/or testimonials,
copies of which should be attached to the application. Scanned copies sent electronically are
acceptable.
6.2 Original certificates and/or testimonials are to be invariably produced for verification at the
interview.

7. Eligible applicants will be assessed by a Selection Board to determine their suitability for the
position.

Ministry for Sustainable Development, the Environment and Climate Change, 6, Qormi Road, St.
Venera SVR 1301 by not later than noon (Central European Time) of Friday, 13 June 2014.
