We will start with just two scenarios
1: The Potential (one of the) Three Special Trustees (PTST) stands in the first summer after being elected to
Council
2: The PTST stands in the second summer after being elected to Council
We can then move onto 1) what happens in the third summer and 2) what happens if they want to apply in
the second term?

8. If someone was not a TST in their first term on Council, but
successfully applies in their second term, a similar rule will
apply.
- their second term on Council can be extended to five
years, but
- their maximum consecutive years is still only eight years,
- even if they had an extension of a year for a different
reason in their first term

this situation. Nine years is just too long, so at this point, the Trustee term
would have to be squeezed.

Proposal: eight years is the longest time possible for consecutive
years in this situation – so at this point, the Trustee term would
have to be squeezed even further. Ten years would not be
acceptable.
Note – it is unlikely that anyone would want to do just one year as
a TST, nor that Council would choose someone to be a TST for
just one year. So this option is here just for completeness.
