The question of how to reintegrate
people experiencing homelessness has been an urgent matter.
This article describes the progress that was made regarding the reintegration of people
who are homeless in two different cities: the capital Kyiv and the city of Chernivtsi during 2002-2006.
Both models of fighting homelessness established during this period in Kyiv and Chernivtsi were the first to appear in Ukraine in the Soviet and post-Soviet times.

The analysis of the problems of internally displaced persons (hereinafter - IDPs) in the amalgamated territorial communities (hereinafter - ATC) and perspectives of solutions in the context of the decentralization reform was studied by the project Addressing social consequences of the conflict in Donbas and the illegal annexation of Crimea with support to Ukrainian government bodies and local civil society (The Liaison Officers’ (Radnyk) Programme) implemented by the Canadian non-governmental
organization Stabilization Support Services with the financial support of the British Embassy. The objective of the analysis is to identify perspectives of IDP integration into the ATC, taking into
account the decentralization policy during the development of the strategic plan for IDP integration and to develop further recommendations. The components of the analysis:
1. The analysis of legislation on the specified range of issues.
2. The analysis of the queries from social protection system employees and IDPs, on the problematic issues concerning the implementation of IDP rights who are living in settlements that are part of the ATC, to the Programme Liaison Officers (hereinafter - LOs) in October-December 2017.
3. The LOs’ monthly reports on IDP issues for October-December 2017.
4. The analysis of sociological research as secondary data on authority decentralization.
According to the results of the analysis, a report was developed where the key problems of IDPs in the host communities, perspectives of the IDP integration into the ATC, and opportunities to take into account the decentralization policy while developing the strategic plan for the IDP integration were
summarized.
The ATC achievements and challenges of IDP integration, the ability to implement policy for the IDP social protection and promote their integration and the participation of citizens in exercising power in their communities, as well as their assessment of the current results of the reform were considered.

Annual path of community initiative "Restoring Donbas" - is not only a path of operating from a virtual to a practical field. It is an
instance of how can qualitative Internet platform together with an active and versatile team operate organically (in synergy).
Lawyers, economists, experts in tax area, experts in communications, IT-experts and simply people with an active lifestyle - are the
team of "Restoring Donbas", which has transformed our organization into one of the most useful and recognized in matters of
problem-solving of IDPs and residents of the area ATO, in defining the strategy of conflict resolution in the East.

All of this started with a single document last fall. Together with the group of experts we prepared a project "Restoring Donbas and
Ukraine." We were confident that the situation in Donbas can not be resolved by use of force of weapon. We still believe in it. Such
challenge should be replied by force of intellect.
Ukraine has been living peacefully during all the years. Armed conflict became a severe test for it. Plethora people were not ready. A
lot of people succumbed to the temptation of easy solutions. We have set a goal from the very beginning, namely, to bring back
peace in Donbas. To bring back peace in Ukraine. To make foundation for the prosperity of our native region and the whole country
in future. Community initiative "Restoring Donbas", which was created by us, adopted the document as a program of its activity. We
decided implement the ideas that lead to peace.
Today, a year later, more than a hundred thousand people have become our soulmates. Experts and volunteers of the organization
have successfully implemented a set of analytical, advisory, humanitarian and socio-economic projects. Thousands of gratitudes from
Donbas residents and those, who were forced to leave their region became a reward for our work.
We see and understand the challenges that society and the state are facing with today. Moreover, we are aware of future difficulties.
We are ready to take responsibility for overcoming it. We believe in peaceful and united Ukraine because we believe in happy and
successful Ukrainians!

Our mission
To bring together thoughtful and
concerned people in a joint searching for ways to
restore the life of Donbas region and to overcome
the problems of its inhabitants – both those, who
remained in the area of military action and those,
who were forced to move outside the region.
Our goal
Peaceful and prosperous Donbas with modern
economics, tolerant society and civilized culture.
Our vision
Community Initiative, whose participants work
together to find ways out of the crisis caused by the
military conflict, and paths for subsequent devel-
opment of the region. Together we will offer
solutions to existing problems and will work in
order to implement it by reaching out to the
Ukrainian authorities and international community.
In history there were plethora instances, when
Ukrainian people risked to be dissolved in other
states. However, it never happened. We believe that
we restore Ukraine by restoring Donbas!
Principles of our work:
We do not provide help or accept help from people
with weapons.
We are out of politics; we do not judge or accuse
neither side of the conflict.
We provide help exclusively to peaceful civilians
who remain in the area of military action or were
forced to move outside the region.
We are willing to join forces with all public
non-government organizations and volunteers
who care about the fate and future of Donbas.
Our work is governed exclusively by legislation of
the Ukraine and international legal standards.
The highest value to us is human life. Respect
towards human rights and freedoms is the first
priority in our work.
We do not discriminate against any nationality,
race, religion, social class or political views. We
strive to help people, above all – those who are
most in need.
In its voluntary activity of providing help the
Community Initiative is not governed in any way
by any drive for gain

7. Expert projects A survey on the future of Donbas among experts
7In January 2015, community initiative "Restoring Donbas" summed up the results of the
survey among 400 representatives of expert community from Donetsk and Luhansk regions,
dedicated to searching the ways out of crisis and Donbas restoring.
Research involved volunteers, public figures, journalists, entrepreneurs, specialists in
industrial field and heads of enterprises.
Geography of research is controlled and uncontrolled parts of Donetsk and Luhansk
regions, other regions of Ukraine, Kiev, Crimea and abroad.
Results of the study were presented to Ukrainian authorities with an appeal to take into
account the opinion of the expert community in decision-making concerning Donbas. In
addition, it was used in planning of community initiative "Restoring Donbas".

During July 2015, experts of community initiative «Restoring Donbas» carried out the
project called «Power efficiency in resolving problems of Donbas residents and IDPs».
This survey represents the first comprehensive study of the work of authorities and
government agencies in matters of the problems of IDPs and Donbas residents. It has covered
the period from January 1 to August 1, 2015.
According to the result of study, recommendations were made to the Cabinet of Ministers,
deputies of the Verkhovna Rada, Ministry of Justice, Security Service of Ukraine, deputies of
Donetsk and Luhansk regions, the Ministry of Information and state media.
After the first monitoring and interest of public, the project has been implemented as a
monthly one until the end of 2015. It is facilitating public control over efficiency of state
actions.

9. Expert projects Case Study "Index of IDP's comfort"

September 16,2015 community initiative «Restoring Donbas» together with TNS Ukraine
company presented "Index of IDP's comfort" – first comprehensive survey in Ukraine, which is
about the problems of IDPs and ordinary residents.
The survey was carried out from 29th July to 11th August 2015 in the main regions of
residence of IDPs in Ukraine, both among IDPs and people around them.
An important part of the study is assessment of government services, which IDPs face
with. In particular, it comes about management of labor and social protection, migration
services, health agencies, employment offices, pension funds, education authorities, children's
affairs services, social security bodies.
Both summarized results of the survey and its regional sections have been presented to
central and regional authorities. The study caused considerable interest from both the public,
media and public authorities (in particular, the Pension Fund, State Emergency Service of
Ukraine).

assistance to IDPs and Donbas residents.

Project «Hotline» was presented and launched by community initiative «Restoring
Donbas» on July 3, 2015.
During its operation till the end of 2015, 1539 called the hotline. They were provided
with practical assistance – consulting and explanation on different social and legal issues,
concrete information on questions, which they are interested in, useful contacts.
Another 3014 consultations were provided by community initiative via online-chat
system on the website restoring-donbass.com. It was created in order to atomize provid-
ing consultations and to remove the load from the hotline operators. Thus, during 2015,
volunteers of community initiative have provided 4553 consultations.
58% of all requests were concerning one or another aspect of crossing the demarcation
line: registration of pass, operation of road corridors, moving of underage citizens.
At the same time, a share of such questions at the initial stage was 76%, due to the
implementation of the new procedure for crossing the demarcation line and «electronic
passes» in the absence of any explanation from the state bodies.
The issues of social and humanitarian assistance from charitable organiza-
tions and registration of targeted assistance, IDP's certificate, medical support of IDPs took the
second place. Problems of employment and opportunities for the development of entrepre-
neurship, registration and payment of pensions and subsidies, continuation of education of
IDPs on the controlled territories are extremely accurate topics. The proportion of such
requests for consultation was 23%.
Legal issues took the, third place In particular, it comes about renovation of
documents, bank and tax liabilities; labor relations, formalization of inheritance, operation of
notaries in ATO zone and registration of the facts of the birth of children on uncontrolled
territory. The share of these questions was 10%.
5% of the requests were offers of cooperation and assistance to IDPs and Donbas
residents, another 4% — were about housing and communal services (primarily - compen-
sation for destroyed housing in ATO area and providing temporary housing for IDPs).

Donbas was stable – between 45 до 50% were residents of uncontrolled territories of
Ukraine, from 50 до 55 % — were internally displaced persons from different regions of
Ukraine and abroad.

According to the requests of IDPs from
Donbas in Kiev, July 30, 2015, community
initiative“Restoring Donbas”created its first
center of the advisory help to IDPs. It was
opened close to the central railway station
in Kiev, namely, Kiev, Vozdukhoflotsky
Avenue, 21/2.
Another important directions of work are medical and psychological counseling. Consul-
tations of therapists and pediatricians became really important for out at heels. 25 people
have obtained the help of experts during the first few days.
The Center is actively working on the establishing the communications on cooperation
with state authorities and institutions of civil society. During a few months of work, it has been
established a dialogue with social services in Kiev, a number of public and voluntary organiza-
tions, which deal with the problems of IDPs from Donbas and Crimea.

From the very beginning, the Center involved the team of volunteers-IDPs from Donbas, who
have experience in social field. Every day they carry out personal reception, provide practical
assistance in registration of electronic passes in ATO area, provide guidance and explanations on
various issues, which are interesting to citizens.
The most accurate topics are issues concerning migration service and the passport system,
social security and pensions, housing and work, providing medical and humanitarian assistance.

Focusing on the needs of IDPs and residents of ATO area, in March 2015 community
initiative "Restoring Donbas" opened a section Legal online consultation in our website,
where volunteer lawyers answer the questions of IDPs and Donbas residents.
It has been received 498 questions during the reporting period.
According to statistics, the most problematic issues for IDPs and Donbas residents were
issuance of passports and pasting the photo in it, obtaining assistance and extension of IDP's
certificate, formalization of permits for the transportation of children across the demarcation
line.
Volunteers gave answers to 100% of the requests. Legal online consultations became one
of the most popular sections of the website (by December 31, 2015 there were 136 thousand
views of this material).

It was also decided that under the conditions of the absence of systematic work of
the State Fiscal Service and other government agencies in this field, explanations and
consultations will be provided to all Ukrainian citizens on the general range of tax issues.
"Restoring Donbas" (together with the assistance of volunteer specialist) makes its
explanations and consultations structured, departing from the complex legal and tax
language without losing the essence and important details. Online service is represent-

During a short period of time, this section became one of the most visited. It has gathered
more than 260 thousand views during 2015. At the same time, ads of restoring-don-

Under the condition of complicated social and economic situation in Donbas and Ukraine in
April 2015, community initiative «Restoring Donbas» launched a project «Virtual offices of
mutual assistance». Its aim is to provide effective interaction between IDPs and Donbas
residents, on the one hand, and those, who are ready to help them, on the other.
«Need help»
On the "Restoring Donbas" website there is gathering of applications of people, who
need help. It comes about both IDPs and ATO residents. Anyone can leave a request for
help by filling out the form. All applications for assistance, which are received by the
organization's website, are verified of volunteers of the initiative before the publication.
Later it is spread through the "Restoring Donbas" pages in social networks. There is a work
with relevant charities and voluntary organizations.
«Stations of aid»
Ordinary users and volunteers create a single list of places, where is possible to obtain
assistance (for IDPs) and to leave such assistance (for ATO residents). The result of joint
work on creation of mutual card is available to everyone. It is also available convenient
categorization of the stations on location and fields of activity.
During the reporting period, it has been published over 120 stations of assistance on
Ukrainian territory (including - on uncontrolled territories).
«Volunteers»
In order to receive applications, users can register on "Restoring Donbas" website
as a volunteer.
In order to do this, you must fill out a form in "Volunteers" sector. At the same
time, assistance on left applications is carried out bypassing the registration on the
website. It is confirmed by posts of users in social networks.
According to the data, which is collected in «Stations of aid» sector, volunteers of
organization are working on creating of a single online maps concerning assistance to IDPs
and Donbas residents.

In general, within the framework of
humanitarian and charitable projects in
November and December 2015, activists of
"Restoring Donbas" have distributed more
than 2,5 thousand units of goods, both
among IDPs and Donbas residents.
It comes about hygiene products, home
textiles (including warm blankets), household
and stationery items.
Volunteer of the Center are working with
IDPs. They make a map of requests on neces-
sary things for each new stage of providing
charitable assistance.
In October 2015, charity fund of community initiative "Restoring Donbas "was
included to the Unified Register of recipients of humanitarian assistance entities by the
order of the Ministry of Social Policy of Ukraine» No 1030.
It has provided new opportunities to initiative's team. It will allow to receive humani-
tarian aid from foreign donors and redistribute it to the victims of the conflict in eastern
Ukraine.
"Restoring Donbas" implements its humanitarian mission both through the Centre of
the advisory help to IDPs, which was opened in Kiev, and remotely - via the postal service
and partner organizations.
Since November 2015, a regular issue of the charitable aid to IDPs from Donetsk and
Luhansk regions has been carried out (as part of the work of the Centre). First of all, it
comes about hygiene products, home textiles, stationery.
First packages of aid intended for IDPs in the region, were sent in October and
November 2015. It has been received by large families with foster children in Donetsk,
Dnipropetrovsk, Poltava, Kiev and Khmelnitsky regions. It included kitchen equipment,
home textiles, personal care items and stationery.
In addition, in November 2015 it has been started a work on providing assistance to Donbas
residents, who are living among the demarcation line (Kurakhovo, Avdeevka, etc.), through
the local parishes.

In May 2015 Donbas children got an opportunity to express their vision of peace and war
via their drawings. Community initiative "Restoring Donbas" has initiated a children's drawing
contest "Peace and war through the eyes of Donbas children" in order to present Ukrainian
and international community their works and their thoughts.
Participants of the contest are children aged 5 to 16 years. According to the results of the
contest, community initiative has received more than 300 works from Donbas and other
regions of Ukraine.
On August 28, a jury of the contest determined 6 winners of the contest – per 2 in each
three age nominations (5-8 y.o., 9-12 y.o., 13-16 y.o.). The seventh winner was determined by
a voting in social media networks. All of them have received prizes - laptops and tablets.
On September 15, in Children andYouth Creativity House in Solomenskiy district, Kiev,
Award ceremony of the contest“Peace and war through the eyes of Donbas children”,
exhibition and festive concert "Children of Kiev - Donbas children" were held.
.
Donetsk organization "Maximal" (partners of «Restoring Donbas») presented the awards
to winners from uncontrolled territories.
During the concert there was presented a collection of drawings called "Bring me peace
back" with the letters of Donbas children, comments of social network users, the explana-
tion of the psychologist. This album was prepared in Ukrainian and English. It was sent to
state agencies, partner countries and international organizations Ukraine.
After the end of the completion, "Restoring Donbas" has organized series of regional
exhibitions. Each exhibition demonstrated not only children's drawings, but also short films
produced by the initiative. Donbas children talk about their experiences and appeal to kids
from other regions. Children, who visited the exhibitions, in its turn, were able to record
video with response.
During the reporting period, such exhibitions were held in Zhytomyr, Chernivtsi, Sumy,
Kharkov and Kramatorsk.
A single cultural field and common life goals are important conditions for uniting of
Ukrainian people around the problems of Donbas, the reintegration of its
uncontrolled territories. Therefore, community initiative "Restoring Donbas" paid
special attention to projects aimed at interaction between Donbas and other
regions of Ukraine. First of all, it comes about art and creativity.

pants, which was carried out on December 1, 2015 in Taras Shevchenko National

Another competition, focused on adult audience, has become a contest of photos
of Donbas, which were made before the war.
Events in the East of Ukraine led to the fact that people started to forget the
essence of real Donbas before ATO. Unfortunately, plethora people did not know it.
They associated Donetsk and Luhansk regions exclusively with plants and mines.
Community initiative“Restoring Donbas”announces the beginning of the photo
contest“Donbas: peace in objective lens”in order to dispel these myths and tell
Ukrainians about the unknown (for the majority) region.
Works on the competition could be submitted during 2 months from September
1 to October 31, 2015. The initiative has received more than 500 photos from 56
participants during the contest.
Photographs from Donetsk, Luhansk, Kiev and Kharkov were the most active
participants. In general, «Restoring Donbas» has obtained works from more than
20 Donbas cities, other regions and neighboring countries.
On November 16, 2015 it was defined the winners of the contest. The jury
included experts in the photography field. In particular, it comes about Vasil Batyren-
ko, Ihor Lyvshyts – photographer, member of the International Federation of Journal-
ists, Leonid Dovhiy – photographer, founder and head of the Donetsk School of
Photography“Fishka”and Valery Mylosyerdov– photographer, Project Manager of the
Fund“ISOLATION”. Head of the jury – Victor Marushchenko – is famous Ukrainian
photographer, member of more than 60 solo and group photo exhibitions in Switzer-
land, Germany, France, USA, Canada, Brazil, Chile, Slovakia, Russia, Ukraine, partici-
pant of the Biennale in Venice (2001) and Sao Paulo (2004).
The jury determined four authors, who shared three first places. In addition, 20 more
photos were noted in "People's Choice Award" category (according to the results of evalua-
tion by "Restoring Donbas" audience in social networks. All of them received cash prizes and
first variant of album with photos of the contest.
This album includes 100 photos, which are the most
impressive and interesting. It has been selected by the
jury together with the activists of community initiative
«Restoring Donbas».
These photos and facts, which are presented in the
album, describe Donbas from the most interesting, even
unexpected sides.

September 25, «The forum of adoption: Donbas children» was carried out in Ukrainian
House by community initiative“Restoring Donbas”. The forum was devoted to the Adopter
Recognition Day, which is traditionally celebrated on September 30, a day of honoring of
Faith, Hope and Charity and their mother Sophia by the Orthodox world.
For the participants of the Forum there was organized a concert. Dmytro and Nazar
Yaremchuk (Honored Artists of Ukraine), Peter Chherniy (Honored Artist of Ukraine), Dmitry
Ivashchenko (a finalist of the «Golos krainy»), Elena Diamandi (a participant of the project
“Golos krainy”), Kyril Pahar (accordionist).
20 families, who attended the forum, were taken on patronage by community initiative
«Restoring Donbas».
Each of them received a gift from "Restoring Donbas" foundation, namely, kitchen
equipment for parents and mobile phones for children.
Assistance is provided to these families beyond the scope of the forum - in current
activity of charity initiative.
Culturalandsocio-economicprojects «Adoption Forum: Children of Donbas»
There were told both the stories of some families and the history of child care staff, who
were risking their lives in order to ensure the evacuation of orphans to peaceful territory.
Activists of «Restoring Donbas» made short videos about the most famous families (Stavtsevy,
Bantsevy, Zaretsky, etc.). It comes about the stories of adoption of their children and moving
from ATO area. Participants of the forum made an appeal and addressed it to the President of
Ukraine Petro Poroshenko..
The aim of «Restoring Donbas» was to attract attention to Donbas families, who were
taking orphans (children deprived of parental care) during the hostilities. They were formaliz-
ing them as their own children, and moving to peaceful territory..
20 families took part in the meeting (adoptive, family type homes, foster families) and
120 children.
22. 22Culturalandsocio-economicprojects Young scientist’s competition“Restore Donbas together”
Besides the integrating projects in art and creativity fields, community initiative
"Restoring Donbas" conducts competitions of young scientists focusing on talents
and fresh perspective of Ukrainian students and graduate students in resolving
problems of Donbas.
Taking into account the scale of destructions in two eastern regions, first
competition called «Restore Donbas together» was announced on October 12, 2015
among the young architectures and designers.
There are 5 categories of works:
In each category there will be determined winning projects, whose authors will receive a
prize of UAH 10 thousand as well as two special prizes.
The most interesting works will be offered to the authorities and investors on Ukrainian
territories of Donbas in order to implement these projects. A database of such projects will
be the foundation for large-scale construction in Donetsk and Luhansk regions.
On November 2, On October 27, community initiative“Restoring Donbas”presented this
contest during the opening ceremony of the KievArh 2015 Forum and the exhibition of the
graduation projects of graduates from Ukrainian universities (major“Architecture”and
“Design”).

the works of young architects. It included the information about the competition, as well as

souvenir. During the first day of the competition, 5 students-architectures have applied to
the participation.
In response to numerous requests from students and professors of Ukrainian universi-
ties, who decided to participate in the contest. Students of Kyiv National University of
Construction and Architecture, the Dnieper State Academy of Construction and Architec-
ture, as well as the Donbas National Academy of Civil Engineering and Architecture were
interested in contest.

23. On December 10, 2015 it was carried out a Forum «Restoring Donbas and Ukraine» in Kiev.Two discussions panels
«International and Ukrainian experience in restoring of post-conflict regions» and «Economic rehabilitation of Donbas
and attracting investment to Ukraine» were hold there.
Forum organizers are Community initiative «Restoring Donbas», Institute for Strategic Studies“New Ukraine”,
Ukrainian Institute of Policy Analysis and Management.
Organizators of the Forum set a goal of creating a public platform in the context of searching ways to restore
Donbas and socio-economic development of Ukraine in modern conditions. More than 150 speakers and partici-
pants took part in Forum – representatives of power, community, expert and scientific field, business, including,
UNICEF, KPMG, PricewaterhouseCoopers, Ernst &Young.
During the Forum, Elena Petryayeva – the head of community initiative «Restoring Donbas» – presented program
document“12 steps to peace, restoring and development of Donbas and Ukraine”. Participants of the Forum fixed their
intention via Memorandum on further cooperation and joining efforts.

Dialog and open communication – are key principles, which
are basis for "Restoring Donbas" in collaboration with partners,
friendly organizations and state agencies.
During the reporting period, community initiative has

large-scale forum "Restoring Donbas and Ukraine."
Its implementation allowed to update the discussion of
accumulated problems, to offer new ways of resolving it, to
identify areas of directions of work.

carried out 4 meetings with the heads of international agencies - UNICEF, United Nations
Development Programme, Médecins sans Frontières, International HIV / AIDS Alliance.
Events, which were organized by "Restoring Donbas", were attended by:

In October 2015, British organization "Peaceful direction» (Peace Direct) included community
initiative "Restoring Donbas" to the directory of the project "Inside the conflict" as an organization,
which is operating in Ukraine. Work of "Peace direction" is focused on information support of
peacemakers in local conflicts, which have a clear vision of resolving the situation.
Expert meetings, round tables and press conferences organized by community
initiative "Restoring Donbas", were regularly attended by OSCE representatives as
listeners.
As a part of planned cooperation with relevant international
organizations, community initiative "Restoring Donbas" sub-
mitted 1 program offer to participate in the grant by the Gov-
ernment of Japan, 2 offers for program cooperation with the
UN Children's Fund UNICEF.

1. Development of social, medical and psychological support to population among IDPs through the Center of advisory help to IDPs,
adaptation and extension of operation of informational services for IDPs.
2. Organization and work of a single expert platform on the development of Donbas with package deals to public authorities, followed by
further monitoring of results.
3. Provision of humanitarian assistance to IDPs from Donetsk and Luhansk region.
4. Implementation of social and cultural events that combine both internally displaced persons and residents of Ukrainian regions with
the aim of transforming the culture of violence into cultural self-identity.
5. Organization of sports events for IDP's children, including collection of charitable funds.
6. Development of spiritual and moral education among children and youth through the implementation of special supporting
programs.
7. Development of cooperation with international organizations in matters of providing counseling, information exchange, including
donor projects and opportunities for its implementation after political decision on the status of temporarily uncontrolled territory.

Community initiative keeps a vector of the organization in accordance with the basic principles of work in humanitarian, social, cultural
and socio-economic fields.
At the same time, activists of the initiative are planning to strengthen the group of own expert projects, to expand the spectrum of proj-
ects aimed at restoring Donbas and reintegration of its uncontrolled territories.

in 2016.
