Public service is an important arm of the government that helps turn policy goals into reality. It comprises the staff of central administration and is instrumental in development and change. Public services have always helped governments formulate, implement, monitor, and evaluate programs. While the government sets goals, public services are the tool used to achieve them. The role of public services is expanding as states transition from traditional to modern forms and focus more on development and welfare. Public servants perform key functions like advising the government, implementing plans and policies, monitoring programs, and determining legal cases.

4. RELATIONSHIP BETWEEN THE GOVERNMENT AND
PUBLIC SERVICES
 Public services have always been an important arm of the
government for formulation, implementation, monitoring
and evaluation of its programme .
 Bureaucrats have more knowledge, experience, inter-
governmental ties and time than the politicians.
 The dichotomy between policy formulation and
implementation can never be strictly maintained in practice.
The government sets the goals for public services, hence it is
instrumental as a tool to achieve these goals.

5. SCOPE OF PUBLIC SERVICES
 The role of public services is changing with time.
A status-quo bound public services can never solve the new and growing
administrative problems.
Its scope is widening.
 Transition from ‘Traditional“ to 'Modern' State.
The state transcends itself from 'warfare' to 'welfare‘.
The administration undergoes a transition from 'law and order' orientation to
'developmental' orientation.

1) Determination of Policy :- The civil servants are actively involved in the formulation
and 'determination of the policy of the country.
2) Implementation of Legislation and Policies : - The civil servants exercise a large
sphere of discretion in the execution of laws and policies.
3) Delegated Legislation :- frame detailed rules and regulation and is not familiar with the
complexities of the modern legislation.
4) Administrative Adjudication : - Exercise quasi-judicial powers.
5) licensing and inspection.
6) regulation of government policies.

9. ROLE MODELS FOR CIVIL
SERVICES
1) Instrumentality Role: - civil services should play basically an instrumental
role in its operation, in-as-much as it is not the master but agent of policy
formulation and execution.
2) Neutrality Role : - civil services have to perform, in the right spirit of their
structural functional framework, they have to be "neutral" in their approach,
outlook and activities.
3) Commitment Role :- civil servants should be in accord with the policy
objectives of the government. commitment should be to a new social and
economic order, and has to be consciously built and nurtured through the
careers of civil servants'. Commitment should be related to the developmental
philosophy of the state. commitment should, ideally, be to the ideals of the
Constitution of the country. commitment has to be to the conscience of the civil
servants, their belief, cultural and ethical values and sense of justice and
righteousness.

4) Impersonality Role :- Civil services should, by and large adopt an 'impersonality'
profile while dealing with matters concerning policies, programmes and issues.
5) Anonymity Role :- the minister has to answer for the actions of civil servants in the
Parliament.
6) Professionality Role :- The civil servants are employed for their knowledge, skill,
expertise, experience, competence and merit.

11. THE CHANGING ROLE OF PUBLIC
SERVICES
 The future administrators must acquire knowledge in the fields of
science and technology, social and behavioural sciences, modern tools
of management, human relations in management and administrative
research and development.
 e- Government.
 The public servants must undertake capability generation programmes
(such programmes must aim at increasing the capability of public
servants in order to perform the administrative tasks properly) within
the framework of specific needs, particularistic environment, local
culture and ethos. With the growing involvement of public services in
the public sector enterprises and other quasi-government undertakings,
they have to become more flexible and adaptable.

The efficiency of public services is very essential for the
proper functioning of any administrative system. The public
servants are constantly engaged with the formulation,
implementation and evaluation of policies and programmes.
Due to increase in governmental tasks and complexities of
its activities, the civil services are involved with delegated
legislation and administrative adjudication. The concept of
Welfare State has brought the government and public
services closer to the people, a cordial relationship between
the public services, the government and the people has to be
established. This unit highlighted all these aspects and
discussed the meaning, scope and role-models of public
services.
