The Conclusions of the European Council in 2007 and 2011 established a need for reaching at least a total 20% of savings in the European primary energy consumption by 2020 (2007 baseline).
In order to meet this challenge, the European Union published in 2012 the Energy Efficiency Directive 2012/27/EU (EED), which has established a common framework to promote concrete actions related to energy efficiency in the European market.

The workshop was organised by the Irish Green Building Council (IGBC) as part of the H2020 funded EeMAP project (http://energyefficientmortgages.eu).
The objective of the workshop was to provide feedback on the Energy Efficient Mortgage Draft Proposal and to discuss how this could be implemented in Ireland.
Summary of Intelligent Energy Europe (IEE) project-SMILEGOV
The IEE funded project Smarter Multi Level Governance (SMILEGOV) is examining the major barriers to creating a low carbon society on islands. It is bringing together the various stakeholders and the multilevels of governance required to achieve the EU target of 20% reduction in Carbon and 20% increase in renewable energies by the year 2020, ie less than 6 years from now. The crux of the project is to engage all stakeholders including islanders to agree to the Pact of Islands. The pact asks for commitment to examine and agree an island energy action plan within 12 months of signing the document.
Using the Pan European Island programme SMILEGOV, we are working with other islands as per the Pact of Islands. To date, Arainn Mhor is creating a story board, a platform to collaborate, creating a model that others can emulate by working together.
25 січня 2022 року Держенергоефективності за підтримки ПРООН провело круглий стіл, присвячений питанню гарантій походження енергії.
«Механізм видачі Гарантій походження “зеленої” енергії є одним з найбільш перспективних механізмів стимулювання як споживання, так і виробництва чистої енергії. Своєю чергою, цей механізм має ефективно стимулювати процес загальної декарбонізації економіки України, а значить - і посилення її конкурентоспроможності, перспективи розвитку в умовах глобальної “зеленої” трансформації. Вочевидь цілком логічним є створення єдиного механізму видачі гарантії походження всіх видів «зеленої» енергії», - наголосив Голова Держенергоефективності Валерій Безус, відкриваючи круглий стіл.
Важливим аспектом також є те, що на вимогу Директиви RED II гарантії походження мають відповідати європейському стандарту CEN 16325. Орган, який буде видавати ці гарантії, має бути незалежний від виробництва, торгівлі та постачання енергії.
Наміри України у створенні механізму видачі гарантій походження підтримує Енергетичне Співтовариство. Це одне з вагомих завдань у напрямку стимулювання “зеленої” трансформації та декарбонізації, особливо у 2022 році, коли Україна головує в Енергетичному Співтоваристві. Про це повідомила експерт Секретаріату Наїда Тасо.
Саме з цих причин, Держенергоефективності із партнерами опрацьовує шляхи створення механізму видачі гарантії походження енергії.
В рамках круглого столу було представлено дорожню карту розробки та імплементації механізму видачі гарантій походження енергії.

6. ELENA-KfW-Program
The aim of the programme is to arrange funding for the thermal
renovation of buildings on a local level.
3 target audiences: private individuals, SMEs, properties in private
co-ownership
3 tools: dedicated savings account, guarantee funds, CEE [energy
saving certificates]
It is based on:
European Commission recognition of the financing tools used
(29/03/12), giving access to ELENA grants
The signing of a funding agreement between KfW and BPCE on
26/10/12 providing access to dedicated liquidity at a favourable rate
The signing of partnership agreements between local communities
wishing to fund projects under their PCET (territorial climate energy
plan) and trial branches of the Banque Populaire and the Caisse
d’Epargne. Local communities agree to structure this market within
their area, and local banks agree to facilitate funding and apply
‘reasonable’ margins

Outlook
The French debate on financing the thermal renovation of buildings in general is
focusing on the model trialled in the KfW-ELENA-BPCE programme. This
programme, and the BP Alpes project and its CEE-backed guarantee fund in
particular, have been cited in a number of reports.
Communities of all sizes and types are very interested in adopting this
programme.
These 4 trial projects offer 4 relatively different ways of applying the programme.
The n+2 report will identify the strengths and weaknesses of each project and
will allow the other Caisses d'Epargne, Banques Populaires and communities to
roll it out more quickly and efficiently.
