The RE:FIT programme aims to help public bodies in London retrofit buildings to reduce energy costs and carbon emissions. It establishes an energy performance contracting model and framework of approved Energy Service Companies. Projects can range from quick fixes to major infrastructure upgrades. The programme is funded by the Greater London Authority and provides technical support and funding options to participating organizations. It has already helped retrofit over 400 buildings, saving over 30,000 tonnes of carbon annually and over £5 million in energy costs.

Collectively the programme supports the implementation of the National Public Sector Energy Efficiency Strategy.

The Climate Action Plan 2021 (CAP 21) outlines an energy related Green House Gas (GHG) target of 51% CO2 reduction by 2030. Achieving the GHG target is one of, if not the primary, target that public bodies and sectors must achieve. It also requires large public bodies to develop Climate Action roadmaps. This is to achieve their 2030 targets. It includes 51% of renewable space heating, and to develop wider Climate Mandates.
The first part of the session will cover progress to date on the energy efficiency target. It will look at actions taken and a detailed overview of the 2030 GHG reduction target methodology. It will cover an overview of potential pathways to 2030.
Public bodies will then present on their pathway to 2030 analysis. They will cover actions being undertaken now and planned. And finally, how SEAI's supports are being utilised to mobilise for 2030.

This paper will outline and showcase the success of local authorities across England that have used Salix Finance to enable energy efficiency projects and reduce energy bills and carbon emissions, through installing energy efficient street lights. It will look at the benefits that these projects bring to authorities and include case study examples of projects, as well as details for ongoing funding and how this can be accessed. A focus will be made on Kent County Council’s ongoing LED street lighting conversion, one of the largest programmes of its kind to date in the UK. The programme has been partly funded by Salix Finance. Key representatives from Kent will share technical and delivery lessons learnt from undertaking the programme.
