Regional planning related to energy uses a framework of T=W-D, where T is throughput/improved livelihood, W is welfare related to social, environmental, ecological and energy factors, and D is environmental damage. Regional plans should consider current conditions, problems, and set short, medium, and long-term energy goals. One approach is developing solar thermal power plants, which can provide independent and renewable energy. Examples given include solar thermal projects on Sumbawa Island and in remote villages in West Sulawesi.
