To install Quartus V19.1 for Windows, download the installation file from Intel's website. Extract the downloaded file and run the installer, selecting a destination folder and accepting license agreements. Create a folder for the license file, copy the file to that folder, and set an environment variable pointing to the license file location. Launch Quartus and select the license to complete the installation.

This may take a few minutes depending up the network and PC hardware:
Go the downloads directory under the appropriate log in through the ‘cmd’ running as administrator.
Enter: tar -xvzf Quartus-19.1.0.670-windows-complete.tar and press <enter> to
decompress. This to may take a few minutes.
Go to the components directory and run the “QuartusSetup-19.1.0.670-windows” file (about 2 GB in
size) and follow the prompts.
A prompt will come up to ask for the location of the Matlab directory (that must be installed first). Find
the directory as pictured and click NEXT to move on.

The installation will take some time. Finish up with the prompts for a couple of drivers and whether
there should a desktop icon for the software. It is preferred to put the desktop icon there.
Before starting, make a directory for the license file for Quartus like this:
Copy the license file to the directory.

It will be necessary to make a license variable as shown under the ‘System’:
Do this before starting the program.
Start the program, and select the last option from this screen.
The LM_LICENSE_FILE should appear with the directory. Choose that to continue to use the software.
